Panama did not exist as a country in 1903. It was territory under the aegis of Columbia. The Hay-Herran Treaty was signed in 1903 by the US and Columbia contracting the sale of canal zone lands. The Columbian Senate never approved the treaty. Panamanian rebels revolted in 1903 with tacit support from President Roosevelt. The victorious rebels subsequently sold control of canal zone lands to the US in 1904 for $10 million.

Note: the water source for canal to operate is the rain first in the mountains. Actually the lake is fed by rain forest n lake provides canal water. Either way, the rain forest is not making enough water, so the lake is drying up. So with no water the canal shuts down.

Give Panama a reasonable date to adjust their policies–such as 1 February 2025–and if it isn’t met, as of 2 February 2025, the Canal Zone is returned to the U.S. with interest (paid by including in the new CZ some of the neighboring Panamanian provinces, preferably on the coasts with great views).
