Yes, unfortunately. They put in place a law forbidding him from taking us out of NATO without Congressional approval. It was aimed specifically at him and put in place just before his second term began. That law certainly is an unconstitutional restriction on his Article II executive powers, but he would have to fight it all the way to the Supreme Court and no guarantee they would not side with Congress. He doesn’t have enough good and loyal attorneys at DOJ to fight everything that needs to be challenged.
Easier and quicker to simply start pulling out of Europe to the extent that he can. If the Europeans don’t like it, then they should not have allowed their militaries to dwindle to the point of impotence following the end of the Cold War. They should not be allowed to continue hiding behind an American military shield from any external threats they might fear.

I also recognize his actions in Venezuela cut off Iran’s, Hezbollah’s, the cartels’, and China’s and Russia’s financial exploitation of the country’s oil sector and drug networks.
