And there might be something else at play with regard to Blinken’s threat to withhold munitions: the US has given much of what they had to Ukraine, so much so, that their plan to divert to China was in trouble. US munition companies were advising they were not going to be able to replace the arms sent to Ukraine until the end of 2024 or 2025. It could very well be that the coffers are empty.

Caroline is right on but I can’t help thinking that they should have read the tea leaves during the Obumma administration and realized what Biden would bring. Also, in business, it’s risky and bad practice to acquire all your materials from one supplier. Making some of their own munitions would have been a good place to start.
