BERLIN, Aug 30 (Reuters) – German Chancellor Friedrich Merz said on Sunday Berlin was preparing a response to the suspected drone attack on a Ukrainian cargo plane in Leipzig this month in coordination with its European and NATO partners.
“We are in the process of concluding the investigation. There is broad consensus within the Federal Government on how we should respond, and we will make this clear in the coming days; it won’t be long now,” he said in an interview on ARD public television.
Germany has so far not said officially who it believes was behind the suspected attack attempt at Leipzig/Halle airport on August 4, when an explosives-laden drone was discovered near a Ukrainian Antonov cargo aircraft used for military supplies.
On Saturday, the daily Die Welt reported that in the next few days, the government would blame Russia for the attack and announce measures that would include sanctions coordinated with European Union partners.
Merz made no comment on who Berlin believed was responsible but said its response was being coordinated with its partners.
“It has been agreed upon, and final agreement is due to be reached in the next few days with the European Union and our NATO partners,” he said. (more)

I think it more likely that with its increased ISR capabilities Russia was told that the US would not intervene if they started taking out the dispersed sites. If Ratcliffe gave them that information the story would leak, and the MSM would pounce and restart the R3 operation, just before the midterms.
Don’t also forget that there are an increasing number of Ukrainian mid-ranking to senior officers who have grave reservations about the conflict, especially Zelensky’s handling of it, and have Russian contacts. So combined, I’m pretty sure Russia has a pretty comprehensive map of the networks, and have been able to trace supplies from source to destination. They certainly seem very well informed about drone manufacturing, storage and repair facilities, which are regularly struck.
The only reason why Ukraine couldn’t cover this up was the wave of anger at the loss of life, and footage showing massive explosions. Usually, billeting military personnel in hotels and domestic flats and using out of town civilian storage facilities for munitions, means that when they are targeted the headlines blame the Russians; however, the lack of AD systems means the Ukrainians are now having to conceal these stockpiles in heavily populated areas and when struck the true nature of these targets cannot be concealed.
I’d think Russia showed Ratcliffe the extent of this network and said, ‘well?’, and his response was that it was a matter between the Russians and the Ukrainians. The Russians will also have been given a huge intelligence boost as they track the Ukrainian attempts to hurriedly move the other stockpiles away from residential areas, and monitor their new locations. Watch in the news for more strikes in small villages and the outskirts of towns.
