Exactly, I think this might be the ploy, He buys large portion of stock, then says he is going to buy the rest at some high price making it impossible for the clowns to reject the offer ($44B) he then begins to expose them which causes the stock to dive, and then he requests inside information which he is now eligible to receive inside information, as are any and all of his financial backers.
He certainly never intended to buy Twitter if it was overvalued, which is definitely the case. I’m sure he had done his homework and saw a worst case scenario as exposing Twitter as the fraudulent bastion of left-wing biased cancel culture ideologues. Something that would at least lessen their influence in the town square. And that is a very good thing because it will level the playing field between them, TRUTH and Gettr.
If I were Musk I would short the stock as an insurance policy to get as much of his money back from his current 9% holdings when the stock really crashes. Of course that might be illegal considering his current offer and position.
However else it goes I think he was always going to expose Twitter’s operations and fraudulent organization no matter what.
The PV videos only lends credence and confirms what a lot of people have suspected about Twitter for a long time.
As an owner of 9% of the stock, he is in a great position for a shareholder suit against Twitter and its board for fraudulent activity against shareholder’s interest. So, even if the stock tanks and he loses money on the price drop, he may be able to recoup some of that loss by suing. Plus, shining sunlight on their corruption is good. For this action I like what he is doing.
The commie fkcus at Twitter might just come to learn that Capitalism and Profits are in the shareholders interest … and they can’t simply TAKE shareholder investment and squander it. And they can’t intentionally LIE to shareholders.

I’m thinking the liability issues associated with Twitter’s possible underestimate of bots may be gargantuan. Every shareholder who bought shares after the deceit began has a claim for the difference between what they paid and what it would have been worth with accurate disclosure. Every advertiser who bought adds based on inflated numbers has a claim for a partial refund.
Add all that up over the time period of the fraud, and Twitter may have negative value.
Elon may be able to buy the assets out of bankruptcy.

It appears fraud on many levels was rampant in the organization and had been for some time. Given those facts, the executives and board members should be checking their insurance policies to see if there is coverage.
