Only a small number of Americans understand the relationship between the U.S. State Dept (DoS) and the Central Intelligence Agency (CIA). However, as more people understand how these two agencies operate, then people have a much more accurate context for how both agencies are viewed by the rest of the world.
Almost every deployed CIA operative has a cover profile within the State Dept. The foreign service missions of the DoS and CIA are so enmeshed there is literally no way to separate the functions of their agencies. [Go back to the Benghazi Attack for an operational reference] CIA/DoS have to be viewed through the prism of connection.
To better understand this concept, I use the following metaphor:
♦ The U.S State Dept and CIA operation is like a restaurant. The Dept of State is the front of the restaurant, with the Secretary as the Maitre D’. The CIA is the back of the restaurant, the kitchen. The Director is the Chef. The consulates are the wait staff. USAID are the food runners. The Dept of Defense are the bus boys.
The tables and chairs are assigned by the Maitre D’ according to their value. Countries viewed as more important get the best tables. The menus offered to each nation are completely different. Israel has a table in the kitchen. To get the best experience, tips (bribes) are required for everyone, from the parking valets outside, to the sommelier, to the server. Currently, Ukraine is the biggest tipper.
On the oversight aspect the Senate Foreign Relations Committee is the control mechanism to approve/install the Secretary of State. The Senate Select Committee on Intelligence is the control mechanism to approve/install the CIA Director. Everything therein and thereafter is a system of pretending it is something else.
The Dept of State (DoS) is so large there’s no way of addressing the inherent institutional corruption. The Secretary of State can control a small portion of DoS operations, but that’s usually only the geopolitical stuff we see discussed on television, in print media or in press conferences. The business functions of the DoS take place within a network of carefully guarded silos.
Perhaps, the first step in advancing an American-First policy, is to just stop the various administrative offices within the Dept of State from doing anything, literally anything. The challenge within DoS is massive, complex and complicated. I’m genuinely not sure what the Executive Branch mechanism is to do it, but we need to close the restaurant for a few months and do a deep cleaning.
On the back of the operation is the kitchen, the CIA.
It is a popular DC sentiment to say the CIA Director is the most powerful person within the intelligence apparatus. As the viewpoint is shared, it is the established secrecy within the mandate of the institution that gives them power.
Essentially, the CIA was created to be a place where dark arts (lying, spying, manipulation, tradecraft) would be approved and used at the discretion of the institutional leadership. As a consequence, there is no check on the CIA operational agenda. They are permitted by function and mandate, to lie to everyone about what they are doing; this includes the Office of the President.
Because they are essentially an unchecked intelligence silo within a government that has allowed the institution to hold unilateral power and self-policing, the CIA has a power within the apparatus unlike any other member. Inside the business model of foreign policy as a restaurant, the CIA are in control of the kitchen.
Together the DoS/CIA operate a shadow government, looking out for their best interest while generating power through large multinational institutions (corporations), spy agencies (5-eyes), banks, non-governmental agencies (NGAs) and various influence operations.
The activity of the CIA/DoS construct takes place regardless of who is president. Any hope of busting up this corrupt system is going to take a lot of strategic pounding while confronting the supportive element within the Senate at the same time. [Note this is why repealing the 17th amendment would make the work infinitely easier – and also why the 17th amendment was created by banking interests.]
When you stand back and look at the challenge of confronting the DoS and CIA, you can easily see why the Emissary was the first most important person I noted. If you are going to confront the domestic corruption within the DoS, you need the Emissary as a contact for specific foreign government leaders.
Under my sketch, the foreign policy of the USA shifts away from Foggy Bottom and directly back to the White House. This provides space to destroy the system through domestic confrontation. A new State Dept Secretary is going to have to push intensely and forcefully to support the goals of President Trump while understanding the internal effort is going to be much less glamorous, but historically far more important.
♦ The Secretary of State needs to have an understanding of the scale of the system underneath them, a comprehensive understanding of the opposition they will face from within that system, and the fortitude to keep playing whac-a-mole until the heads of the sub-silos are slowly removed. The person in this role needs to be a ‘high energy, smart, multitasker.’ The odds are all against them.
♦ The CIA Director needs the same type of understanding, and an impenetrable ability to put the USA interests above the interests of anyone else who has a table in the kitchen. Given the relationships within the aligned Western Intelligence Services, this is going to be a nerve-wracking challenge. As much as I want the CIA candidate to know the scale of the problem they will face, in one important way it might be more beneficial if the person didn’t know the scale of opposition they will face. This is a dark place.
This is a four-year plunge into one of the most corrupt enterprises at the heart of the DC swamp. The DoS/CIA are the guards of the drain. The drain is underneath decades of bile, silt, muck, scum, filth and horrible stuff.
Our candidates for these jobs need to be high-energy and full of equal parts determination, fortitude, piss and vinegar.

It’s fine if the SoS merely spends their time restaffing embassies in American allies and critical major powers. Fire as many people as possible. Most of President Trump’s diplomatic achievements were made in spite of State, not because of them.

I know that Kash is somewhat out of favor as he wouldn’t cross the IC very hard in his civilian life. He maintained his access and security clearance by playing nice. Attack the institutions as you suggest. But, maybe Trump can walk and chew gum and should take a Woodrow Wilson strategy for these 4 years. During Woodrow Wilson’s presidency (1913-1921), the 16th, 17th, 18th, 19th constitutional amendments were ratified.
We repealed the 18th. Perhaps Trump could seek to repeal the 17th and add term limits and a balanced budget amendment.
He can do it via pushing Congress to pass these amendments for state ratification or bully pulpit a Convention of the States.
When my sister and I went to a local county fair, the GOP had a stand for Trump and other republicans running in Wisconsin. They had white board where people could pick their most important issue. First we picked abortion,(we are adamantly against it) and them my sister wanted the repeal of the 17th amendment put on the whiteboard so people could vote for the repeal of that amendment. She did a good job educating the local GOP people who were running the stand for the GOP.

The problem is that people respond that they like being able to vote for the Senator(s) and the Congressperson.
They overlook the fact that the original Constitution, with its three-party structure (the citizens, the state, and the federal government), was designed to ensure a balanced and effective governance.
The response is to blow that structure off and point out they prefer to vote for their Congressional Members.
When the conversation turns to the question of unfunded state mandates, I ask if they favor that type of structure. Their usual response is no. I then explain that the 17th Amendment, which changed the way Senators are elected, is a key factor in the existence of unfunded mandates. If we revert to the pre-17th Amendment system, where state legislatures sent their representatives, we can avoid such issues.
This is often the point at which they raise their hands and say they would prefer to vote for their senator.
I then move the conversation to accessibility. I ask them if they can sit down and have a coffee with their state legislator. They often agree they can have such opportunities. I then ask them how often their U.S. Senator has sat down with them to discuss concerns. The answer is often zero. Then, I point out what benefit they have voted for someone who will not meet with them when they could have more influence with their state legislators and thus be able actually to influence the direction of the Senate.
I usually close out with the observation that under the current system, the voter is 1 of the millions of people that the Senator represents. With the repeal of the 17th Amendment, the Senator would have to be in tune with the will of the state legislatures. Bodies that are often comprised of only a few hundred people.
Suddenly, that Senator will become more responsive to people, such as Rep. Dunahoo from Jefferson, than he/she would have been under the current system.

The citizens of the state choose U.S. Senators via an election. That is not how the process has always been conducted.
Before the 17th Amendment, the state legislature would choose the Senator among the body. The citizens of a state did not have anything to do with the choice of the U.S. Senator.
The reason for that structure was to make sure one body of Congress (House of Representatives) would speak on behalf of the citizens of their district. That is why spending bills originate in the House or Representatives. They must stand for election every two years, and if there is a change in voter sentiment, it will be seen in this chamber first.
The Senate delegates came from the state legislature because they had a constituency different from the House. They were to represent the will of the state. The goal was that if a bill was introduced in the House that was detrimental to the functioning of a state, the Senate would cool down the passage of the bill to ensure that it didn’t adversely impact the functioning of a state.
Woodrow Wilson pushed several constitutional amendments. The 17th was proposed under the guise that the people must vote for their U.S. Senator. But, that was not the intent of the Senate. It was to protect the state’s interest so that people would not be harmed by various mandates from the federal government upon the state government.
Repealing the 17th would mean your state legislators would select a Senator every six years, and you would vote for your House member.
There is no logic as to why two chambers represent the same constituency. The states need a seat at the table in forming legislation in the “I’m just a bill” process rather than having to hire lobbyists to impact legislation.
Otherwise, programs like Obamacare and other mandates attempt to force states to offer various goodies to voters without any consideration of how that might harm the states’ priorities.

In my State (California), the State Legislatures can be >as notoriously crooked as National Politicians. … A legislative ‘Floor Fight’ in California can mean a lobbyist just tossed a $2 bill onto the floor at the Capitol.
We only hear about the bribery cases when our politicians actually get caught and put in prison. Too often, it’s just the hand that reaches out with the bribe that’s placed in jail. The politicians that reach out to take the bribes are rarely punished, and generally reelected.
A politician in my State famously said, “Money is the mother’s milk of politics.”
I agree with that statement. However, as someone who has lobbied in DC, I can tell you that the 17th Amendment did not change the shakedown aspect of legislators or lobbyists.
The 17th Amendment effectively concentrated lobbyists in the single city of DC, eliminating the need to travel to places like Boise, Helena, Santa Fe, etc. However, it also resulted in the states losing their direct representation at the Federal level of government.
The 18th Amendment was dangerous because it created an underground liquor market, and the 17th is dangerous because it has removed our states from any opportunity to shape legislation. And has allowed for trillions in unfunded state mandates so the DC politicians can claim they did something.
Your last paragraph is the key. Our states are supposed to send the senators. We made our choice in the state for them to send a rep or two of their choosing.
This also lets us be able to get at our senators as needed if things go bad. The federal senators never stick around In state. They go to dc all the time. The state senators don’t.
The 19th Amendment should be scrutinized as well, given it changed the lowest common denominator in this nation from the family to the individual. The root of any nation is a family, not a person. Yet the 19th said now we don’t have to cater to the family, now we can cater to the individual. Add time, and campaign issues that would affect the family (economics, war policy, immigration) are replaced with selfish anti-family issues (abortion, legalized pedophilia via the Alphabet Soup crowd, legalized drug usage, etc.).
This one can’t be walked back, but we would do well to remember what it cost the nation. A husband and wife united in their vote still represents the family, but its being diluted by hordes of brainwashed college kids who swear off families in the name of more vacations or climate change or something.

Would getting widespread public support for this housecleaning make the job easier, consequence be damned? I suspect the public will be rightfully shocked at the criminality of it all. Even if past serious crimes (murder, assassinations, extortion, etc.) are exposed resulting in national embarrassment or worse, it will be worth it.

The malign nature of the State Dept is so ubiquitously dangerous. Deconstructing this is essential – maybe particularly so, as most people have not awakened to how malign it truly is. Think Grenell is a solid choice. Do not have the impression that he caves when questioned. Would begin by cutting size, and thereby reducing the training, hiding places, budget, personnel support. Close down embassies and offices. Can be presented to the public as a budget saving operation.

I fully agree with Rid Grenell but am highly skeptical about your choice of Harriet Hageman. She certainly has given some nice interviews and comes across looking like a bulldog (same way Dem Sen Tester comes across looking like a conservative farm boy bubba) but at the same time…..what has Harriet Hageman done in substance to demonstrate her political courage? She fell into line 100% supporting the Kevin McCarthy speakership and she consistently falls in line with her Republican establishment in the House on all other matters of substance. Further, she would be an inexperienced newbie walking into the lions den and most likely get eaten alive. Maybe she is a sleeper….a wolf in sheep’s clothing….who could get approved and rise to the occasion once installed but her substantive actions to date suggest she may just be another sheep.

The Senate sub committee on intelligence is a blocking agent to keep swamp drainers from office. The current minority leader is S. Rubio, a swamp enabler. I would like to see him appointed to a slightly minor cabinet position. If we can achieve majority in the Senate, with severally new Maga supporting people, replace Rubio with a Trump supporter.
Rubio would just work to undermine the Trump administration if he were moved to the cabinet. The Swamp says “jump”, and Rubio asks “How high?”

I think in DOJ and CIA (or the IC in general) it’s going to involve rapid declassification of essential information. Everything related to the Russia hoax – fully redacted – for example. The Benghazi operation and subsequent attacks. Lay it bare.
At DoS, probably the unraveling of the Ukraine impeachment hoax. Who started it? What were the Biden’s actually doing? How did DoS kick off the whole “whistleblower” fraud. I love the analogy. I’ve been in food & bev for decades. A periodic deep clean is an imperative for a well-run operation. Some operators accomplish this w/o closing, some close for a short period. Some never deep clean. Finally, when those poorly maintained operations vacates, a new F&B operator cleans house during the transition or the landlord converts the F&B premises to retail and rips out the F&B infrastructure. And that is a controlled demolition. The US needs a combination: a deep clean with a partial demolition with a partial shut down.

I very much like the Grenell choice as SoS. He’s not afraid to rattle some cages. I’ve heard a few interviews of Hageman over the last couple years & I’ve tried to watch her committee performances during hearings. She’s impressed me as a no-nonsense, get it done, no excuses kind of gal. When I read the article about her family’s homestead being destroyed, I feel more confident in my impression. Good choice!

I continue to believe that the fastest and most effective way to reform is to have a motivated federal or perhaps even state district attorney prosecute individual government employees who evidence shows have broken the law. If they have bribed etc outside the scope of their employment, that’s a violation of state law. Let them raise employer authorization as a defense. Then plea bargain deals for those willing to snitch.
