The dates are super important here, nobody should put this all on Bush.
First, George Tenet was the head of the CIA from July 1997 (Clinton presidency) to July 2004 (Bush presidency). I’ll get back to Tenet in a moment.
Here are the arrival dates of the 9/11 hijackers, notice that all four pilots arrived during Clinton’s presidency:
January 2000: al-Midhar and al-Hazmi
mid-2000: Atta, al-Shehhi, and Jarrah (three of the four pilots)
late 2000: Hanjour (the fourth pilot)
spring to mid-2001: the remaining “muscle hijackers”
Clearly the most important failures and the CIA spyboyz scheme of attempting to turn hijackers into CIA assets while allowing them to operate freely to develop their hijacking plan and training is mostly on Clinton.
But why did Bush retain Tenet as CIA Director when Bush took office in January 2001? If Bush had chosen a new CIA Director it’s possible the spyboyz scheme would have been discovered and shut down and the hijackers removed from the country and never allowed to return. Even after 9/11, Tenet remained CIA Director for several more years! Tenet was rewarded for incompetence or corruption, I’m not sure which it is.
Thus The CIA-(ChinaGate) Clinton Admin & Nazi NATO etc were assisting ‘future’ Al-Qaeda terrorists against the Bosnian Serbs who were our allies and friends and were Holocaust camp inmates with the Jewish and Roma people. Israel and many Jewish groups in America & abroad backstabbed them and went along with helping and calling the WW II Nazis from 13 & 21 SS (Croatians,Albanians, Bosnian Muslims) allies. It exposed politicization of the Holocaust. The Holocaust in the Balkans has been largely suppressed for a variety of reasons

There are a couple of things one should not forget. The Florida debacle delayed the forming of the Bush II administration, and as usual the Senate took its good time to vet and pass nominees. The new FBI chief (Mueller, ouch!) was nominated in beginning of July, the new Chairman of the Joint Chiefs of Staff 24 August 2001(!!).
The second thing to remember is that prior to 911 GWB concentrated on the home front; tax policies, energy policy, policies for disabled people etc. He made one longer journey to Europe July 2001, but in general foreign policy was not high on his list (if one follows the timeline from his inauguration).

The thing is if the CIA knew they had helped al Qaeda terrorists to enter CONUS why did he not tell the administration and the FBI about it? Or was Tenet also not fully informed??
Also, forgotten in the mist of history are the two previous terror attacks on NYC and the failed intelligence that preceded them.
1973 – car bombings to coincide with visit of Golda Meir. They failed to go off. The terrorist was in the US (he claimed) to train as a commercial airline pilot (!!!!!!)

1) A Boeing 757/767 can’t fly at 500 mph at sea level. Impossible. They say the planes were going at impossible speeds.
2) Aluminum planes can’t cut through 2-inch-thick steel-beamed buildings. Ever see an aluminum bullet?
3) The buildings turned to dust. There was no collapse. The Richter scale readings were way too low. Bldg 7 was .6, same as a jackhammer.
4) Only a physics idiot believes in the pancake theory. That violates 3 laws of physics. The law of conservation of momentum, the law of conservation of energy, and the law of angular momentum were all violated according to the official report. Also, for every force there is an equal and opposite force. Impossible for the ‘planes’ to penetrate the building, fly at 500+ mph, and for the building to collapse like it did at freefall speed. The top of the building fell at more than freefall speed.
