The timing of this; the type of problem, together with the location (40 miles southwest of Chicago, Ill, near the intersection of Interstate 55 and the DesPlaines River) are aligned datapoints in a review of the consequence. Given the nature of geopolitics right now and the intention to politically weaponize the price of gasoline and diesel, everything just looks too coincidental.
NEW YORK, Sept 17 (Reuters) – Exxon Mobil said floodwater overwhelmed a pump at its 275,000-barrel-per-day refinery in Joliet, Illinois, according to a filing on Thursday. A containment boom had been deployed as part of the cleanup effort, the filing shows.
Exxon took the Joliet refinery offline on Sunday after a power outage triggered the facility’s safety flare.
The source of the outage was found on ComEd’s primary and secondary power lines feeding into the Joliet refinery, the company said in a statement on Thursday, adding that power to the refinery was fully restored.
The company declined to say whether the pump issue was linked to the power outage.
Industry monitor IIR Energy had expected return to normal service by the end of this week.
The refinery remains offline as of Thursday, according to Wood Mackenzie.
The refinery flared again on Wednesday, according to Patrick De Haan, head of petroleum analysis at GasBuddy, who posted about the incident on X.
The Joliet refinery is a key fuel supplier to the U.S. Midwest. According to the company’s website, it can produce about 11 million gallons per day of gasoline and diesel fuel.
The disruption comes amid a tight global fuel market, with the conflict in the Middle East and Ukrainian attacks on Russian refineries putting pressure on fuel supplies.

We’ve had a lot if rain lately and power outages in the area. My friend in Valparaiso was out for 3 days two weeks ago, others much longer. My power was out in suburban Chicago for about 10 hours during the same time. I felt lucky. It can go out in the summer for 2 + days. Many of my neighbors have generators.

A local refinery to me, Conoco Phillips, are building their own power station. I don’t know if it is intended to be a primary source or a back up system. Kind of like a whole house generator that kicks on if/when the power goes out. Maybe use some of what they burn off as fuel to operate it?

Are you referring to a LNG liquefaction project and or a jointly operated LNG terminal in the lower 48. Those projects are involved in exporting LNG which does not directly impact gasoline or diesel in the USA.

If this is not the normal excuse to shut down the refinery due to maintenance reasons and changing over to the non formulated fuel guidelines based on cooling or heating guidelines as set forth by the EPA. Commonwealth Edison in Illinois is the major supplier of energy in north east Illinois encompassing the Chicago area. They are in bed with the Illinois government and city of Chicago. Beyond that I know nothing. I left there 25 years ago for greener pastures lower taxes and warmer weather. If you live in that State and you are able leave.
Note Biden’s friends who were pushing the Green nonsense onto us…. were all long oil during his term. In 2024 they shutdown for 3 weeks or so… and fuel waivers had to be issued for IL, IN, MI, WI; as Midwest gasoline inventories dropped below 5-year low. They are generally a pipeline supplier into Illinois, Indiana, Iowa, Michigan, Ohio, Pennsylvania, and Wisconsin. All the states that are typically battleground states.

I happened upon a Sam’s club with gas & paid $4.19 today. A minimum of .30/gal I got to keep.
I figured out our gasoline price here to be $5.36 a gallon.
I am across the Pacific. Prices are climbing daily and that was yesterday’s price.

Just a minor point … it is not the front line (point of purchase) stores causing and sustaining the price hikes. They work on very low margins and high volume.
Even the front line stores are subject to the same costs as consumers .. in a word they are also victims of the upward market prices being exerted by the Speculators buying up the raw materials that compose their products.
The focusing of DoJ, SEC and others on the front line stores is a wasted effort .. looks good in the headlines but they are aimed at the wrong targets.
With both primary and secondary lines being compromised, I feel pretty certain this was intentional. Given it’s location and diesel being a primary sore point for farmers, what better time to down a refinery than right before mid-terms?

My husband and I have each other and survived a two year lawsuit where a predatory neighbor tried to take our house. We successfully defended, and yes we hired the best real estate litigators because I have been retired to long to take it on myself but I did act as somewhat of a co counsel giving our attorneys my perspective as a former Magistrate. We are now focusing on our health which took a beating and I am trying to get my eye calmed down from shingles so I can have skin cancer surgery near that same eye.
So we enjoy the day that we have, our home, the view of the river, the upcoming Fall colors and feel truly blessed.
I thought I had it rough with my severe outbreak of shingles two years ago that went through one of my armpits. Having the outbreak on the face is much worse. I have heard of individuals having a shingles outbreak that did not present externally and stayed inside their bodies, that had to be excrutiating.
Trump should order a federal investigation into the outage and the pump situation which should have had back up power for it. Use the guise of national security for a critical refinery at a critical point in time.
Beyond the obvious, getting the feds involved will sure discourage other “organizations” from contemplating similar occurrences.

I am reminded of the fires in various food processing facilities, etc. during the heyday of the Wuhan virus plandemic a few short years ago.
I’d bet $500 that we are going to start seeing more refineries shut down soon, but not for nefarious reasons that some are suggesting.
Regular maintenance is being pushed further and further back to try and keep up with demand. Typically, refineries do a turnaround this time of year when there is a lot of diesel stored up, but now regular maintenance is being delayed by up to a year.
Remember during the gulf war, the refineries were asked to defer maintenance, remain open and they told daddy bush that it ain’t happening.
April and September are the usual months in which maintenance is performed in the refineries.

Why didn’t this critical pumping station have it’s own dedicated emergency generator?
There is a cell tower across a creek (in a floodplain) from me that has one with it’s own propane tank. The tower electronics are on a platform about 4-5 ft off the ground. The backup generator is at ground level.
I guess some engineers are lacking common sense. I do not wish to label them as stupid; however, I question their wisdom of designing large key bridges, etc. to only have a planned lifespan of about 75 years. Like 75 years from now your not going to need a bridge there?

It’s not easy restarting a plant. Loosing cooling is critical. Everything goes to flare when a plant goes down. A backup electrical source should be compulsory. Generate your own electricity and whalla! These type incidents don’t happen.

However, once the safety flares trip, the refinery shuts down. These flares are the last line of defense in the safe emergency release system in a refinery. The ExxonMobil Oil Joliet Refinery has its own Cogen plant to supply a portion of its power needs. Based upon the latest update, it generated 48.7 GWh during the 3-month period between March 2026 to June 2026. However, due to Illinois state “Net Zero” laws that have a target date of 2050, the state’s industries are being hamstrung by a mandated reliance on unreliable renewable power.
Reminds me of how the green mandates contributed to the fallout when Texas had that freezing weather event.
Wind/solar had negligible output, gas pipelines froze up and gas turbines for the grid were starved for fuel between the reduced pipeline flow and higher residential heating demand.
Running electric pumps on the pipelines instead of ones powered by the pipeline gas? Brilliant idea for reliability when the valves froze up from the trace water vapor in the gas when the electric power was interrupted to the pumps.

The statement “The source of the outage was found on ComEd’s primary and secondary power lines feeding into the Joliet refinery,” is a bit puzzling, because, IMESHO, experienced utilities are usually able to isolate primary and secondary feeds and make them fully redundant.
BTW, shouldn’t the title read ComEd, not ConEd?

I posted on this a few days ago, its 10 miles down the road from me and was sort of phoo phoo’d…as I hinted at a ‘suspicious kitty’ scenario… but hey what do I know, cranky ol’ lady and all that…We had a day, I forget which, where it poured nonstop for two hours…so its possibly flood related. Am much closer to Joliet than Kankakee BTW,…union work hours are different than non union work hours. Union work hours are much shorter…much, much much shorter…
They now process 275k barrels of crude, daily. Daily outputs are about the equivalent of 11 million gallons a day.
Whiting BP over in Whiting, Indiana, close to the IL/IN border was also meeting again in contract talks, I think on the same day. There were something like either 900 or 1100 employees ‘locked out’ as negotiations stalled a few months ago…

If I had to guess, ExxonMobil and ComEd — this is a Union payback job – for putting their guy (Madigan) in prison. The Unions are somehow connected in this. Midterms to F-Trump with diesel prices, and there is a Chicago mayoral election in February. They want their guy in there. Corrupt Unions run Chicagoland and they think, the rest of the country.

Electricity supplier for IL…and the massive push for EV’s and charging stations…I think Madigan knew about all that when his drama deals with Com Ed, was implemented…(remember the Rivian fire? 2145, August 24, 2024, 50-60 SUV’s and pickups, destroyed/damaged, a lot of quesitons not answered).

BP locked out 900-1100 union employees, several months ago, January I think.
