Sunday night President Trump signs HR 133 the $900 billion COVID-19 relief bill and Omnibus spending bill to fund government through September 2021.
According to released press reports, President Trump is signing the bill with rescission requests demanding that portions of the bill be struck from final implementation by the Senate. The President is redlining the bill and providing line-by-line instructions to congress on the provisions within the bill that need to be modified and removed.
The signing of the bill carries a statement from President Trump: ““As President, I have told Congress that I want far less wasteful spending and more money going to the American people in the form of $2,000 checks per adult and $600 per child.”
The statement continues: “The senate will start the process for a vote that will increase checks to $2,000, repeals Section 230, and starts and investigation into voter fraud.”
Will the House and Senate support the rescission requests?

The bill, containing all the pork, already carried a large veto-proof majority by those in the House and Senate who loaded it up with their special interest spending. I doubt a veto-proof bill will be modified by congress.
However, that veto-proof majority also made any veto effort by President Trump moot… so, considering the structure, the best he could do would be to take the rescission route and make the request.
That was the NDAA.

But it’s also a looming fact that Jan 6 is coming up very soon and the President needs cooperation from at least the Senate to get his second term in office. (The House is a lost cause.)

So does what the president did by invoking the Impoundment Control Act. Plus, there’s the added benefit of mandatorily extending to 45 days the time Congress must wait until can vote to override Trump’s veto. The NEW Congress will be seated on Jan. 3, 2021, well within that 45 day period; and, will have more Republican members than does the current Congress; thereby, making an override vote less likely.
ALSO, under the ICA, when Congress DOES vote to override, it must vote separately on each item Trump redlined. That will make members of Congress more subject to disapproval by their constituents if they show agreement for many unpopular portions of the COVID-19 Relief and Omnibus Spending Bill by voting to override Trump’s veto of them.

He caved. Better that he not bluster and say he would veto and then change his mind. If he would have vetoed he would have made 30 or 40 some odd GOP senators to put their name on an override of a president of their party. I called all of my reps last week and they were sketchy in their responses and they were shocked on the pushback they had received.
He would not have made them do it…they would have made themselves do it by choosing to defy their own President. All they need do is support their own President and they would not be causing problems for themselves.

This is why this is such a supportive learning community. From other comments that led me to other info, it seems that an Omnibus spending bill isn’t like a standard Budget bill.
So, if there’s a Democrat president, he’ll be so happy that Congress gave him so much money to spend; however, since it’s PDJT, he can just decline to spend money on stuff he doesn’t like; after all, it hasn’t been budgeted, it’s just a bunch of dough handed to the President to spend (or, in Trump’s case, not spend, as seen fit).
Now, to get to the matter of that election fraud …

He would sign bills he didn’t particularly like yet it gave him what he wanted and then impound the funds for the pork, not release the funds…..yes, This was a huge issue in the 70s. Seems like President Trump has a distinct knack for making lemonade from all the lemons he has been given.

He made the best possible choice of a bad situation. The bill was veto proof. If he did not sign it would become law anyway – I’m sure the Dems and the Rhinos informed him they had the votes to override any veto.

I’ve seen this movie before. How many times over the past several years have we seen something that looks bad turn into something that looks good. Our President has been pulling one impossible victory after another from the jaws of certain defeat for years now. Wait 24 hours and see if things look a little clearer.

You have to be kidding. Congress will do nothing. The bill is signed and done. The time to throw a fit and twist arms was BEFORE Congress voted on it, not after. Trump also seems to not be aware his Treasury Sec. negotiating for him wanted no direct payment at all. It’s been a continuing problem in every bill passed by Congress that his reps and advisors seemed to be undermining and working against what he wanted.
Congress has to vote on each and every recission. Each recission contains an explanation of why. I cant wait to read those, they should be vicious

Was listening to some pundit today, they were opining that with so many Democrat politicians fearful of getting covid that they may not all attend the opening activities of the new Congress, and if, by chance, a majority of those attending those activities were of the Republican party, there was a chance, slim one for sure, but a chance that the majority of members in attendance could elect a Republican to become the next Speaker of the House.
That would be fun to see happen.

Yes; according to the quick scan of the 1974 Act the President’s comments reference, both houses of Congress must form a joint committee to review each redlined item. Have to go do a slow-reading to be sure, but that was my quick take on it.

If these two bills the President signed are omnibus spending bills and not actual budget bills, perhaps the same discretion of actually spending the monies congress has ‘appropriated’ doesn’t actually have to be spent by the President? Not diverted to other things, but perhaps simply not spent at all?
Is that a possibility here, given that the previous President, according to this article, simply did what he wanted because what Congress passed wasn’t an actual, legally binding, budget?

I like the thinking on this in the long-term. However, is it a true statement to make that this will only “work” if there is a second term?
Don’t know about that; but my understanding is that all bills not passed by the end of a session become null and void and must be started back up from scratch in a new session. How that works with an omnibus bill during a rescission review begun during one session but not yet completed so waiting the sitting of a new session, who knows? Maybe a congressman can ask the Supreme Court to weigh in? They don’t seem to be too busy these days.
So, what happens if PDJT remains as President, and simply refused to spend the money for ‘gender’ contracts in pakistan, or ‘foundation’ pork?

Ask yourself this, who in their right mind would loan the Federal Government another $900B at next to 0% ROI with States and Countries shutting down economies at will? You know, economies that are necessary to create the money to fund the interest payments on the existing debt? Follow the money. The risk of default is off the charts. Nobody would voluntarily cough up $900B knowing that default is imminent. Debt is dead. Equity is king.
Trump asked for 3 main things, besides cutting waste..
It means Trump got 3 promises.
1) $2000 per adult – $600 per child.
2) Section 230 taken out, or drastically changed.

Only a Budget Act determines where the money gets spent.
