The higher royalty makes them uneconomic when prices fall. Developers might not be able to recoup investment cost. Thus, they may impede development. If they actually wanted development, they should have gone with a price-based sliding scale.

No; the head of the Dept. of Interior is an actual ‘former’ ecoterrorist who happens to be a Native American; and the leases put up for auction are in areas where current drilling has taken place.
Companies pay millions in drilling, from winning the auction and paying the leases up to actual drilling, capping, and setting up production capacity – whether or not oil is ever found, so big losses until they finally hit pay dirt, i.e. no guarantee that where they drill will see any returns.
So my suspicion is, by limiting where these leases will be allowed, are these areas where the interior dept. knows are going to be a real hit and miss, with more misses than hits areas?
It’s an expensive gamble by limiting where they can drill, at almost twice the cost to enter the game.

Lands controlled by the Bureau of Land Management/Department of the Interior, are supposed to be nominated by potential purchasers based on the purchaser’s best information… government lands and minerals, including minerals owned by the government under privately held lands are in fact designated multi use for the public, including camping, hiking, hunting, fishing, timber harvesting, agricultural grazing, and mining and drilling.
I was reading the Dept. of Interior’s budget that is part of the upcoming budget Congress will be passing soon, and remarked that not once did I see the phrase “multiple use” anywhere in the budget including it’s overview presentation.
That was a huge move to delete that phrase. Expected it, but still, really put us on notice to see the manipulation of meaning and intent of the agency via deletion of its founding core assignment.
