Hopefully by now you’ve been able to digest the revelations within “Operation Zero Footprint“.  If not, you might want to read this first before continuing.
The substantive issues with Khattala surround known associations in the lead up to September 11th 2012, and the almost simultaneous issues in Egypt around President Morsi and the Muslim Brotherhood.
The explosive events in Egypt and Libya, leading up to the night of the Benghazi attack, cannot be detached from each other because the Islamist participants in the events are inherently linked.
Where the real story forks is how the Libyan crisis evolves immediately after the Benghazi attack on 9/11/12.  That’s where the arms shipment(s) to Syria via Turkey become the primary problem for the administration.
While Ahmed Abu Khattala carried out his role in the operation in Libya, he is of Egyptian origin and speaks with an Egyptian dialect.  His ideology and associations spring from the Muslim Brotherhood.

I’m working on tying it all together so people can have a greater understanding of what role Khattala played not only in the Benghazi attacks, and why he was such a central figure to the Benghazi State Dept./CIA operatives, but how he was such a central figure in the years previous to carrying out the Ansar Al Sharia operation.
Abu Khattala was the commander of an Islamist militia group called the Abu Obaida bin Jarrah Brigade.   Khattala was based out of Benghazi; Bin Qumu, another leader in the Islamist Fighting Group, was based out of Darna. 
Khattala’s associations trace back to Egyptian origin, and it would be reasonable to assume he fully coordinated the Benghazi attack with his Egyptian counterparts.
Abu Khattala was/is also closely associated with an Egyptian radical named Tarek Taha Abu Al-Azm. 
Azm is a terrorist operative in the Jamal network; generally ignored by Western Media yet within Egypt widely believed responsible for the logistical direction of the Benghazi attack.
Khattala was imprisoned in Libya, Azm was formerly imprisoned in Egypt, and released by the Morsi government as soon the Muslim Brotherhood rose to power in the early spring (Feb/March) of 2011 – *Note* Simultaneous to President Obama giving the CIA approval to carry out “Operation Zero Footprint”.   
Occam’s Razor infers Abu Khattala (in Libya) collaborated with Abu Azm (network leader in Egypt) on the events of 9/11/12.  Azm spearheaded the Cairo Embassy protest under the auspices of the Blind Sheik release (which was fronted by Mohammed al-Zawahiri), while Khattala attacked the joint State Dept/CIA compound in Benghazi.
Khattala and Bin Qumu -both in Libya- knew the State Dept/CIA operation inside and out from their former assistance within Operation Zero Footprint.   They also knew all the U.S. players including Chris Stevens who was the U.S. Libyan contact as arms supplier, and later became the U.S. contact for the arms buy-back program.
The buy-back program was essentially a re-direction of sorts from Libya to Syria using Turkey as facilitator.   You’ll remember the last delegation to leave Ambassador Stevens -on the night he was killed- was from Turkey.
Syria was a stealth intervention early on that Hillary Clinton fully supported.   However, unlike Operation Zero Footprint in Libya the weapons shipments to Syria did not have congressional notification.   This became an issue, and a risk of exposure, AFTER the murder of Ambassador Stevens.
In arming the Syrian rebels the State Dept. and CIA were essentially using the weapons from the pre-notified operation, Zero Footprint, as leverage to redirect the same arms toward Syria and avoid congressional oversight.
Marinka Peschmann has done a lot of great research into this aspect.  The State Department’s point man on the buy-back program was/is Andrew Shapiro.  You can read a quote from him in this December 2011 New York Times article.

“Assistant Secretary of State Andrew J. Shapiro raised the American desire to arrange a purchase program in a meeting this month with Libya’s new defense minister, according to American officials familiar with the proposal.
The United States has committed $40 million to secure Libya’s arms stockpiles, much of it to prevent the spread of Manpads. No budget has been designed for a purchase program, and the price to be paid for each missile and its components has not been determined, the official said (emphasis mine).”

Shapiro was, and is, the face of the program.  He is also, according to the Council of Foreign Relations, the longest serving political appointed State Department official, where there has been an unprecedented collaboration between the Department of Defense, State Department and in Benghazi — the CIA.
Does this explain why State did not provide an inventory or location of the weapons that were supposedly identified, recovered and secured using American tax dollars in Libya? The plot gets thicker here.
According to Shapiro’s own remarks delivered on February 2, 2012 at the Stimson Center:

“Once the stalemate broke [in Libya] and the fighting rapidly shifted in the [Libya’s Transitional National Council] TNC’s favor in August, we immediately deployed a State Department expert from the MANPADS Task Force to Benghazi.
Mark Adams, who you will hear from shortly on the panel, is the head of our MANPADS Task Force and spent considerable time on the ground in Libya … The initial primary objective was to reach an agreement with the TNC to set up a MANPADS control and destruction program that would enable us to set up what we call our Phase I efforts. Phase I entailed an effort to rapidly survey, secure, and disable loose MANPADS across the country. To accomplish this, we immediately deployed our Quick Reaction Force, which are teams made up of civilian technical specialists (emphasis mine).”

The story of Abu Katallah’s arrest is not going to remove the Benghazi headlines, if journalists would do their research they would find it actually enhances them.  As with all complex stories I strongly urge readers to digest the following two previous outlines:
