Apparently, the U.S. government has been sending $6oo million/yr to universities in Australia to subsidize various college research programs. The Trump administration has told Australia the funding will likely end.
The Australian university system is in a state of panic, telling their government to declare a “state of emergency”.

Went to Presbyterian Church under Reverend Ian Grant in those days and graduated from Matamata Highschool which calls itself a college even though it obviously isn’t. Town is on provincial (blue shield as opposed to national red shield) state highway 24 although in those days it was designated a county road, and provincial state highway 27. The national food staple is ‘Watties’ baked beans on toast. (It must be Watties) and people generally preferred Marmite over Vegemite and it was a sheep farm with a shearing barn called a ‘shed’ and my Daddy (called ‘Dad’) fenced the farm using 7 wires (barb, plain, barb, plain, plain plain plain) and 5 1 inch by 1 1/2 inch battens 2 feet apart between half round posts. And lots of people drove Falcons (Ford) and Kingswoods (General Motors ‘Holden’) and we drove on the wrong side of the road. I renounced my NZ citizenship in the NZ embassy in Washington DC. And from PERSONAL EXPERIENCE, having been to Canada, New Zealanders are the worst freeloaders in the British Commonwealth. By far!

I have spent some time in scientific research, and the structure that surrounds the universities that have in depth science programs. One constant among facilities is that the head scientists spend very little, if any time doing research. The bulk of their time is spent chasing down and begging for money. If they’re not out begging for money then they are taking undergraduate results and trying to put together something that can be published. You publish or you die in that business, and if you’re not publishing papers you’re begging for money. Within that context it is easy to see how there is utter panic over the thought of one of the life lines being cut. They are so immersed in their world that they haven’t even bothered to appreciate where the money comes from. No need to panic, though. All that’s needed is for the Aussie government to step up and take care of their own. Unless, of course, there are other things going on that the US government doesn’t want its citizens to know about, so the work is being done “offshore.” (Wuhan Lab ring a bell to anyone?)
Let Australia pay for their own universities. For that matter, most of the grant money the U.S. government sends to our own universities should be halted. How many of these grants ever end up doing anything more meaningful than enriching the universities and adding to the curricula vitae of the academics?
If we really need to fund “research” by academics, let the government identify an actual governmental need for the research, not the need of an academic or university to do research, and then put it out for bid in the same fashion as a contract solicitation. Then the best qualified and capable researcher can win the contract in a competitive process. And the results of the research should belong to the government, not to the academic or the university.

The Constitution provides for ownership of inventions by inventors. The NIH promoted ownership of inventions by universities (not inventors) and BY US GOVERNMENT EMPLOYEES. The Bayh-Dole Act in ~1982 started us on the downhill slide in technology leadership. Scholars are ‘befuddled’ about why we have been losing innovation and technology leadership since the ’80s.
Universities, whhich have no ‘trade secrets” and need to compete commercially, have stolen all inventions and software copyright from professors and graduate students in their prime years of creativity. most universities run their ‘Intellectual Property Licensing” operations at a loss, unless they hit on a big drug. Invention is hard. It takes long hours and intense work. Why do it, if the universities steal it?
And there is no basis for universities to steal software copyright. This stops software innovation, and limits competition. Universities are get exemptions and are authorized to teach and benefit the public, not to stifle innovation.
I remember an especially depressing case, I think at a Florida University, in which a research group worked their a**es off with unpaid overtime, etc to win a technology competition prize of a couple million$? from DARPA. The University even tried to take it from them…
NIH funds drug research. Those government employees who determine WHAT to fund, can claim inventorship. The NIH (Including FDA) have authority to select grant awardees, and approve drugs in which government employees claim co-invnetorship. pretty clever conflict of interest, eh? And iirc, the Biden administration treated the royalties received by NIH employees as private personal information not available to Congress.
To restore US innovation, the government needs to get a simple license for government use, and the inventors need to retain ownership of their inventions made under government contract. Universities should be prevented from stealing software copyright and inventions made by students and professors. (who are paid to learn, and to teach). This was the system after WWII when we had our greatest explosion of technology leadership. Universities and industry cooperated. industry employed the university grad students. professors and industry inventors went back and forth between industry and teaching. Then in the ’80s, universities decided that industry was their prey. which is a recipe for economic doom.
And at a basic level, shouldn’t any big-time drug royalties go to the state, rather than the state university?
