While it is important for states to act in this lawsuit, it is just as important to get a proper unsalted message out to citizens here in the state to learn about these developments and what it means and why it matters.

I think you will find the regulations in question, both as regards to entry of persons into the US as well as mandatory masking, are authorized (or at least CDC claims so) under the Public Health Service Act of 1944 as amended, which is codified at Title 42 along with many other laws such as Social Security. They are all about COVID regulations.
