U.S. Trade Representative Jamieson Greer appears on CNBC to discuss the trade aspect of the U.S-China negotiations against the backdrop of the official state visit by Chinese Chairman Xi Jinping.
USTR Greer notes the tariffs against China remain in place and extended for several months as the U.S. reviews Beijing compliance with pre-existing agreements. This builds on what Greer previously said about ultimately the U.S. and China are in a managed situation, where the U.S. doesn’t put any focus on what China says, we are looking at what China does.
Stunningly, at 4:25 of the video CNBC pundit Kelly Evans chimes in with a weird talking point about the U.S-China trade deficit not changing. Ambassador Greer quickly corrects Ms Evans, noting her baseline is entirely false. The trade disparity between the U.S and China has reduced by 40% over the past year, in part because the U.S. is leveraging tariffs as enforcement mechanisms to previous purchase agreements. WATCH:

It does take considderable time and investment to begin to mine and process “critical minerals.” There is a rare earth mining site in Nebraska that was begun and paused over a decade ago, as I recall. Development has restarted, but it will take more years to get extraction going, as I recall. Then there’s processing… It has to be done, but it isn’t a quick fix.

Has the U.S-China trade deficit been reduced over the past year?
Yes. The U.S. goods trade deficit with China has fallen sharply over the past year and in 2025 versus 2024.
On a Census Bureau goods basis (the most commonly cited bilateral figure):
Full-year 2025 deficit: about $203 billion, down roughly 32% (or ~$94 billion) from ~$297 billion in 2024. This was the lowest annual goods deficit with China since 2005.
Year-to-date through July 2026: about $91 billion, versus ~$129 billion in the same period of 2025.
12 months ending July 2026: about $165 billion.
U.S. goods imports from China dropped substantially (around 23–30% year-over-year in recent periods), while exports also declined but from a much smaller base. China’s share of U.S. goods imports fell to under 8% in the 12 months to July 2026, from over 21% in 2018.
The reduction is concentrated in goods. The U.S. typically runs a services surplus with China (travel, IP licensing, etc.), which narrows the overall goods-and-services gap but does not change the headline goods story. Trade has shifted toward Vietnam, Mexico, Taiwan, and others, so the overall U.S. goods deficit remains large even as the China-specific gap has narrowed. Data come from the U.S. Census Bureau, BEA, and USTR summaries; August 2026 figures were not yet fully reflected in the latest official monthly tables at the time of reporting.

How does the U.S. leveraging tariffs as enforcement mechanisms to previous purchase agreements affect the trade disparity?
The United States is using existing and threatened tariffs as a standing enforcement tool against China’s shortfalls under the 2020 Phase One deal and newer purchase pledges. That combination has narrowed the bilateral goods deficit mainly by cutting U.S. imports from China, not by raising U.S. exports.
What Phase One required and what happened
The January 2020 agreement required China to buy an additional ~$200 billion of U.S. goods and services in 2020–2021 above a 2017 baseline (agriculture +$32B, energy +$52B, manufactures +$78B, services +$38B). China met only about 57–60% of the goods targets; the shortfall exceeded $200 billion. Structural commitments on IP, forced technology transfer, agriculture market access, and financial services were also judged incomplete.
How tariffs are now used as the enforcement lever
In October 2025 USTR opened a formal Section 301 investigation into China’s Phase One implementation. That proceeding can authorize additional tariffs or other restrictions if the U.S. determines China is denying U.S. rights under the agreement. The 18-month statutory clock runs into 2027. Meanwhile the original 2018–2019 Section 301 tariffs (plus later increases) remain in force; average U.S. duties on Chinese goods were roughly 36.5% as of mid-2026.
Truces (Busan October 2025, reaffirmed in Beijing May 2026, extended two months to January 10, 2027) pause some of the newest escalations in exchange for fresh, narrower purchase promises—25 million metric tons of soybeans per year through 2028 plus an extra ~$17 billion of other farm products annually, plus Boeing aircraft. Treasury officials have publicly noted China is “behind schedule” on some of those agricultural volumes. The threat of letting the truce expire and of a negative 301 finding keeps the pressure on.
Effect on the trade disparity
The goods deficit with China fell from $297 billion in 2024 to $203 billion in 2025 (lowest since 2005) and to about $165 billion on a 12-month basis through July 2026. The drop is almost entirely from lower U.S. imports; U.S. exports to China also declined as China retaliated and shifted soybean and energy purchases to Brazil and others. China’s share of U.S. goods imports fell below 8%. Trade was diverted to Vietnam, Mexico, and Taiwan rather than eliminated.
Purchase commitments have historically been hard to enforce at the scale originally promised, and the newer targets are smaller and more concentrated in agriculture. Tariffs therefore function more as an import-suppression and bargaining chip than as a reliable way to force large, sustained increases in U.S. sales to China. The bilateral goods gap has narrowed, but the overall U.S. goods deficit has not, because sourcing simply moved.
