Three months ago, I was in Vietnam reviewing just how expansive the positioning of Chinese investment was in the concurrent communist nation. The short version is Beijing’s footprint in Vietnam was already huge.
As an outcome of the 2018 tariffs against China, which coincided with a President Trump visit to southeast Asia, multiple companies shifted manufacturing operations from China to Vietnam.
Beijing saw the move and slowly increased their own strategic footprint.
In the subsequent years as COVID-19 took attention from all other matters, and with Trump removed from the equation in 2020, China increased the scale of their investment and the outcomes in 2025 are very visible.
China even built this massive Disney type village in Phu Quõc (it’s nearly empty).
The people who live in Vietnam do not have money, they are a very poor nation. The baseline poverty level, in combination with their communist regime politics, essentially eliminates their consumer power to purchase western goods and makes trade agreements between the U.S and Vietnam somewhat moot. However, as a proxy manufacturing nation Vietnam is a valuable resource for China.
Essentially what can be seen in Vietnam is how Beijing spends money there for influence. The U.S footprint is negligible in comparison to the visible influence of China.
Chinese Chairman Xi Jinping is in Vietnam right now making trade deals with the allied communist government. At this point with so much Beijing influence money already in place, China can request very strategic terms.
HANOI, April 14 (Reuters) – China’s President Xi Jinping on Monday called for stronger ties with Vietnam on trade and supply chains amid disruptions caused by U.S. tariffs, as he attended the signing in Hanoi of dozens of cooperation agreements between the two Communist-run nations.
The visit, planned for weeks and part of a wider trip in Southeast Asia, comes as Beijing faces 145% U.S. duties, while Vietnam is negotiating a reduction of threatened U.S. tariffs of 46% that would otherwise apply in July after a global moratorium expires.
“The two sides should strengthen cooperation in production and supply chains,” Xi said in an article in Nhandan, the newspaper of Vietnam’s Communist Party, posted ahead of his arrival on Monday. He also urged more trade and stronger ties with Hanoi on artificial intelligence and the green economy.
After he met Vietnam’s top leader To Lam, the two countries signed dozens of cooperation agreements, including deals on enhancing supply chains and on cooperation over railways, footage of the documents reviewed by Reuters showed.
Chinese and Vietnamese state media later on Monday reported that 45 agreements were signed.

If necessary Viet Nam’s tariff can match China.
It will be even bigger because their original retaliatory tarriff was higher than China’s.
So Vietnam makes $1.4 Billion a year being a transshipment nexus.
We moved our production out of China in 2019 into Vietnam due to China was too expensive.
We can offer Vietnam something China can’t; ENERGY.
And with sufficient, stable supply of energy it can develop its own industrial base, independent of China.

Will the downward progression continue gradually, or will there be a pivot?

The US is further depleting and weakening its military while overloading the DoD Civilian workforce with cuts which will further hamper replenishment by shallow industry, as it continues posturing for conflict. Where do you suppose the device you are using to read this was made? Either China or another nation in that hemisphere drawing from the China-centric supply chain ecosystems. The US cannot do this. Period. The US cannot function now without these devices. Cut off supply and the device population starts declining as devices age and fail, causing increasing widespread dysfunctions that multiply synergistically. Same goes for other electronics.
The US comprises less than 20% of China total trade. It could cut off the US and survive, much better than the US could survive being cut off from China. The Trump tariffs are driving even more alternative trade by China, ironically. (Or maybe that is the real goal.)

The Trump administration needs face saving tools just as much as China. We use proxies like Mexico and Canada. They use Viet Nam and Korea. The elites always need their favorite spots to traffic women and children as well.
The solution is simple. If we have a 145% tariff on all Chinese imports, or whatever the tariff is that we have on a specific category of Chinese imports, then it should apply regardless of where it was made or assembled. We could negotiate with Vietnam that if Vietnamese labor contributed to, say, 10% of the final value of the product, then the tariff on Chinese products is applied to 90% of the value of the product and the lower tariff on Vietnamese products is applied to 10% of the value of the product. Quite simple that way, and it would negate the ability of the Chinese to get around our tariffs by offshoring some portion of producing their products.
Of course, if some ostensibly American company like Apple completely moves their production from China to Vietnam, then the lower tariff on Vietnamese products would be applied to 100% of the value of the product. Also quite simple.
I vote for just treating Vietnam as we treat China..problem solved.

does anyone know what the plan is for dealing with imports from China, and others, which cannot be replaced in the near term until factories are built in the USA?
I thought that one suggestion could be that corporations importing into the USA are given discounts and/or exemptions based on their commitment and action to investing in and building factories in the USA, with procedures for ensuring timely progress in depositing and spending funds in the USA. Exemptions without performance defeats the original purpose. I hope the Trump admimistration did their homework regarding the time necessary to build new factories.
I don’t trust commitments from globalist corps. I would be ok with for every million dollars spent in the actual construction of a US based manufacturing facility, not a new home office but actual production factory, they get a million dollars in reduction on import tariffs. If they are ahead of schedule, then they can earn an extra perk.

That is a good idea. If Apple wants to build their phones in slave labor Chy NA, pay the 400% tariff and start building plants in the USA to mfg phones here. Apple gets plans underway. Submits plans to Commerce SEC. With total dollar amt estm. And the time of start to time when plant will produce first phone. Monthly inspection report is submitted to Commerce SEC. By a certified auditor and Apple deposits a billion dollars in a good faith account payable to the U.S. TREASURY if plant is not completed and operational by the date stated in plan. The 400% tariff is reduced by 10% when the progress on the building of plant reaches 10% at each stage of the building. Example. Build out is 30% completed, tariff is reduced by 30%. 50% completed, tariff reduced by 50%. 100% completed, tariff is removed. If any phones are produced in any foreign country after U.S. production begins, 400% tariff goes back in effect and is never removed.
Do this for all mfg. moving to America. And treat Europe the same way. Europe is not our friend. They are a backstabbing USA TEAT SUCKING SOB.

Declare a national emergency under the war powers act, activate the national guard in every state, the entire armed forces and have them build all the plants and obtain the equipment and machinery needed to get the plants operational. Bring all the troops in all foreign countries home and use some to secure both the Southern and Northern borders and the rest to build the plants. Purchase the land or close down some unneeded military installations in the USA and build plants on that land. The plants would then be leased to the companies producing the goods at a cost of 50% of appraised value and financed by the US Treasury at the current commercial mortage rate, minus 2%.
This is a national emergency and we need to be able to produce these things to save the country in time of war. Every US citizen benefits. A year or two ago, Sen Charles Schumer (D- NY) was behind a microphone touting the possibility of some chip making plant in the Albany, NY area.
I did not pay much attention because he says lots of things that never materialize.

This will be interesting to watch. A few thoughts:
Vietnam maintains its insular posture wrt limiting extended “foreign” footprints, particularly for tourists/travelers and non-sponsored workers.
At the retail level, Vietnam does not allow foreign ownership, but has established economic zones that court foreign investment. There is a fun rumor floating around that affiliates of the Trump organization have been looking at possible resort/golf course investments.
Sundance has noted electronics and textiles, but the economy includes vibrant agricultural, domestic pharmaceutical, and light manufacturing activities as well as a cohesive, disciplined blue collar workforce. It lacks capacity for intellectual property development and a heavy industrial base, which is further hindered by limited domestic investment capital.
Vietnam’s middle class could maybe be likened to America’s middle class pre-WWII/pre-Unions/pre-GI Bill. I wonder if they would really want to have all the “benefits” of a fully mature Westernized middle class.
It is actually quite charming that the entire nation shuts down for the beginning of Tet to allow the population the opportunity to spend time with family for several days. During that period, workers are compensated triple overtime for essential services.
The animus towards foreign “influence” reflects the fierce independence of the people, the culture, and historical interaction. I would expect to see Vietnam continue to use relations with the US to hedge against China’s dominance and vice versa.
A good barometer would be the number of English vs Mandarin second language speakers.
The thesis that Vietnam, along with Singapore, a penguin infested island in Australia, Mexico, Canada, and other nations serving as sanitizing stations for Chinese exports into the US is sound and must be dealt with.
BUT, any disinterested observer might note that Vietnam has a pretty good case that it is due reparations with interest for damages incurred due to the US impeding self-determination and unification of the country for a decade and a half.
Or at least treatment as a Most Favored Nation.
Squeeze Viet Nam. From current trade, go to zero. Find other supply lines on this half of the world. Trying to compete with China in Asia will be futile.

As the rest of the world lines up to work out their individual countries’ fair trade arrangements with the US, Xi heads to Viet Nam to arrange his sneaky cheater backdoor trans shipment of Chinese products to the US to avoid tariffs and continue to undermine American manufacturing. Still following the “conquer and dominate” playbook.
Xi’s not fooling anyone, and is certainly making no attempt to hide it.

At times I felt I was alone, but now I think this movement is growing. Americans can still sacrifice when we have to. ‘Let’s take down the CCP’.
Well, if Vietnam intended to maintain it’s independence from China (for which I believe they fought a war with China sometime between 1975 and 2010 (my memory is fuzzy and I’m too lazy to research), the way to do that would be to open the country to US investment and US government encouragement. Specifically, set up a back channel liaison directly with Trump’s team, for commercial AND military cooperation.
My guess is that any such overture would find the current Vietnamese leaders dying in an unfortunate plane crash or falling from tall buildings, i.e. Communist style discipline. For one thing, Vietnam is still Ho Chi Minh communist, ideologically. Still a whole generate or two of Vietnam communists that any budding capitalist in Vietnam would need to … um … “silence”, before any such reproachment would be possible.
I had heard about the newly vibrant “capitalist Vietnam” still ruled by the communists, but I suspect that was all “propaganda for dollars”. Whatever.
I don’t wish for evil for the Vietnamese, but they made their bed in authoritarian communism, so they will have to live or die in the bed they made. Vietnam is fit for Chinese rule, as the Chinese colony it now is.
So, does this make Vietnam today’s kinder, gentler North Korea? If they’re both going to be puppets under China’s thumb, what’s the difference, other then that Vietnam doesn’t have nukes?

From the very beginning of trade with China, some decades ago, I never saw the wisdom of doing business with any communist nation, be that China, Vietnam, or any communist nation.
To me, trading with any communist nation is akin to giving my hard earned money to someone who, in turn, is going to spend my money buying things that they can then use to harm me and my fellow citizens with.
What do we make that the Vietnamese can use, let alone afford?
Our largest exports are inflation through use of the $US for most trade, regime changes, antiquated weapon systems and conflicts.
Our corporations outsourced our industry to China to exploit their workers, and impoverish our middle class, for “cheap” goods.
Now we have a government worker, grant writing, or dependent on subsidy economy and we bitch about being “ripped off”. Yes, ripped off by globalists and our own prostitute Congresses over decades.
The one thing Vietnam has is to be one country. They are very proud and nationalistic. Not split in 2 like Korea.
Packaged in the US in Chinese-made boxes, packages, and wraps.
Nobody here has mentioned the animus that is still felt, especially in the oldest generation, in Vietnam for Americans. There are statues and commemorations of Vietnam’s victory over the French and later over the US all over the country. They are exceedingly proud of that victory – a small country defeating the Goliath. Most in that older generation lost family members, friends, children, fathers, and other relatives due to US armed forces, the bombing campaigns, or the subsequent waves of emigration.
They have reason not to be trustful when the US comes with money in hand.
I actually worked on one of the two theme parks in Phu Quoc while it was being built starting in late 2019 just before COVID hit the world. We evacuated abruptly in late March of 2020 in time for the infamous “2 week shutdown” on what felt what I imagine is a lot like the last flights out in ‘72 did. We returned a year later to finish up before COVID took Vietnam by storm devastating much of the country.
They catered to what appeared to me to be mainly Chinese families and Russian Mobsters and their beautiful girlfriends, but we’re hoping to appeal to the US market by developing direct air service to the states. They flew a lot of freight in their passenger aircraft during Covid to log the needed flight hours to bolster the airline in that regard.
The theme parks were built as part of a mandatory investment in the region in order to obtain permits to build large scale casinos.
During COVID, foreign tourism shut down entirely and they shifted to mainland Vietnamese tourists who seemed to have never vacationed in resorts like this (or any other) before and were looked down upon as the equivalent of rednecks visiting Beverly Hills.
The whole thing seemed like a massive money laundering operation to me, as thousands of brick pavers were being replaced daily after being damaged by the same oil leaking construction equipment every night. They were either too stupid to wait for construction to be completed before replacing the pavers, or intentionally doing it for other reasons.
There seemed to be a significant resentment of Chinese control in the past by many of the locals we worked with.
If I had to guess I would say it was financed more by the Russians than the Chinese at that time, but I had no insight to any of that.
The massive Casinos were eerily vacant with hundreds of machines still wrapped in plastic and unused.
You had to apply for admission to get in to the casinos and I don’t think the locals were ever allowed in.
All of those empty buildings are resort villas for the anticipated waves of tourists that may never have actually materialized.
The island was beautiful and the building exteriors were extremely impressive. But the structures themselves are all highly questionable and I would hesitate to actually ride any of the attractions.
