How many contractor employees does the federal government rely on, at what cost per person, and how does that compare with the cost of assigning the same task to a full-time hire?
When asked by Rep. Chris Van Hollen, D-Md., ranking member of the House Budget Committee, the Congressional Budget Office took a shot but left the $64,000 question unresolved.
“Regrettably, CBO is unaware of any comprehensive information about the size of the federal government’s contracted workforce,” the nonpartisan analysts wrote in response. “However, using a database of federal contracts, CBO determined that federal agencies spent over $500 billion for contracted products and services in 2012.”
Spending on contracting grew between 2000 and 2012 more quickly than inflation and as a percentage of total federal spending, the response said. The fastest-growing category in dollars was contracts for professional, administrative and management services, CBO wrote—the top-expanding category being medical services.
But CBO’s efforts to deepen the analysis to help the lawmaker determine whether contracting is more expensive than hiring federal employees ran aground on shoals of incomplete data.

Here’s the thing. The threshold for being called a “federal contractor” is extremely low. When I was working, the threshold was $50k in business annually.
Every company that a federal contractor used for goods and services, became a federal subcontractor. In the early 1990s, American Express won the federal government’s business as the corporate business card provider, and voila, AmEx found itself having to comply with many pages of regulations required of federal contractors.
So the details I describe are aged, but the point is that almost any employer from any industry sector can be a federal contractor.
As an independent contractor, solo, no employees, I provided managerial services as described to federal contractors and subcontractors.
The task of figuring out whether it is more, or less, cost to hire Americans as regular full time employees (that is a technical term) vs. outsourcing to contractors or hiring foreign workers is nearly impossible. It would require a whole new system of definitions & designations, sticking that federal nose into so much more than it already is; likely more regulation; and likely a helluva lot more money and cyber-paperwork.
The policy focus should be narrow. The idea is to ensure American citizens are working, a LOT. Focus on incentives to hire American citizens, develop parallel/alternative training/education systems for jobs that require specialized knowledge but not college degrees, implement the ideas President Trump has outlined for corporate taxes.

Am not a lawyer and read the Federal Register every weekday to see if there are any rules or regulations being put into effect that pertain to the business we’re involved in; but ran across this today and thought, there might be something a military or lawyer Treeper would find interesting;
it’s 34 pages, in pdf format, titled “2024 Amendments to the Manual for Courts Martial, United States” and have found over the years, if one of these items in the Federal Register goes for more than 2 pages – something big is being changed, of course this might be nothing but given everyone else’s attention is on the X immigrant matter and upcoming New Years celebrations wanted to share:

Looks like a few rules changes mostly pertaining to the conduction of court-martial proceedings. Notably there are revisions to at least one of the punitive articles dealing with assault. A preliminary look would appear to be mostly clarification of older language. I would have to pull out my copy of the Manual for Courts-Martial out of a box somewhere to compare the before and after in depth.
For what it is worth, nothing in this stands out to me as being explicitly relevant to protecting General Milley or General Austin.
