Do not make the mistake of automatically lumping USEPA in with other agencies and interests that have their own perspectives. USEPA is largely made up of engineers who have their own views.
If you recall, it was a USEPA engineer who told everyone involved with the Flint Michigan water agency that they could NOT just start using the caustic river water without treating it. Flint ignored her, and the untreated river water ultimately did what that engineer warned them about and ruined their entier water supply infrastructure by eating through all their pipes.
This fellow is carefully NOT starting a fight with other agencies or the state, but he clearly does not think it is safe to fully deploy his engineers. That may also be why FEMA isn’t there yet as well – the whole damned site is still too dangerous.

Things are getting really scary. My sister called the other day having a meltdown over how bad the country has become, she is scared. What is scary to me is that she has woken up. That means things are far worse in the grand picture if she sees it.
That was 2 weeks ago.
That happened in Chicago Heights, a south suburb. near the Indiana border. I heard somewhere that they want to gentrify the area.
Retired Magistrate here: Ohio State Senator, Michael Rulli, who lives about 10 miles from East Palestine, Ohio is telling residents, “don’t drink the water or bathe in the water” and to leave and get a motel/hotel room because the area is so dangerous. He is a small business owner in the area and states there are 48 farms in the area. No soil testing has been done so the farmers, who should start planting in about two months or sooner, are left hanging.
Also, the Pennsylvania Health Department has advised its residents close to the Ohio border to totally wash the outside and inside of their homes but don’t vacuum because it will just blow the toxic particles around! A lot of the homes in East Palestine are old and have what appears to be asbestos siding which is very difficult to wash because the crevices in the siding make it difficult to get dirt out. So what are people supposed to do? I guess put on a Hazmat suit and start spraying and washing in the middle of Winter?
No wonder people don’t believe anything the government says. Oh, its fine for you to drink the water, bathe, and go about your business but we aren’t sending any of our people because you are expendable but they aren’t.
Actually, for some contaminants growing crops segregates the toxics in the plant. Then you send the plants to the toxic waste dump.
But the farmers have to put the labor in to grow and harvest something that will go to the dump.. Who will pay? FEMA wouldn’t help a single private land owner here in Black Forest but spent $10s millions on flood mitigation for the national forest above Waldo Canyon.
Who will pay the farmers for a lost year? Who will pay the Dairy farmers for their herds?
I read somewhere today that in Cincinnati, they are closing the Ohio River access related to municipal water supply from the Ohio River….
In my own brief searches, I did find that there are remediation techniques out there but I am sure that it is not meant for a whole town and related extended areas such as farm land and pastures. I know not much else about that.
Dairy farmers will be entering calving season soon…safe pastures? Am not optimistic.
Asbestos siding, the feds will come in and condemn the homes with said siding, no doubt.

I would like to make a tangent observation related to this tragedy.
While it can be argued that FEMA stepped up after Trump announced his visit next week, the previous FEMA announcement that the area didn’t qualify for aid was due ‘property damage’ was not severe enough.
I want everyone to think of this from a non-living perspective. You, as citizens (living human beings) are of no consequence to government at any level (the State). What is important to the ‘State’ is what government protects – PROPERTY AS IN REAL ESTATE!!!!!
You don’t own your homes, maybe an argument for the house (improvement – legal real estate language) or money generating physical properties. You own a ‘bundle of rights’ to the property. Try not paying your property taxes and see what happens to your ‘ownership.’
Having stated that, the ‘State’ does not like to have diminished value to the ‘improvemts’ you as the fictional ‘owner’ made to the property because the property is then not able to generate the same amount of property taxes due to the diminished value.
Think about what I just described, try to disprove if you can, and then let it sink in in relation to everything around you.

Does that govmt’ desire for higher (appraised / tax value) play into the decision to rebuild an area (after a natural disaster, tornado, hurricane, earthquake etc.) ?

and a decision, over time, was made to not rebuild the town (it was in a flood plain, meaning another flood was likely in a 100 years +/-).
