The timing of this; the type of problem, together with the location (40 miles southwest of Chicago, Ill, near the intersection of Interstate 55 and the DesPlaines River) are aligned datapoints in a review of the consequence. Given the nature of geopolitics right now and the intention to politically weaponize the price of gasoline and diesel, everything just looks too coincidental.
NEW YORK, Sept 17 (Reuters) – Exxon Mobil said floodwater overwhelmed a pump at its 275,000-barrel-per-day refinery in Joliet, Illinois, according to a filing on Thursday. A containment boom had been deployed as part of the cleanup effort, the filing shows.
Exxon took the Joliet refinery offline on Sunday after a power outage triggered the facility’s safety flare.
The source of the outage was found on ComEd’s primary and secondary power lines feeding into the Joliet refinery, the company said in a statement on Thursday, adding that power to the refinery was fully restored.
The company declined to say whether the pump issue was linked to the power outage.
Industry monitor IIR Energy had expected return to normal service by the end of this week.
The refinery remains offline as of Thursday, according to Wood Mackenzie.
The refinery flared again on Wednesday, according to Patrick De Haan, head of petroleum analysis at GasBuddy, who posted about the incident on X.
The Joliet refinery is a key fuel supplier to the U.S. Midwest. According to the company’s website, it can produce about 11 million gallons per day of gasoline and diesel fuel.
The disruption comes amid a tight global fuel market, with the conflict in the Middle East and Ukrainian attacks on Russian refineries putting pressure on fuel supplies.
The U.S. national average price of diesel surpassed $6 a gallon last week and continued to rise this week. (source)

A flood pump could be overwhelmed by burning gasoline, or a lot of other things not related to water. And the statement would still be factually correct.

It goes beyond single issue of fuel costs at the pump. The prices are visible at the pump and hit again at the check-out counter.
Diesel costs hit every single point in the supply chain for good before they reach the point of sale.
Gasoline is both a visible trigger point to have people look at costs of things at the point of purchase as well as costs that hot folks who drive to work as well as to get the kids to activities.

Why would any refinery owner have spent loads of money on maintenance and upgrades in the early 2010’s and in the early 2020’s when Barack Obama and later Joe Biden made it federal policy that their refineries would eventually be shut down?

A local refinery to me, Conoco Phillips, are building their own power station. I don’t know if it is intended to be a primary source or a back up system. Kind of like a whole house generator that kicks on if/when the power goes out. Maybe use some of what they burn off as fuel to operate it?

Conoco Phillips does not own or operate any refineries. Their downstream businesses were spun off in 2012 and became Phillips 66.
Are you referring to a LNG liquefaction project and or a jointly operated LNG terminal in the lower 48. Those projects are involved in exporting LNG which does not directly impact gasoline or diesel in the USA.

If this is not the normal excuse to shut down the refinery due to maintenance reasons and changing over to the non formulated fuel guidelines based on cooling or heating guidelines as set forth by the EPA. Commonwealth Edison in Illinois is the major supplier of energy in north east Illinois encompassing the Chicago area. They are in bed with the Illinois government and city of Chicago. Beyond that I know nothing. I left there 25 years ago for greener pastures lower taxes and warmer weather. If you live in that State and you are able leave.

In 2024 they shutdown for 3 weeks or so… and fuel waivers had to be issued for IL, IN, MI, WI; as Midwest gasoline inventories dropped below 5-year low. I happened upon a Sam’s club with gas & paid $4.19 today. A minimum of .30/gal I got to keep.
I figured out our gasoline price here to be $5.36 a gallon.
I am across the Pacific. Prices are climbing daily and that was yesterday’s price.
That’ll cure/curb the urge to travel… bummer.
Last week I paid $3.54 so it’s climbing here too but at least I know why now.

Enough fuel for domestic use.
Enough fuel to export … over and above what President Trump releases from national reserves.
Enough fuel to slow the reductions in the RESERVES from commercial stocks.
Shortages in the US being cited by the media are in RESERVES and not primary supplies to US consumers.

We do not have free markets, the pricing of pretty much everything is manipulated such that normal supply and demand mechanisms do not apply.
Just a minor point … it is not the front line (point of purchase) stores causing and sustaining the price hikes. They work on very low margins and high volume.
Even the front line stores are subject to the same costs as consumers .. in a word they are also victims of the upward market prices being exerted by the Speculators buying up the raw materials that compose their products.
The focusing of DoJ, SEC and others on the front line stores is a wasted effort .. looks good in the headlines but they are aimed at the wrong targets.
With both primary and secondary lines being compromised, I feel pretty certain this was intentional. Given it’s location and diesel being a primary sore point for farmers, what better time to down a refinery than right before mid-terms?

Trump should order a federal investigation into the outage and the pump situation which should have had back up power for it. Use the guise of national security for a critical refinery at a critical point in time.

I am reminded of the fires in various food processing facilities, etc. during the heyday of the Wuhan virus plandemic a few short years ago.
I’d bet $500 that we are going to start seeing more refineries shut down soon, but not for nefarious reasons that some are suggesting.
Regular maintenance is being pushed further and further back to try and keep up with demand. Typically, refineries do a turnaround this time of year when there is a lot of diesel stored up, but now regular maintenance is being delayed by up to a year.

Why didn’t this critical pumping station have it’s own dedicated emergency generator?
There is a cell tower across a creek (in a floodplain) from me that has one with it’s own propane tank. The tower electronics are on a platform about 4-5 ft off the ground. The backup generator is at ground level.
I guess some engineers are lacking common sense. I do not wish to label them as stupid; however, I question their wisdom of designing large key bridges, etc. to only have a planned lifespan of about 75 years. Like 75 years from now your not going to need a bridge there?
