Most people will not read the Inspector General Report in full [SEE PDF HERE]. But if you did, you might come to the same conclusion as myself. The entire FED and IG Michael Horowitz should be fired, arrested and prosecuted for corruption at a level that is simply jaw dropping.
The issue is really simple if you cut through the fog of the report. The FED Board awarded a no-bid contract to the contractor, without an agreement on the building renovation project and the construction costs associated with it until President Donald Trump began drawing attention to it. This is gross corruption at a massive scale.
To use the terminology of the report, start with this aspect:
…”the Board selected a different project delivery method, construction manager at risk (CMAR), for the Eccles-1951 renovation project. A well-managed CMAR contract allows a building owner—in this case, the Board—to transfer certain construction risks, including those related to cost and schedule performance, to its construction manager (also known as a construction manager as constructor, or CMc). To effect this risk transfer, a CMAR contract provides for the owner and CMc to agree on a guaranteed maximum price (GMP) for the project, usually around the time construction begins or building design is substantially complete. Once the GMP is set, the owner has greater cost certainty and the CMc is incentivized to carefully manage costs. If costs exceed the GMP, the CMc absorbs them with limited exceptions, such as when the GMP may be increased to account for change events like owner directed changes or other adjustments like unforeseen site conditions“… {Source pg, 5}
So, the FED board established, at least with themselves, that they would have an agreement on cost for the project. However, if you go to page 60 of the report you find this:
…” in connection with a multibillion-dollar contract, the Board did not ask its CMc for a construction cost estimate or a GMP until December 2025—about 3.5 years after construction began and after the Board had already awarded more than $2 billion. Specifically, the Board did not take advantage of several key opportunities to request a cost estimate from the CMc”…. (Source pg, 60}
It wasn’t until President Trump drew attention to the FED having spent over $2 billion, that FED Chair Jerome Powell, and the FED board requested the construction manager and construction company to provide a cost estimate. This is unreal, especially considering that IG Michael Horowitz finds no unlawful decision-making in the overall fiasco.
President Trump went to visit the construction site at the central bank in July 2025, when both Trump and Powell donned hardhats to inspect the work. FIVE MONTHS LATER, the FED Board finally asked for a construction cost estimate!
The FEDERAL RESERVE BOARD just gave the construction company an open-ended blank check to spend as much as they wanted of TAXPAYER MONEY, with no limits and no expectations of cost. This, according to IG Horowitz is a little concerning, but entirely not a legal problem.
These are the people supposedly in charge of running monetary policy for The United States of America!
Now, we can understand exactly why IG Michael Horowitz was moved from protecting Washington DC corruption within the Dept of Justice, to protecting Washington DC corruption at the Federal Reserve.
Michael Horowitz is not an Inspector General. He is the corruption manager for the U.S. government!
“The Inspector General’s Report just came out on Jerome “Too Late” Powell’s “renovation” of the Federal Reserve Headquarters in Washington, D.C. The IG’s Report states that there were “deficiencies in the management of the renovation project.” The Building is over budget, at a Record Setting rate and, at a minimum, “Too Late” Powell should be forced to resign from the Board. He can’t manage a Building, and he certainly shouldn’t be allowed to manage his High Interest Rate Policy (only on “TRUMP!”).
I have asked Attorney General Todd Blanche to study the report, and make a determination as to what to do about a relatively small Building Complex that is Hundreds of Millions of Dollars over budget, and is now going to cost, according to the Report, at least 2.5 Billion Dollars, with no end in sight.
The Report states, “We were concerned to find that the Board did not obtain a project cost estimate from the [construction manager] until January 2026, which was 3.5 years after construction began and after the Board had awarded more than $2 billion in construction costs. As of July 2026, more than 4 years after construction began and $2 billion has been awarded for construction, the Board had yet to set a [guaranteed maximum price]” — An absolutely unheard of situation! — “The Board therefore still does not have cost certainty and has not transferred material risk to the [construction manager].”
In actuality, I think that the 2.5 Billion Dollars will be 3.5 Billion Dollars, and maybe 4 Billion Dollars by the time they’re finished, and may never get properly built. Soundproofing, and all other elements of the Building, will be inferior to what was previously there. In particular, the magnificent beauty, sculptured ceilings and walls, and so many other things which made the Federal Reserve Building stand apart, will never be captured again, and are only being replaced by flat, boring, less than midlevel finishes.
I could have done a far better Renovation for 25 Million Dollars, completely maintaining the MAGNIFICENCE of the structure, and had money left over. They completely destroyed the Beauty and Glorious History of the Building.
This is Jerome Powell’s fault, and he should be forced to resign, IMMEDIATELY! If he doesn’t resign, he should be sued, at the highest level, by the United States Government, for either corruption or incompetence, both of which are completely unacceptable…And no, I do not want this Building named after President Donald J. Trump, ME! Thank you for your attention to this matter.”

Wow. Now tell me that the owner of the construction company is Powell’s Cousin Vinny
Aka Powells cousin Vinny Gilbane
I don’t think so but as others have said follow the $$$$
Follow the money!
Sadly, this is the tip of the iceberg for taxpayers. This is the Washington, DC way. Socialism 101. As long as they are spending someone else’s money (US taxpayers) there is little to NO concern about what the project costs. Obviously not having a cap on spending for this project is what certifies the Fed Building as just another Congressionally authorized boondoggle and one more way to increase taxes while reducing services for American taxpaying citizens. The irony is that these type expenditures generally result in either money spent for or to illegal aliens or into the pockets of Capitol Hill dirty rats. Either way, politicians are the big beneficiaries and hard-working Americans are the losers.
Politicians don’t want accountability because it squeezes their cash cow into becoming udderly useless (pun intended). They write laws to protect themselves and even cover up their “indiscretions” at taxpayer expense. Personally, I think the Congressional hush money fund should be required to report to whom and for whom each disbursement is made and for what reason. Congress doesn’t set up hush money funds for police or doctors or teachers or local politicians. Why not? Is the person funding their little cover-up bank not worthy of equal treatment under the law? Why do they get protection under the speech and debate clause? Why can a member of Congress stand on the floor of his or her respective house and lie with impunity and be covered by this when making the same comments on the sidewalk 2 miles away could result in criminal charges? Lying is still lying. Corruption is still corruption. Just because the DoJ of the party in power covers for politicians of their party never makes it right. Term limits might not solve the problems but had those who have served more than two terms now not been allowed a third term, how many of them would NOT be multi-millionaires today?
Pls let me pay more taxes for dc corruption and illegals. I so cherish the taxation w/out representation.
And I really don’t mind paying $6 diesel….love my life being taxed and spend to death while working 60/hrs wk and everyone on capitol hill works 79 days/yr and draws $179k AND massive $$$ perks, kickbacks, donor $ and K st $$$….millionairies, the whole lot of them off a $179k salary.
It just goes to show you: We need to vote harder. We aren’t voting hard enough. If we vote hard enough we will get rid of the corrupt politicians and corrupt election systems. Oh wait, how can we get rid of corrupt politicians if the election systems are corrupt? The answer is to vote harder.
My reason for voting is not that I think it will help. And I will not “vote harder”. I vote. I have voted in every election (primary and general) for almost sixty years.
It certainly would be less painful to the taxpayers IF….IF…it was only the tip that we were receiving.
Yep it IS the tip of the iceberg.
I’d bet the vast majority of our $40 trillion dollar debt is due to fraud.
Back in 1997, my wife and I worked on a Congressional Campaign. The man was elected to Congress, and one day when asked “why is there all this spending on worthless projects”? His answer says it all. “The only way to exercise power in D. C. is to spend money”!
Spending somebody else’s money on somebody else. You’re interested in making your own life as good as you can. But you’re not going to be anywhere near as careful as spending this money on other people. (MF)
Keep in mind that the FED pockets 7% of of every new dollar they create out of thin air to fund this boondoggle.
Can we please have 1 more capitol hill hearing where the r’s scream and shout and play kabuki theatre and the dems all defend and then the cameras get shut off and everyone goes to the capitol hill club for cocktails…..
Please…please…just one more………
MO now is claim the 5th. Where has the power of Congressional oversight gone.
To the highest bidder
Ouch! But true.
They all wear sunglasses while swinging and tapping a white cane in fron of themselves.
“…everyone goes to the capitol hill club for cocktails…..”
Or to celebrate a dog’s birthday.
Follow the money. As presented, this looks like an off the books kickback arrangement. Bank accounts of key participants must be queried. And … why Horowitz was still permitted to even be within 100 feet of any federal building is astonishing.
It’s all so tiresome…
In 2008, (OBAMA) the U.S. federal debt reached approximately $10 trillion (specifically $10.011–$10.025 trillion), driven by the financial crisis, bank bailouts, and the introduction of quantitative easing. By 2024, (TRUMP) the national debt had surged to roughly $35.5 trillion (specifically $35.46–$35.464 trillion), reflecting a more than threefold increase over the 16-year period.
2024 was Biden.
Trump I (2017-2021) was seriously blown up by covid.
Thank you for putting things into the proper perspective/context.
Absolutely. The CIGIE and IG world is a self anointing bureaucracy that is not independent and corrupt. I wrote extensively about this after serving as the first AIG Inspections for the ICIG, chairing a board of ALL executive IG elements. I detail this in my book and blog.
DISGRACEFUL
TY
Follow the money. Guaranteed someone was getting kickbacks

This is what happens when there are no consequences for bad behavior. Bad behavior continues.
and only gets worse!!
Pushing the envelope to see if it will ever explode. And it practically never does.
Yeah. Look at the entire country, except the middle class, so called!
Yeah. and I doubt imprisonment of a few perps will deter future abuses. Until we the people are willing to do something much harsher, it will go on and on.
As with all corruption everywhere within the US govt. —nothing will be done. NEXT !!!!
Corruption even trickles down into the states and then the counties throughout this nation. I do believe we are living in a make believe world of corruption!
Aa for inflation, when a business sees its neighbor raise prices, within a short tine so does the competition.
Example: I keep a sharp eye out for the price at SHELL gas stations everywhere. Then I watch who is following the leader as SHELL is rumored to have good gas. This happens with more than petroleum products.
Also, watch out where you eat breakfast. Seems that all food item are in a follow the leader mindset. Breakfast can cost as much as a steak dinner. Speaking of steak….watch that too.
My reference point is WalMart ONN Roku Tv’s.. the 32″ is holding at $88.00!!! In April of 2021 it was up to $150.00 and took forever to ship..OSB Board 4×8 is $11 to $26 a board, it was $56.00 for a 4×8 board in April of 2021.. last time I at out for breakfast it was $20.00 plus tip..at a local diner..packed with regulars..it was horrible..Our city and county budgets are a mess, the pension funds are underfunded yet they are still spending like crazy. The DSA party has taken over local govt..my rant..over.
Eliminate the 16th and 17th Amendments…
Eliminate the Fed….
Eliminate 90 percent of Government spending…
When you eliminate the source, you eliminate the corruption….
TAKE THE MONEY OUT OF POLITICS….
As far as the corrupt….
NO MERCY!
Good Post !! agree with you comment on 16ths…… but 17th, no…little states should have representation. As for term limits, having a continual crop of newbies as Senators, will give even MORE power to nameless, unelected staffers. Getting rid of 16th will take care of the problem….. ‘they’ will scream: but XYZ projects can’t be done will have to be abandoned! Citizens respond: Yes, Exactly the point !!!
Removing the 17th would not get rid of the Senate, just return Senators to serving at the pleasure of the State Legislatures.
History already shows that the raft of Progressive amendments in the early 20th Century were a poison meant to destroy the Republic.
Now we just need the will to excise them.
No one wants to write it, and for sure it is a difficult thing to propose…. but we should also revoke the 19th Amendment as well.
Women in general are emotional and make poor choices when they govern with it.
The majority of “I wanna try communism” voters are the young, white, over indoctrinated (they think educated) women. anti-men, anti reason, anti America, anti-work….AWFLS
Limit voting to those who pay taxes will defeat any socialist running for office.
“even MORE power to nameless, unelected staffers.” And there you have it! One of the main problems with DC.
Yes, I agree with all of this, and it feels good to rant, but….
Who would have to enact all these great things?
CONGRESS ! And we know therefore, it ain’t gonna happen, just like term limits.
Sorry to be a downer, but that’s the reality of it.
There are other ways to deal with failed Government.
May I present the three boxes of freedom….
The soapbox….
The ballotbox….
And the cartridge box….
We are almost to the last box….
NO MERCY!
I don’t know why I still am amazed at the crap that happens in our Government. No accountability, no prosecution.
SOSO
Won’t happen
Horowitz = Barr = Durham. Barr ‘cleaned up’ Iran-Contra… I think Prescott Bush is the original sin when it comes to the Deep State ‘republican’ apparatus we live with today.
As Trump has DEMONSTRATED he is truly an American President. Any time the globalists try to kill you, you have to be top 10. I regard Trump only behind George and Abe. He is their equal. Trump would have relinquished his power as George did and would have solidified the Union as Abe did.
Honest Abe was not honest. He was a RR lobbyist. Get it. He overruled the Bill of Rights and threw people in Ohio in jail for pointing this out. More scum!

Democrat Mary Peltola Led Woke ‘Tolerance Commission’ Before Abusing Staff
Excerpt:
Alaska Democrat Mary Peltola has been a driving force behind an Alaska taxpayer-funded ‘tolerance commission’ dedicated to protecting illegal immigrants and coddling criminals, a document obtained by Breitbart News reveals.
The report from the commission recommends banning state employees from asking the immigration status of people seeking taxpayer-funded services, providing adequate care for sex offenders, and diversity training for state employees and law enforcement.

A strongly worded letter is in order
Powell should be dragged out of his office and directly to a holding cell. And the project needs to be SHUT DOWN.
Just leave it half-finished and turn off the money spigot.
It’s the bullet train to nowhere as a building. Money goes out and nothing gets built. Let’s see the invoices.
but NOTHING WILL HAPPEN because…..
And the worst part……not a damn thing will happen to any of them!
There is no fricking justice unless you are a patriot, MAGA and back Trump….then……justice has YOU in their sights and is coming after you……
Oh….you say you haven’t done anything wrong……..well…..no worries….they will find a crime that fits you and attach it to you!
But point your finger at them and their corruption……….and YOU are the bad guy for noticing and pointing it out!
I mean…..demonrats in parts of the country are making it illegal to report crime! And…….they are working hard to make their favorite pastime totally legal too….pedophilia…….they love this especially while they are doing their insider trader corruption……all the while they pretend to be our leaders!
I AM sick of this, their evil, the two teir system and the ROT!

On top of everything else these unelected bureaucrats are grossly overpaid and receive lifetime benefits.
Looking at this building completely wrapped and the whole block under construction it makes one wonder how 2.5+ billion is being spent and on exactly what.
Funny that thee Fed actually has thier own credit union in the building.
Try and use your imagination on how bad the District of Criminal behavior and the theft of American is taking place and you’ll never comprehend how bad it is.
10 years ago I did a full year teacher exchange (Fulbright) with a HS teacher from Slovakia.
I had a pretty good time even though I was worked like a donkey on a farm.
The IB class I taught had some brilliant teenagers, fully fluent in English.
I remember asking one of the top of the top kids what he imagined himself doing as a career 10+ years hence…
Without pause he said “Politics.”
Which saddened me.
I asked “Why?”
Again, without pause he said “That’s where the money is.”

When you investigate yourself, you will find no shortcomings or sketchy practices. Right about now, they are looking for their sacrificial lamb to throw to the wolves to cover their backsides.
Had any of us pulled such a stunt, whether government or private sector, we would be hung by the short hairs and left to twist in the wind.
If nothing else, this seems like a slam dunk case of corruption, fraud etc.
Taxpayer’s monies wasted.
No bid contract ?
No cost estimate ?
Who are these people ?
They ain’t our friends.
You don’t get $40 trillion of national debt all at once. You get it in one corrupt, bipartisan step after another.
Powell looks like a befuddled Mr. McGoo.
In reality he’s a diabolically genius fraudster.
$346 million for Plumbing and HVAC for a building? Round them up!
Anyone know how to find the names of the people, and their companies, of the following titles?
CMAR -construction manager at risk
CMc – construction manager as constructor
Follow the money. I bet kickbacks lead to DemonRat entities.
Yes, it can be legal for the U.S. federal government to award a $1 billion building renovation contract directly without a competitive tender, but it is heavily restricted and requires satisfying specific, rigorous statutory exceptions. [1, 2]
Under the Competition in Contracting Act (CICA) and the Federal Acquisition Regulation (FAR), full and open competition is the default mandate. However, an agency can bypass the bidding process using what is formally called a Sole-Source Award or “Justification for Other Than Full and Open Competition” (J&A). [1, 2, 3]
To legally execute a noncompetitive contract of this magnitude ($1 billion), the government must meet the following strict legal conditions:
1. Statutory Exceptions Allowed by Law
The FAR outlines seven specific statutory exceptions under which competition can be waived. For a massive building renovation, the most legally viable exceptions include: [1]
2. High-Level Authorization and Approvals
A $1 billion sole-source contract cannot be approved by a standard local contracting officer. Because it vastly exceeds standard approval thresholds (which require higher sign-offs starting above $68 million), it strictly requires the written authorization and signature of the agency’s Senior Procurement Executive or the head of the procuring activity. (who signed off on this?)
3. Strict Transparency and Review Requirements
Legal Loopholes & Agency Exemptions
Certain pockets of the federal government operate under entirely different legal frameworks that bypass standard CICA procurement guidelines. For example, the White House Executive Residence or certain central banking entities sometimes utilize narrow statutory exemptions to route highly expensive facility renovations directly to preferred firms without traditional competitive bidding rules.
It seems this narrow statutory exemption was the case for assignment to a certain preferred firm, in this case the lead contractor was a british firm, Balfour Beatty. The question needs to be asked, Why was the no bid contract assigned directly to the JV during the admisistration of the Biden presidency.
General Contractors: Joint venture of Balfour Beatty and Gilbane Building Company.
furthermore, the project was managed and overseen directly by the Federal Reserve Board of Governors under the lead of Jerome Powell, rather than assigned to a single publicized private prime contractor. I remember very well the video of the joint walk thru of the construction site with Powell and Trump. It was deeply disturbing how little Powell let on to know regarding the work scope, schedule and cost including massive cost over runs. As the leader of the Management team his head needs to be chopped for this massive failure.
The Federal Reserve Board (FRB) is not a wholly owned executive agency under the Federal Acquisition Regulation (FAR) system. It is a mixed‑ownership government corporation — part of the U.S. government but with private shareholders — and as such, it is not subject to the FAR. Sigh…
WRONG … this contract was using FEDERAL MONEY and subject to FAR for that reason. It matters not who is the entity letting the contract.
Even 100% NGO Commercial Entities letting contracts using FEDERAL MONEY are subject to FAR, to manage, control and provide oversight for use of FEDERAL MONEY.
There was an EXECUTIVE BRANCH Entity responsible for oversight and allowing the contract. The FED was liable under FAR and GSA regulations as being the entity receiving and disbursing the FEDERAL MONEY for this project..
The ONLY way your comment has any meaning if NO FEDERAL MONEY was used. Then that raises another set of questions regarding FRAUD and MISCONDUCT in letting the contract and fiduciary liability of the entities supplying the money.
It is the SOURCE of the money that determines which laws, processes and regulations are applicable.
And for all that money they stole from US to build their palace, they raised interest rates on us all. After they spent years refusing to lower rates. Just so they could cripple the average American Joe. Truly a domestic mortal enemy.
Having proposed, set-up and executed more than a few Federal Contracts, including contracts with fixed Not to Exceed Cost limits, the terms and execution of the contract described violates more than few Federal Contracting Regulations and Laws.
Further, the crime here extends into the part Executive Branch charged with administering the contract for even allowing-approving the contract and work to begin.
There had to be FALSE STATEMENTS in the contracting documents as well for the contract to even be let and for work to even begin.
The crimes involved goes deeper than the FED and IG into the Executive Branch.
It would be interesting to see the incentive clauses in this contract. These types of contracts always include “incentive awards paid over several fixed time periods” (each) if costs INCURRED stayed under or at some amount for the length of each specified period. Those incentive clauses are the primary motivator for a contractor to accept these types of contracts.
This contract had already been executed over 3.5 YEARS without an actual end cost agreed upon …. but have no doubt SEVERAL “INCENTIVE PAYMENTS” WERE MADE over those 3.5 years. Just because there was no end value stated does not mean that a fixed SCHEDULE OF INCENTIVE PAYMENTS was not part of the “Contract”.
Those incentive payments included the 10% Big Guy Kick-Back Payments.
The Fed Board should be put in a used trailer on blocks in some parking lot somewhere.
Frustrating, tiresome, unending. When the monetary reset coming, there will be real pain among the “mob.” Thats you and me.
“ deficiencies in the management of the renovation project…”
Is the same thing as
“Mistakes were made…”
With zero freakin consequences. So sick of it!
Didn’t Judge Jeanie take a look at it and decline to prosecute?
“Heretofore, all Inspectors General have been appointed either by the President [in most cases] or sometimes by Congress. In either case, there is abundant evidence that political considerations have had a deleterious effect on the work of the Inspectors General and their offices, which is contrary to the role of the auditing that the Inspectors General need to do.” [several examples follow}
This excerpt comes from:
https://www.usconstitutionalcouncil.org/us-constitutional-council/forum-council/overseeing-government/
which also presents and argues for my proposed solution to this problem:
“The U.S. Constitutional Council would take over and have the authority over the Offices of Inspectors General and would manage the designation, hiring, and installation of all Inspectors General and oversee management of all Inspectors General Offices throughout the entire Federal government and thereby monitor all of the government’s activities.”
This is most likely gross incompetence, not corruption, although that always comes with the Swamp.
Remember when retired Ben Bernanke could not get a mortgage because he had no stable income source, a rule he approved as Fed Chairman?
We’re talking about over credentialed people who have no common sense or experience in the world they have created for us plebes.
“Shut up and pay your taxes!” – The Democrats, globalists, and government class.
>> “And no, I do not want this Building named after President Donald J. Trump, ME! Thank you for your attention to this matter.”
How about: the Government Waste and Corruption Building
Let’s clear up some misconceptions, okay?
When our government decides it needs to spend more money, the Treasury Department borrows money in the form of Treasury Securities known as Treasury Bonds. The Federal Reserve influences borrowing costs through open market operations, the Federal Reserve does NOT print any money, it manages the money supply and interest rates.
So why do I always say, the Fed is trapped? The more our government spends, the less control the Federal Reserve has. In fact, they have no control at all. Governments always think they can control everything and they can’t! Both Karl Marx and John Maynard Keynes believed this as well. Both were WRONG!
We do not have a Fixed rate of currency anymore (Gold), not since 1971. For 55 years, we’ve been living on a floating exchange rate currency system, something Milton Friedman wrote about in the 1950’s
So for the love of sanity, please stop this nonsense!
I like your points just not your scolding.
lol, it’s probably because it gets a little tiresome trying to help others in truly understanding how things really work and folks refuse to see it. It’s also why I stopped commenting for 5 months. We are in a very serious sovereign debt crisis and why everything is being done to distract what is going on around the globe. The Bond markets are telling us everything right now and why Kevin Warsh wants no part of QE (Quantitative Easing) and why the Treasury Secretary Scott “I am the House” Bessent has taken up that role.
The Bond markets are the largest mechanism in the world, trillions upon trillions, so purchasing the long-dated bonds through a buyback program of $12 billion, so far, is like throwing a pea sized pebble into the ocean and asking if anyone saw the ripple.
This is where the world is at.
Stop expecting anything different. We are not designed to bear the consequences of 75 years of stupid. That is not sustainable.
I should have specified – not sustainable on an individual basis.
….doesn’t matter….
Um… while we’re at it, let’s dissolve the Fed entirely.
Hmmm, it appears to me, in the absence of USAID, the Deep State has found another source of funding. I wonder how many other similar projects are active right now?
Imagine obtaining a gigantic going-away gift for yourself under the guise of an overpriced capital expenditure. If that happened in the real (not DC) world, sanctimonious DC cretins would be all over it. So where is the indignation of Congress in this case?
A for-profit private bank that makes it’s money stealing your savings by a sophisticated fraud ripping off the taxpayer is nothing new for them!
