updateUPDATE: Federal agents on Wednesday arrested a suspect in the mailing of letters to President Barack Obama and a U.S. senator that initially tested positive for the poison ricin.

The suspect was identified as Paul Kevin Curtis of Tupelo, Miss., federal officials told NBC News. They said he may appear in court as early as Wednesday night.

Both letters carried an identical closing statement, according to an FBI bulletin obtained by NBC News on Wednesday.

According to the FBI bulletin, both letters, postmarked April 8, 2013 out of Memphis, Tenn., included an identical phrase, “to see a wrong and not expose it, is to become a silent partner to its continuance.”

In addition, both letters are signed: “I am KC and I approve this message.” (link)

MORE: [Via Weasel Zippers ] Under the heading, truth stranger than fiction, Kevin Curtis from Tupelo, Mississippi  is a professional Elvis Impersonator, who goes by “KC” (short for Kevin Curtis). That also might explain why the letters are sent from Memphis, Tennessee, home of Elvis.  On another site, he uses the same phrasing as in the letters sent above:

“It may take the rest of my life but I’ve been at it for 13 years now and have NO PLANS to stop this journey and crusade for JUSTICE. People called me “crazy” and a “nut” 12 years ago. Now…today..what are they calling me? Hmmmmmm……some food for thought. This is KC & I approve this message.”

WASHINGTON DC –  [B]oth letters were apparently intercepted on Tuesday. They never reached the Hill or the White House.

An FBI bulletin obtained by Fox News said the letter sent to Obama is still being screened.

The bulletin said both letters included the phrase: “To see a wrong and not expose it, is to become a silent partner to its continuance.”

Kevin Curtis had apparently been desperately trying for years to bring “National Attention” to his conflict with his former employer in Mississippi, a hospital.  In his complaint, he alleges that he found body parts in a older refrigerator and accuses his employer of trafficking in the black market organ trade.  He had confronted Wicker in the past, as well as other local legislators.  This past history explains why he was “known” to law enforcement.  Like the ricin letters, he signed his complaint,

“This is Kevin Curtis and I approve this report”

…”have no faith left in the Mississippi Justice system. I feel my coming forward with my story and releasing it to news media all over the USA in 2001 has helped expose the illegal body parts and organ trade market world-wide.

I personally sent out more than a million emails in one year detailing what happened to me when I found the body parts at NMMC. In 2004, 4 arrests were made in New York City. In 2006, another illegal body parts scam was discovered in North Carolina. I am confident that although no local media has agreed to put in print what happened to me in Tupelo or the trigger-happy, intoxicated assistant DA, I know in my heart that my coming forward has brought national attention to this terrible and illegal black market.
