I think if a person wants to start a career in federal law enforcement, they should be required to start in border partol/ ICE, at least for the Trump administration. After they get experience fighting the insurgency and do well, then they can move to the FBI or other agency.

Does the HSI have the same authority and scope as the FBI? If so, just have the FBI sit at their desks for the next three years and get stuff done in the HSI.
HSI center of gravity grew out of legacy customs (Treasury) authorities, cross border trade, import/export violations. It would take a masters thesis to untangle the various competing factions of Fed law enforcement and overlapping responsibilities.

I would agree with No. 4. I live in Oregon, lived in Colorado, and Minneapolis. The chance of changing the minds of the Democrats in those locations is zero. I would add #5 to this list.
