The “Secret Research Project” – Why Did The IRS Give The DOJ Twenty-One CD ROM’s?…

In October 2015 the DOJ announced it was dropping the investigation into the IRS, Lois Lerner, and the unlawful sharing of taxpayer data in the IRS targeting investigation surrounding True The Vote et al.

As a direct consequence of the DOJ decision, congressional inquiry into the IRS targeting matter seemingly dropped from the radar.

However, if you draw a line from the original intent of the entire enterprise, the post-2010 mid-term “shellacking”/”secret research project“, forward to the 2016 election cycle an interested observer might still be left asking:

“why did the IRS, through Lois Lerner, deliver the 1+ million pages of tax filings, to include the entire donor list of Tea Party and patriot groups, through 21 CD-ROMs and not by electronic data transfer. Information that was specifically sent to Eric Holder and the U.S. Department of Justice”?

This is an obvious question which, despite the numerous congressional hearings on the matter, was never asked – nor answered.

The entire scheme is riddled with complexity; almost too complex for the average person to understand, and seriously difficult to summarize. However, when you boil it down here’s the essential components that are no longer suspicion or supposition, but factually provable:

As a result of a trillion dollar stimulus filled with scheme and graft; and as a result of Obamacare being similarly schemed in backroom deals and late night votes; President Obama was “shellacked” in the November 2010 election.

The White House didn’t see the defeat a flawed policy issue; rather as the entrenched ideologues they are, they saw the SCOTUS case “citizens united” as the principle tool used by the White House opponents to organize and fund political movements, ie. the tea party.

The Obama Team response to the 2010 Shellacking was to use the Dept. of Justice (AG Eric Holder) to weaponize the IRS and go after groups -like Tea Party Groups- organized under the financial umbrella of 501(c)(4) donation structuring.

Years later, when the scheme was discovered – the White House denied knowledge (“not even a smidgen of corruption”), the DOJ feigned ignorance, and the IRS began working overtime trying to hide the construct of the prior communication, planning and strategy.

  • The head of IRS tax exempt division, Louis Lerner, pled the Fifth.
  • Obama’s Chief of Staff Jack Lew was made Treasury Secretary (IRS is sub division of Treasury Dept.) where he was/is able to continue hiding information.
  • And Eric Holder constructed a team of DOJ lawyers to isolate, hide and manipulate the trail of evidence within the DOJ.

Just before the IRS targeting scheme was fully discovered/comprehended, and seemingly overlooked by any curious media enterprise, in February 2013 representative Maxine Waters said:

“The President has put in place an organization with the kind of database that no one has ever seen before in life. That’s going to be very, very powerful. That database will have information about everything on every individual on ways that it’s never been done before and whoever runs for President on the Democratic ticket has to deal with that. They’re going to go down with that database and the concerns of those people because they can’t get around it. And he’s [President Obama] been very smart. It’s very powerful what he’s leaving in place.” (link)

Loose Lips Sink UniParty Scheme Ships

Against, the backdrop of new information which proves the UniParty, both dems and republicans, benefitted from the targeting of the Tea Party and oppositional forces; and with the full comprehension that Mitch McConnell and the republican leadership organized a post Citizens United strategy to work around their financial dependency on the electorate via Super-PACs; aren’t you just a little bit curious what the purpose was to assemble a data-base or “Secret Research Project“?

Lois Lerner’s and other IRS officials’ concerns about how to handle these donor lists came on the heels of an advisory from the Treasury Inspector General for Tax Administration (TIGTA) to her and other IRS officials in late March 2012 of “an audit we plan to conduct of the IRS’s process for reviewing applications for tax exemption by potential section 501(c)(4), 501(c)(5), and 501(c)(6) organizations.”

March 2012 “audit we plan to conduct” was the IG notification for a pending investigation of IRS. Specifically of their handling of Conservative Groups filing applications and status.

We all know the result of that investigation was a finding the IRS was indeed targeting conservative groups – hence the IRS scandal erupted in the headlines.

However, far more troubling were later discoveries into the internal communications which suggested much more nefarious activity regarding the assembly of secret lists, the “Secret Research Project”.

An undertaking by both the Obama Administration and the DOJ together with the IRS began to surface.

The American Center for Law and Justice put it thusly: We know the IRS unconstitutionally targeted conservative groups. We know they illegally demanded, obtained, and held the donor lists of these conservative organizations. Now we learn that in 2012, the height of the targeting, the IRS was involved in a “secret research project” with this confidential, illegally obtained donor information.

That’s more than a big deal. It’s potentially criminal.

The very fact that the IRS was using the phrase “secret research project” should give every American pause. But the fact that this project was conducted as part of a well-orchestrated effort to target and silence conservative Americans is utterly disturbing.

Now, again, ask yourself: Why would Lois Lerner be delivering 21 CD-ROMs of data, lists of every American who joined arms with the Tea Party, to Eric Holder in the DOJ instead of just transferring that data over their internal computer systems?

WASHINGTON […] “After the Justice Department turned over the database to the Oversight Committee this month in response to a subpoena, the Justice Department says it was informed by IRS officials that it contains legally protected taxpayer information that should not have ever been sent to the FBI and it now plans to return the full database to the IRS,” a statement from the oversight committee said.

According to material obtained by the committee, the IRS sent the FBI “21 disks constituting a 1.1 million page database of information from 501(c)(4) tax exempt organizations, to the Federal Bureau of Investigation.”

            Dual layer discs are 8.55 gb in capacity, and with compression of the data prior to writing to disc, that could be a tremendous amount of data. Text data compresses very well in a .rar or similar format, before being spanned across multiple discs.

        I am starting to think McConnell won’t run. But you can bet he will choose his successor for the ticket. Bevin is facing a hard campaign. The entire state apparatus (soviet term for bureaucrats) is going full guns on him. The Ky AG (daddy was last Gov) sues him every week in an attempt to legislate from the court. He will be challenging Bevin. The bureaucrats do not want our failing pension system to be saved. The Democrats who ran the state for 60 years had a big fat party on the money but Bevin is bad for expecting bureaucrats to be adults. The fact that non-government working citizens should be expected to guarantee state or federal pensions for bureaucrats is absolutely ridiculous. They can depend on Social Security and I 401(k) just like the rest of us peasants. Call them out for not being adults. Gets them every time!

The FBI, the CIA, the DOJ…are just worthless agencies, severing no purpose except to politically enrich the political class. This will only be solved by an Act of GOD.     Obama used the IRS database to build a database for use by the Demosocialists. This is the database that MadMax is talking about. CD’s don’t constitute a database but store a copy of the database. The database can be transferred for exclusive use by Obama and the Demosocialists to their own servers and they can erase the original that was built from government records and stored on government servers.

      Well, now, think about this. How long does a database last? Our County Republican committee used to have a huge database of local Republicans. Then we discovered, 5 or more years later, that it was all completely obsolete. People had moved — something Americans do about every 5 years or so. People had died. They had married, divorced, changed names, and so on. No database lasts forever. It sounds a lot like the stupid Dems, to think that a database is permanent. It’s NOT. When they start to round up the freedom lovers six years from now, it will be a lost cause. They will be fumbling around, stupidly, wondering what happened to their names and addresses. What they are doing is pure evil, but it is also quite stupid, even funny, in a way.

    I have always felt that we were targeted by the IRS in 2012.
    October 2012 my husband got a phone call from the IRS stating we owed 23,000 in back taxes on an employee for a business we had sold 10 years prior.
    There was an incident where there was an overpayment on unemployment and an underpayment on withholding. The mistake was caught in the next quarter and corrected. We had documentation.

    It didn’t matter…They filed a federal tax lien in district court before they ever picked up the phone spoke with us and they wouldn’t accept our 10 year old letters from them showing the corrections.
    It wasn’t worth a 20,000 retainer to fight them so we settled and paid them.
    I have always believed that it was because of a 300 dollar donation.
    I want to know if my name was on a donor list.
    I want to know if I was on a CD Rom handed over to the FBI.
    I want justice.

          There was a letter and a phone call. The call was before the letter and the tax lien was filed two days before any contact. The whole thing was screwy and scary.
          The agent was a real witch and we did hire a former agent to help negotiate a settlement.
          They had to hurry up and file the lien because the statute of limitations was running out. They were less than a month from being able to do anything on this.
          Although we could produce a letter signed and dated from their agency stating that the funds had been properly applied, it didn’t matter.
          I have no doubt that Americans were targeted for audits, harassment, and other actions based upon “donor list”…no doubt.
          Just as companies were targeted by the DOJ for shakedowns, ranchers were targeted, the Little Sisters of the Poor were targeted, we were all targeted whether you personally experienced it or not.

            Your suspicions are correct. I was(am) a small fry, but became a founding 1st Brigade funder of Tea Party Patriots. Shortly thereafter received several letters from IRS proving they had done a mult-year audit of my returns. One claimed a $500 or so deduction was now, with penalties and interest, a multi-thousand debt due immediately.

            The unspoken tyranny/illegality is that IRS/DOJ did not just target group 501 applications, but individual donors also.

    This shows at least two things:

    1/ We need a constitutional amendment to protect privacy. The 4th amendment has obviously been eroded to the point it is now useless in protecting Americans. The FISA database should be eliminated and IRS personnel should be subject to SEVERE criminal sanctions for releasing personal information except in carefully prescribed circumstances. In the grand scheme, privacy is FAR more critical to maintaining freedom from oppression than the second amendment. Real Republicans actually cared about this issue at one time.

    2/ Trey Gowdy betrayed everyone in his IRS investigation. Doesn’t leave us with much hope that he, as the SOLE investigator with access to ALL the spygate classified information, didn’t screw us similarly in that case. I’m glad he’s gone and I wish many of his friends would join him. We need people of solid integrity in Congress, not people who are bought off, compromised, crooked, or just plain slimy. The law was obviously broken here and a Republican Congress accepted it. Guarantee that, had tables been turned, Democrat Congress would never have accepted Republicans doing likewise. Just another of many examples.

    For me, President Trump’s promise to drain the swamp will NOT be achieved simply by driving crooks out of their jobs. Full exposure of all information and crimes, along with prosecutions and sentences, are MANDATORY. I like President Trump, but he is a FAILURE if this does not happen.

      Trump’s agenda is to resurrect, and bolster the middle classes. Obama’s goal was to destroy the middle class. The Left knows that they will succeed in a takeover if there are only two classes, the very rich elite, and “masses” — kind of like Russia in 1917. The prime targets of the Soviets were countries where there was a huge disparity in wealth. They had something to work with, because the “masses” were always ready to accept totalitarianism, and the elites were ready to rule them. It is the middle classes that stand between the elites and the “masses.” Obama was perfectly happy with high unemployment. Trump wants people working; he figures things will flow from there. He has to delegate this problem, and hopefully the new AG will help him.

    Remember the massive data base that whistleblower Montgomery (with the help of Judicial Watch) turned over to the FBI (Comey)? Millions of pages (on 40 discs) exposing the Clapper – Brennen “Operation Hammer” which spied on all of us. Obama and his group really do have all this info.

    While Comey et al have apparently buried the evidence, it is still on the cloud somewhere. Just so frustrating that none of the good guys with authority are doing anything about it. Even Nunes, whom I greatly admire and who has done more than anyone else to expose the corruption, wouldn’t give Montgomery the time of day when he tried to inform him of the data.

    IRS/FBI did violate the law If the IRS offered the FBI individual or business tax information & said essentially “have at it” or
    if the FBI did not have an officially open investigation on each individual or company nor a court order.
    The law requires a that law enforcement may only obtain tax info with a court order. The documents must immediately be returned to the IRS once the law enforcement agency has closed their investigation. Also, no copies of the info can be made.
    Shoot- even IRS Special Agents may not browse tax returns. They must have an open case on an individual or company & request the returns.

      The agencies may be corporate persons in the law, but it’s the human persons in the employ of the corporate person that does the wrongdoing. The human persons are the problem.

Thankfully, we’ve elected the right person as president, but his time is short and we’re nearing the tipping point. I think Isaiah provides the relevant prognosis:

        I know a lot of people who thought it was the Christian thing to vote for Obama, Hillary, a radical Muslim and a credibly accused woman abuser (Minnesota).

        I know many conservatives who rail against the deviancy coming out of our government schools, but continue to hand their children over to them daily, apparently hoping for a different outcome.

        I see a lot conservatives bemoan the tyranny and political and religious censorship of Facebook, Google, and Twitter, but they continue to support them financially, because they like Google Maps more than they hate tyranny.

        Bottom line, they aren’t the problem, we are.

    Coalitions that pick and choose the winners and losers of who gets grants and free advertising, the job. Taking over councils, boards…which brings me to my point…boards.

    During the Obama administration, non-profits were forced to register in States where they fund raise. For the good of the children, of course. And, given that most use the internet, or receive large grants and donations from wherever they cant, it meant that basically any 501chad to stop what they were doing (helping people) and figure out how to do the endless paperwork for all 50 states. Now most nonprofits are not the Red Cross or the Sierra Club, they are little things, cash strapped and understaffed but driven by a few dumb smucks stupid enough to step up and help

    So a cottage industry quickly arose to fill out these forms for the non-profits, because 50 states/50 different forms, 50 fees. So one year you ticking along just fine and the next you had to come up with about $10,000 …a killer sum, with the only benefit to you being that the government got a hold of the names of your major donors.

    They got the names of those supporting causes they don’t like. And more importantly to the likes of the people in power at that time, they got the names of those little non-profits all across America that had pots of money that they might want to take over the board members…just like they did with the Ford Foundation, etc, etc.

    So what does this have to do with the IRS and secret files and projects. I suspect it is just one piece of their plan. Because Obama community organized his way into power and having access to all of the information from the IRS and the names of the major donors would make it very easy to infiltrate and gain control of large pots of money and influence all across America.

What level of computer competence would it take to undertake this process? Referencing lemmus1 above, is there any electronic audible trail involved in accessing the original data?

    Some human being is in the link between the electronic files and the CD’s. How probable is it that a “hacker” could have pulled this off? Could a person sitting in Okoboji, Iowa have pulled it off?

    This will not/can not be fixed until a leader (Trump?) takes charge, makes the proclamation that the war has begun, and leads an army of patriots on a hard purge of the corruption that totally permeates government. Sadly, it will be ugly and many will pay the full price of their involvement in corruption.     Great piece SD! Regarding comments I’m reading about voter fraud (I think it’s Yuge), I’ve a suggestion. Find out if your local/county election board has a member who is planning to retire and find out what it takes to become a member. Then jump in and start asking questions. Current members could be ‘asleep’ or ‘looking the other way’. I don’t post much, lurk all the time because y’all know so much more than me. However, I am somewhat knowledgeable about election board ‘stuff’.
