The timeline and what they were studying is important.
The government agreements were from about 2005ish? (Please correct me, if that’s off. May have been earlier.)
Anthrax was an important subject of research in these labs. After 9/11 and the anthrax mail attacks, the funding flood gates opened for construction of BSL-3’s domestically, and apparently abroad, specifically for the study of anthrax, and “bird flu”, irr.
Nanotech and genomic research had taken off along with massive capital campaigns, and construction of lab infrastructure to support the research.
The flood of funding resulted in prototyping of labs and animal facilities to support the new technologies and discoveries. The prototypes were proof of concept tests to support the design and construction of much larger life science research laboratories in planning, irr.
From the documentation found at posted links attributed to government websites now removed, these were not large labs, imo. Construction budgets of apx. $1.8 million are noted. In 2004ish, $700-800/SF was a valid budgeting figure for design-build construction of this type of space, retrofitting into an existing building, irr.
Ultimately,and much later, we learned that the strain of anthrax used in the attacks came from a DoD lab (Fort Derrick), according to reports, not a foreign terrorist organization.
It doesn’t take much space to carve out space for research, but the supporting infrastructure to conduct the research safely is a different matter. Toxic emissions, live toxic liquid waste, contaminated solid waste, infected biological waste and animal carcasses, chemical waste, all require treatment and safe disposal back into the environment. It’s a big deal.
The lab in Wuhan should have been state of the art by 2019. It clearly wasn’t, according to translated reports on the design and construction of the lab. (So much so that I doubt that the P4 lab was being used by EHA from 2014-2018.)
How well did the DoD do in Ukraine in verifying that the labs that the US funded are safe?

Everyone is looking for an infected researcher in Wuhan. Perhaps they should be investigating the biotoxic waste hauler for the Wuhan lab and also the wet market. (Wuhan only had one certified waste hauler for both.)

Sadly, I agree. As to funding bio research labs in the Ukraine (and China), why would the US do ANY kind of bio research for national security reasons outside the US? That simply doesn’t pass the smell test. I’m becoming more and more convinced that US citizens are going to need those 300 million plus weapons we currently possess.
