Counter Attack – New Intelligence Authorization Act Seeks to Curb Power of DNI

The response from Chairman Tom Cotton and the Senate Select Committee on Intelligence to the action of DNI Tulsi Gabbard was predictable.

The SSCI has now framed the Intelligence Authorization Act for Fiscal Year 2026 [LINK] to modify the “responsibilities and authorities of the Director of National Intelligence.” [Section 402]

We knew this was coming.  The Intelligence Community does not like rogue actors amid their ranks, especially if those people have cross-silo access.  The silo system is designed to protect the Deep State.  Any entity who can cross reference the inserted information becomes a risk to the enterprise.

Senator Cotton cannot directly oppose Tulsi Gabbard without exposing himself.  Thus someone, not the SSCI, writes the legislative changes to the Intelligence Community rules and procedures and Tom Cotton simply advances them.  That’s the way DC operates.

Tulsi Gabbard Expands Power of DNI Office – Now Comes the Counter Attack, Likely from Senator Tom Cotton

Many people are questioning why Tulsi Gabbard is able to discover and expose activity by the Obama administration and the Intelligence Community, yet prior office holders did not.

Last year, when asked for approaches that could assist a Trump Term-2, I outlined the possibilities for the Office of the Director of National Intelligence (ODNI).  What we are seeing today is running in direct parallel to that original outline.

As our conversation expands, and we await the counter attack against her, perhaps it is worth a revisit.  I will explain the predictable counter attack at the end.

August, 2024The ODNI was created as an outcome of the 9-11 Commission recommendations.  In the era shortly after 9/11, the DC national security apparatus was constructed to preserve continuity of government and simultaneously view all Americans as potential threats.

The Department of Homeland Security (DHS) and the Office of the Director of National Intelligence (ODNI) were created specifically for this purpose.

Washington DC created the modern national security apparatus immediately and hurriedly after 9/11/01.  DHS came along in 2002, and within the Intelligence Reform and Terrorism Prevention Act of 2004 the ODNI was formed. 

When Barack Obama and Eric Holder arrived a few years later, those newly formed institutions were viewed as opportunities to create a very specific national security apparatus that would focus almost exclusively against their political opposition.

Here is the weird part.  The ODNI was formed in 2004, with the intent for the office to be the pivot point of a national security radar.   The DNI was intended to provide information to domestic agencies about foreign terror networks that would prevent something like 9-11 from happening again.  However, the Office of the Director of National Intelligence has never, not for one day, operated on this intent.   This is why they are such a critical position from my perspective.

The office was new, not established yet as a functioning silo, when Barack Obama and Eric Holder arrived in 2009.  They quickly dispatched an idiot, James Clapper, into the operation so they could weaponize around the offices’ fulcrum point.

Prior to the DNI office existing, the CIA radar would sweep externally and then report to the Office of the President. The DNI was intended to take external radar sweep (CIA) and make it a full 360° circle, adding a sweep inside the USA that would be handled by the Dept of Homeland Security.

The DHS sweep and the CIA sweep would then be combined into a central collection hub called the ODNI.  Everyone with responsibility for “national security” could access the ODNI material. Essentially and presumably, post 9-11 nothing like jihadists practicing to fly airplanes would be missed again; at least that was the intent.

Director of National Intelligence Tulsi Gabbard Releases Background Information of President Obama Involvement in Trump-Russia Targeting Op

The Trump-Russia collusion story was always a targeted false smear intended to generate a special counsel and hamstring the surprising winner from the 2016 election, Donald Trump.  The Russia-Collusion narrative was always an Intelligence Community op against Donald TRump.

Yesterday, Director of National Intelligence, Tulsi Gabbard released a tranche of background information, [114 pages of information],  showing how the Obama administration intentionally and with great purpose fabricated the entire story.

Staying focused on the trail of evidence held deep within the ODNI office, is why Tulsi Gabbard has been targeted for removal over the past several weeks.  Kudos to Tulsi Gabbard for staying on mission – Great job.

What the evidence shows is a focused targeting operation intended to fabricate a false premise by the United States Intelligence Community, through the Office of former DNI James Clapper.  The op was green-lighted by Barack Obama as a way to impede the agenda of incoming President Donald Trump.  All three branches of government collaborated on the scheme.

John Solomon Interviews President Donald Trump

As lead operative and narrative engineer on the ‘tick-tock’ effort, John Solomon has once again pushed his way to the front of the narrative engineering effort.  As a genuinely glowing Solomon picks up the flag of attention, many people once again start to follow the shiny thing into the dead end of DC silos.

John Solomon used to write for The Hill, until the people within the editorial team began to label all of Solomon’s reporting as “opinion” regardless of the content.  Solomon then went freelance as a journalist (backing undetermined) until eventually ending up with RealAmerica’sVoice.

A Significant Geopolitical Problem for President Trump and Us

Secretary of State Marco Rubio met with Russian Foreign Minister Sergei Lavrov on the sidelines of a meeting of foreign ministers from the Association of Southeast Asian Nations (ASEAN) in Kuala Lumpur today.  Against the backdrop of multiple questions to him about the outcome of their discussion, let us first discuss the problem being avoided.

In the mind of President Putin, and in the growing awareness of the American electorate, the President of the United States does not control the Intelligence Community. It is entirely possible for the USIC to take America deeper toward war despite the President and people of America not wanting that to happen. Putin is simply prepared for that outcome.

This reality explains a dynamic where President Trump engages with President Putin in an effort to stop the war in Ukraine, yet President Putin continues the war in Ukraine; because ultimately he knows President Trump does not control the elements that facilitate the Ukraine military.

People struggle to accept this dynamic. However, I would remind everyone that right now YOU are paying for the entire government of Ukraine to exist. Including the Ukraine govt payrolls, retirement benefits, healthcare and operational budget of Ukraine overall.

Americans do not want to pay for that. President Trump does not want to pay for that. Yet, here we are, paying for that.

The same inertia process applies to the literal Ukraine war and conflict with Russia.

You might not want it. President Trump might not want it. Yet, here again we are providing weapons, intelligence, satellite communication, personnel and systems for the war.

This is the reality of the situation regardless of your/my willingness to accept it. This reality is what President Vladimir Putin discusses and accepts.

The problem for President Trump is not that this reality exists; the bigger political problem for President Trump is that people are increasingly becoming aware of this reality.

WSJ, NYT and WaPo Authors Promote Leaked Audio of Trump Threatening Xi and Putin

CNN state media narrative engineers (think State Dept. in all things CNN) are running with a story to promote a new book by Josh Dawsey (Wall Street Journal – Author), Tyler Pager (New York Times – Author), Isaac Arnsdorf (Washington Post – Author) where they write about an audio segment by candidate Trump telling NY donors how he threatened Russian President Vladimir Putin and Chinese Chairman Xi Jinping.

The leaked audio is essentially unremarkable as President Trump has told this story several times. However, the background context is more interesting when we consider the motives of the WSJ, NYT and WaPo. Here’s the segment:

The WSJ is against President Trump based on economics; WSJ representing Wall Street. The NYT is against President Trump based on DHS/DOJ domestic opposition from within DC. The WaPo is against President Trump based on the CIA position and larger intelligence community. None of the motives within these outlets are challenged by the intellectually honest political observers.

So, what’s the play here?

One Ping Only Vasili

You guys know the background.  You know the context. You know the history.  You know all the nuances and Machiavellian manipulations that have brought us to this very specific moment.

Now, you are President Donald Trump and you are in a conversation with Vladimir Putin; a geopolitical ‘adversary’ whose current status was created by the same intelligence system operators that created your defined ‘enemy’ status within your own country.  You and Putin were both targeted by the same intelligence system, the CIA.

President Putin is essentially ambivalent to your targeted position, but defines his adversary as your Central Intelligence Agency.  You want to cut the Gordian knot, change the geopolitical world, create a strategic alignment; but to do that you need Putin to accept you do not view him as the enemy.  You also need to prove you have control over the apparatus he views as a threat.  How do you prove you have control over the agency?

Perhaps President Trump instructs the CIA to send one public message.  A message that: #1) outlines the CIA’s dual targeting of Trump and Putin; #2) that simultaneously proves your control over the CIA silo.

Was this the motive for the timing of the message from CIA Director John Ratcliffe?

CIA Director John Ratcliffe Declassifies Review of 2016 Intelligence Weaponization and Post-Election Intelligence Community Assessment

Earlier today CIA Director John Ratcliffe announced he was declassifying an “Internal Tradecraft Review of 2016 Election ICA to Promote Analytic Objectivity and Transparency.” Obviously the CIA saying they are releasing something for the sake of “transparency” is a little funny.

The CIA review triggered by Director Ratcliffe was for the Intelligence Community Assessment (ICA) that was conducted in the aftermath of the 2016 election. The ICA was also known as the “17 agency report” relied upon by those who pushed the Trump-Russia narrative.

Ever since the sketchy “Russian Malicious Cyber Activity – Joint Analysis Report” was originally released late December 2016 we identified both constructs, the ICA and JAR as a mostly political intelligence documents, created to justify a Russian narrative.

The Dec ’16 ICA was also the predicate intelligence report that preceded the December 29, 2016, Joint Analysis Report that claimed “Russian cyber hacking” in the election. Cumulatively the ICA and JAR formed the background for Barack Obama to expel 35 Russian diplomats.

None of this is new. CTH outlined these two corrupt Intelligence Community constructs in real time when they were released. {SEE HERE}. As time went on, and as the Clinton-Steele dossier was revealed, the 17 agency Intelligence Community Assessment (ICA) grew even weaker.

In late October 2017 former Director of National Intelligence James Clapper admitted the Clinton-Steele dossier was part of the Joint Analysis Report.   Eventually, our research indicated the dossier and the intelligence report were likely the underlying evidence behind the FISA Title-1 application (and subsequent renewals) for surveillance on Carter Page and by extension the Trump campaign.  All of that was proven to be accurate.

Now CIA Director John Ratcliffe provides an independent CIA review of their organizational action at the time the Trump-Russia narrative was created.  CIA Press Statement:

SSCI Chairman Cotton Wants to Diminish DNI and Return More Power to CIA

It’s a complicated dynamic, but not so complicated that we cannot understand the motives.   Prior to Director of National Intelligence Tulsi Gabbard taking office, the Senate Select Committee on Intelligence had no problems with the DNI office.  However, with DNI Gabbard now stretching her wings to diminish the CIA, suddenly the Senate seeks to control the DNI.

Tulsi Gabbard had been shrinking the Office of the Director of National Intelligence (ODNI) since she took office; from 2,000 to roughly 1,600 and dropping.   SSCI Chairman Tom Cotton now wants to cap the office staff at 650, sending the remaining intelligence community operatives back to the CIA and other agencies.

Additionally, Chairman Cotton does not want the DNI to investigate or generate its own intelligence.  Cotton demands the ODNI just accept and regurgitate the intelligence Tulsi Gabbard would be given by the other agencies; no independent review of analysis permitted.  All of these actions push the Intelligence Community power center back into the CIA and away from the prying eyes of the DNI.  That’s the SSCI motive.

WASHINGTON DC – A top Republican senator is proposing a sweeping overhaul of the Office of the Director of National Intelligence, slashing the workforce of an organization that has expanded since it was created in the wake of the Sept. 11 attacks.

Under a bill by Sen. Tom Cotton of Arkansas, the chair of the Intelligence Committee, the ODNI’s staff of about 1,600 would be capped at 650, according to a senior Senate aide familiar with the proposed legislation.
