Apparently, the U.S. government has been sending $6oo million/yr to universities in Australia to subsidize various college research programs. The Trump administration has told Australia the funding will likely end.
The Australian university system is in a state of panic, telling their government to declare a “state of emergency”.
One particular quote from within the Sky News article below seemingly encapsulates the mindset of the situation in the land down under:

What academics mean by “independent research” is research that is not tied to corporations, corporate money or specific business outcomes (like marketing a drug). It is research that is published in peer-reviewed journals and, theoretically at least, open to the public. Of course, the jargon used in most journals makes it impossible for most people to understand such research.
So why is the American taxpayer funding it? Because unlike empires of old that took from the conquered territories to enrich the imperial city, the American empire has been bleeding its citizens to fund a global ideology, which it pays for. It is far easier to get the conquered to adopt the hegemonic mindset if the hegemon is footing the bills.
The Anglo-American imperial project relies on both the carrot of funding and the stick of US military troops in your backyard, under the somewhat deceptive umbrella term of “defense”. Through NATO, the conquered are encouraged to forgo their own military defense in favor of a hegemonic military organization. It’s actually not a bad idea – in fact the entire hegemonic project is not a bad idea – as long as the people at the top are not steering it into destructive waters. Ukraine and the trans agenda are destructive enough, though, that the entire order is being questioned.
I believe that is why Trump and Elon are making the funding strings and selfish militarism visible. There may be a new world order coming, but it’s not the one we have been told about.

Well, most of the research scientists at USA universities are not Americans. If you look at research papers that come out of our universities most of the names on them are from Korea, china, Japan, maybe SA, etc. Very few American scientists on those research teams. Maybe one or two if you’re lucky.
