The entire system is bloated and needs to be eliminated. However, I will just note for the record; no one ever talked about the staffing level at the Office of the Director of National Intelligence until Director Tulsi Gabbard was appointed to head the agency and for the first time in history utilized the legislatively created power of the office over the entire Intelligence Community.
Several years ago, CTH was outlining the unrealized power of the office; we even went further and explained in detail what changes that office could make to rein in the larger Intelligence Community, including the CIA, and not a single person in DC was ever concerned about ODNI staffing level. Suddenly Gabbard started making changes, big changes, like removing the National Intelligence Council from the CIA and simultaneously the DC system started shouting about reducing the office. It’s a little, well, ironic I guess, in a DC way.
Today, Acting DNI Bill Pulte notes another round of staff removals:

When I was first hired as a Federal Employee, my Director gave me this advice:
“the way to become a successful federal employee is to need an assistant, and then your assistant will need some help, and after awhile you will have built a team to manage, so you will always be needed”
It isn’t enough to just fire a bunch of people, entire teams need to be evaluated. I can attest that there are massive inefficiencies and “work” going on that is window dressing only.

This is one of the major problems in the DS and IC removals because they walk away without a job but hold onto their privileges.
This should be standard procedure along with taking access keys and badges and freezing computer access.
Security is on a need to know basis. Say if one has a Top Secret Clearance, they are not privy to all Top Secret info until such time as meed to know. There are many layers in that community. In the military, I had a Top Secret w/Crypto access Clearance, the day I left the military my Clearance was null and void! I still carried that in my resume though! That is not an easy accomplishment and still proud of it today. It shows you had a thorough background investigation. There are/were two types of Clearances, DoD and AEC! They are different from each other. All commissioned officers in the military are granted Confidential Clearance status. If you lose that Clearance due to an action, you can kiss your security life good bye. Just remember it as like a privilege. You went through one helluva ordeal.

The fact that there are 17 redundant agencies is also a concern.
It is time to combine and reduce that down to lets say “ONE.” The office of Naval Intelligence could take the whole overseas ball, and the US Army office of Domestic Intelligence could manage the domestic side, and all of these people could be delisted and sent packing.
There should be no more than 3 people from each of the 100 (or whatever) intelligence gathering entities. An odd number so they agree on a “consensus” view and even then the consensus should be doubted.

This is absolutely incorrect. The CIA led a disinformation campaign day one the ODNI stood up against that organization, and for years pushed with their pasties and ignorant followers in the SSCI the SNI was too large. The original DNI staff was less than 700, but the centers added to that. CIA grew exponentially larger, and DNI Clapper and PDDNI O’Sullivan used the joint duty assignment process to further embed and control not only all senior DNI positions but every deputy position across the IC with CIA complainants. DNI did need to be cleansed from the latter, but so now does the entire IC and with it the dismemberment of the CIA and a major overhaul of the National Security Apparatus (DOW, DOS, IC, DOE, DHS) as I detail in my book.
