The President does not require an Act of Congress to abolish USAID. It was created by one President and it can be abolished by another.
What Ms. Green should be advocating is legislative reform of the original Act which created the entire system, adding many mandatory safeguards.

He is the Chief Executive Officer, and in that “Article 2” role he is supreme. “Article 3” cannot challenge “Article 2” in the performance of his lawful duties.

It is one thing to have SCOTUS announce a clear endorsement of the Power to Remove – unimpeded in any way by the other two branches – in the dicta in US v Trump.
