The Defense Production Act (DPA 1950 amended, pdf) essentially is a legislative hurdle that stops the executive from stepping into the private sector and restricting trade, commerce or manufacturing, unless the President says a critical shortage of “xxxx” is present and national security is at stake. It protects citizens from the threat of govt nationalization of resource “xxxx”.
In the event the President makes a national security determination, he/she is required to inform congress, invoke the waiver authority, and identify which sectors he/she is now outlining as a national security… such that government purchase orders take precedent in the supply of “xxxx”. Yesterday, President Biden invoked this authority.
Given the pandemic shortages are over, and given the sectors outlined, it looks like munitions, raw material, explosives, electronics and certain component issues related to the Defense Dept are outlined.
Key section: “Therefore, I waive the requirements of section 303(a)(1)-(a)(6) of the Act”…
…”specifically for defense organic industrial base supply chains critical to the Department of Defense and critical supply chains for electronics, kinetic capabilities, castings and forgings, minerals and materials, and power and energy storage.” (link)
It’s a use of the DPA definitively targeting defense materials. Which raises the question(s):
Is this to secure weapons for shipment to Ukraine?.. OR, Is this to secure a buildup of weapons for a larger purpose? Meaning, is this preparing for an expanded war effort?

Some years back I had a conversation about the middle east wars with an army veteran who had been there, as part of a tank unit. I mentioned to him I remember when all of a sudden practically all of the air fighter pilots on the other side deserted to other countries, flew their fighter jets there. I told him I wondered why that had happened.
He told me he knew why it had happened, because he was involved in it. One night, his tank unit was about to be attacked by several squadrons of enemy fighter jets. Then, all of a sudden, 4 US fighter jets showed up, escorting a round and flat bottomed craft that looked like a classic UFO. It flew by so low that he was able to see that unlike the classic UFOs, it did not have a dome on top, it had a regular fighter jet cabin on top, with 2 crew members (probably a gunner and a pilot).
The US fighter jets suddenly held back and let the UFO shaped aircraft attack the enemy squadrons on its own (it was probably its first operational field test). The army vet told me that, using missiles and LASER BEAMS, it shot down 16 enemy fighters. The ones that did not get shot down freaked out and flew away.
And then, next day, was when a lot of the other side fighter pilots began to desert bigtime.
I just got home from work, 1 in the morning, and I am tired, so I have not been able to check what side the enemy fighter pilots belonged to (it was either Iran or Iraq, it was a long time ago, so I cannot remember right now).

Our supply chain for electronics completely broke down during COVID. Some of the articles needed to complete things like ships and missiles are greatly backlogged. Also, the Great Resignation has seemingly taken a lot of welders with it, because finding competent sub-contractor fabrication services is looking rough. Remember, we aren’t talking Garands made by International Harvester and Shermans made by Chrysler. Todays weapons systems are highly complex with electronics, you can’t ship them out and fight with them partially complete. A lot of these electronics are sourced overseas.
Note “power and energy storage” is on the list too and they call out “critical infrastructure”. The move will be used to support the green energy transition.

I have looked at the ammo dump on satellite maps. It looks partially decommissioned to me. Empty bunkers and demolished concrete warehouses. The ammo stored there is old soviet cold war ammo. Most likely expired. Old ammo is unstable and does not ignite evenly. Causing artillery to be inaccurate.
The ammo dump is guarded by Russian troops and the Transnistria home guard. Ukraine is massing troops across the border looking they are going to attack it. Because they are so desperate for any ammo they can get.
The whole thing could be another Russian ruse to draw Ukraine troops away from other battles. To fight over a mostly empty ammo dump with old ammo.
If the Ukrainians get too close the ammo dump Russians will most likely just blow it up in their faces.

I have been concerned about the Ukrainians massing on the border of Transnistria and US troops in Romania moving up toward Moldova. Moldova considers Transnistria its territory and Ukraine would not go into Transnistria without permission from Moldova. Remember that Biden visited with Sandu during his European trip.
However, I have read today two articles by fairly reliable sources that say that this is not exactly a sure thing for Ukraine and it could be a feint to try to draw Russian troops from other places where they are winning. The Russians, along with other Transnistrian defenders, could put up a fight long enough to deploy other Russian troops there. There is also a great possibility that Russia could blow them up before Ukraine could get their hands on anything – which would be very destructive.

Draft may be coming soon. Voluntary enrolment is way down far below quotas. While suicide rates in active duty are at all time highs. Moral is low. A draft will only make things worse. Nobody wants to go into the Rump of Europe and face the Russian meat grinder.

I know two brothers, died in their 50s from exposure to Agent Orange in Vietnam. A friend made it to 60 yrs. before he shot himself. My generation knows about this stuff (I’m 63), but later ones don’t.

I was on a tele townhall call with my new congressman tonight. Apparently the buzz in DC about the war is that if the Russians take Ukraine, they will go for Moldova in order to take a big weapons factory there.
I glanced around a little bit. What I found was not a factory but a huge weapons depot in the breakaway Transnistria region.

NATO is spent. NATO has depleted its stockpiles to the point where the cupboards are nearly bare. This is why “donations” to Ukraine have slowed down. The West simply can’t match Russian production of arms, specifically ammuntions (shells, rockets, and missiles).
WW3 is scheduled to commence in ~2026. You’re seeing the ramping up of production now, including the media propaganda to support joining the militaries. It isn’t a coincidence that “Special Forces: World’s Toughest Test” is being pushed hard on Fox after years and years of media disgracing the military.
This is not limited to NATO countries. Australia, too, is preparing for a massive war within the next five years. They are ramping up their media propaganda for their populace, as well as ramping up recruitment and production for their military forces.

The defense industry is bribed with contracts. Most working in the sector are debt slaves, they mostly stay quiet and go along (and accept coerced experimental shots) to keep their paychecks, this includes contractors and supporting corporations, DoD civilians, and the affiliated family/social spheres.
The Ukraine march to war is first off intended to deplete US weapons and ammo. Setting the US up to capitulate in the coming war with China-Russia.

Long comment for me, but…
I can comment on some of these issues because I’m a recreational precision rifle shooter. I shoot twice a week on a range that also hosts LEO and FED agencies. There are a lot of unknowns here. I can only comment on the SMALL ARMS side of things because I don’t know much about the propellants used for the artillery shells and other heavy explosives that are being used the most over there.
The small arms platforms used by the Eastern Bloc side are different that those used by the West/NATO. Russian Federation (RF) has ALWAYS used different calibers because they don’t want their ammo to be used by the other side. However, there ARE a lot of AR15/M4 platforms showing up on dead Ukrainians that use the 5.56 (0.224in) NATO round. Not much pistol (9mm) ammo is being used over there for obvious reasons. The fighting is what I call “Spray and Pray.” They use a lot of ammo aimed poorly at targets downrange (at longer distances such as 200-> yards) and there is not much precision going on in most battles that I can see. Just a lot of lead/copper flying through the air. There also is a lot of trench clearing. Most of the deaths that I’m seeing are from fragmentary devices. The Eastern Bloc platforms use 7.62x39mm “AK47” and 5.45×39mm “AK74” rounds. The “normal” ammo plants that used to provide those cartridges to the non-RF countries are now **in RF territories**. The US is not (or was not) tooled up to make those rounds because the RF produced the (junk) ammo so much cheaper. RF can literally produce about everything in 10x greater quantity per unit time.
Now, in terms of the propellants, again, RF has the nitro plants to convert ammonia to single or double based small arms propellants. RF also has the materials to produce primer compounds to ignite the propellants that push the projectiles–there are no “greenies” over there. Russian primers are made to work in all conditions–they don’t worry about toxic byproducts or environmental impacts. The RF primers, proper, are also different than western primers. They are called Berdan primers and ours are called Boxer primers. I don’t believe any company in the US produces Berdan primers because the cartridges that use them are considered non-reloadable. Berdan cases CAN be reloaded, but trust me, you don’t want to do it. Boxer cartridges are mostly reloadable, the exception being some ammo used for practice by our very own DHS and Air Marshals. That pistol stuff is marked either “NR” or it is purple in case color–junk.
There is one major company in CZ (Explosia/Lovex) that now has to pick up a lot of propellant production for the NATO side. Fiocchi in italy may produce their own propellants, and definitely Vihtavouri in Finland makes outstanding powder (that I use). I think S&B brand (Serbia) got their powder from RF. Our own Western Powder made their name by IMPORTING a lot of powders from CZ. And, ADI (Australian Defense Industry) produces one of the most beloved bragged powders over here: aka “Varget”. This is old, so it may have changed, but there is one plant plant in St. Marks Florida that produces military grade propellants. Another plant is in Canada that is used to make the “IMR” (Improved Military Rifle) brand propellants.
All of the propellants over here disappeared during the covid hoax…hoarders specifically wiped out the powder market.
Patriot defensive shooters over here are sitting on literally several thousand (at least) 5.56 rounds and probably just as many 9mm/45cal rounds. Virtually no one shows up at the range with other calibers such as 40cal, 10mm, 38spl, etc. 22LR rimfire is also heavily used in pistols and rifles. And boxed or retail ammo has been so cheap that I cannot reload them for the retail price. So, patriots are already ready to go, so to speak. I reload both rifle and 9mm because retail ammo has relatively poor accuracy at longer ranges and non-expanding full metal jackets (FMJs). I build 5.56 NATO, 6.5 Grendel, 6mm ARC (Advance Rifle Cartridge), 7.62x39mm (all of those AR15), 6.5 Creedmoor, 243 WIN (those are AR10) and 9mm cartridges (AR9) to use expanding projectiles that produce the maximum tissue damage on impact–the *.mil contracts cannot use those projectiles. If you want to call it reloading for “hunting”, so be it. Expanding projectiles also easily penetrate the softer body armor for the game that wears it. So, I build for maximum velocity, expansion, and tissue damage. The precision bolt cartridges I shoot are 22-250 REM, 243 WIN, 6.5x55mm Swedish. Other people do similar cartridges and have supplies to shoot for a while.
The ones that might be affected are the people that have purchased firearms and have never shot them, or, they shoot them very infrequently. There are A LOT of those people out there with “Closet Queens”. A Lot. Shotgun people generally have their stuff pilled up.
Right now:
1. It is becoming easier to obtain the “good” propellants/powders. It has sucked during the covid hoax. People are sitting on 8lb jugs, apparently.
2. PRIMERS have continued to be scarce. Primers have increased 10x in price relative to pre-covid and you can’t easily find them.
3. COMMON PLINKING PROJECTILES are easy to find. Good ballistic projectiles are not easy to find. Inflated covid prices are up by about 30%. The off calibers are not out there. The projectile companies are making what they can sell the fastest.
4. I hear there are COPPER AND LEAD shortages for the projectile makers.
5. I hear there are primer compound shortages.
6. You can build an AR15 for about as cheap as ever and vendors are heavily discounting parts. They are trying to push the inventory.
7. You can bet the government is trying to “pinch” the ammo side as compared to the firearm side. Rifle/pistol builds will never be affected by the government, regardless of what they think. People are doing things like re-barreling AR15s to fine tune accuracy at greater distances, or they are building short barreled platforms for urban door to door work.
In terms of some comments here:
8. Your local and federal agencies WASTE a tremendous amount of ammo. I’m serious here. They practice at very close range using mag dumps, but they don’t PRACTICE LIKE IT’S THE REAL GAME. This includes the so-call SWAT/TACTICAL people. Shooting skills are perishable. Sure, they’ll drag out an old car on the range and shoot it up. But, their SWAG is most important (to these self-absorbed kids). Most shoot poorly and their equipment is junky. And, I can literally tell the status of their equipment by looking at their fired brass–It’s pathetic.
Preach it, brother! I frequent a local range where the Tacticool Kids (Young Feds) show up and try to “Fit in”. They don’t. We live near Quantico. My daughter shoots better than they do, with a lot less brass time. And she knows how to reload, they don’t… But they spent $3000 on an AR platform with a $2000 6x24x50 scope on it… So, they can really lay down that 5MOA shotgun pattern at 100Yds.
The future will be interesting.
All my handguns are either .380 or .40. I did this specifically so I could find ammo easier than say, someone with a 9mm can. I also have lots of 7.62×39 as I have a NATO spec SKS 🙂 I have also added a few PCP rifles to my arsenal. One is a .25 Bullpup stainless and the other is a .50 Seneca Dragon Claw. Oh yeah, a few crossbows, too, for good measure.

You could always find 9 mm during the shortage, it was pricey but available. No so much with .380 or .40 cals.
I can remember not too long ago when .40 was very difficult to find and the price for .380 had accelerated faster than any of handgun caliber. It was ridiculously expensive.
IF you have the means my advice would be to ‘invest’ in the other popular handgun calibers (9 and 45) to ensure the likelihood of being able to have ammo of one on hand if the supply of the others gets lean.

We were told that one result of the Ukraine sanctions was shortages of ammonia and fertilizer, associated with the natural gas shortages as well as ammonia and fertilizer themselves.

Although you completely omitted the destructive equipment that they will possess and you will not, and that is what will make the difference.
All of that destructive equipment needs a lot of maintenance. And the expertise to go along with it. You go to most agencies today and half the cool toys don’t work on a good day. I’d bet most of it won’t work after a month of heavy use in the field. Maybe I’m being optimistic but…. the incompetency and corruption is soooo bad, I think anything sustained will expose them as paper tigers.

US production capacity for consumer ammo seems to be at the mercy of JoeBama’s war mongers. Meanwhile, US legislators and regulators are constantly pushing new ways to constrain civilian access to ammo.

Primers were and may still be in short supply is not a secret nor a shock. The CEO of Federal said he makes a lot more money selling completed ammunition than the components so his ammunition plants get his primers, powders and bullets first. Anecdotally during the fraud my local Cabela’s had zero boxes of most ammunitions and only ones and twos of some of the lesser used rounds. Now the shelves are full and restocked daily and prices for most ammunition has come down. I’ve noticed this too from on line sources. The old days are gone and prices are not coming down significantly going forward, have to deal with the new reality sad as that is.

Not emphasized is the fact that the same precursor chemicals — ammonia, etc. — are needed for artillery rounds as for small arms and every western nation has dramatically drawn down war stocks of artillery ammo. At one point Ukraine was shooting as much 155mm in a day as the U.S. can produce in six months.
Of course other nations were supplying much of that ammo so our situation’s not quite as grim as it would be if we were supplying it all, but we’ve still got a severe shortage now.
Those stocks will be replenished — clearly one of the reasons for Bidet’s order. And given that military use priority, more tons of already short supply feedstocks will go into artillery propellants than small arms, especially because much of the small arms ammo consumption in the U.S. is civilian and we will be bottom priority. Wouldn’t surprise me to see domestic production of civilian calibers just about dry up.
Call this semi-informed speculation but I think civilian ammo and powder shortages will become much worse here in the future.
