If they shoot down the tariffs, Trump needs to order Customs to inspect and catalog EVERY SINGLE item coming into the country from China. For national security purposes, of course. When it takes a literal year for items to clear Customs, China will be begging for the tariffs to be put back in place.

The people that pay the military are considered non-essential which stops their paychecks. I went without one pay when I served which was survivable as we received two pays the next scheduled payday. But for young low rank people with families it can be a real hardship, especially if under an E4 and it extends to a second payday.

I’ve read elsewhere the plan seems to be to reprogram R&D funds. R&D (research, development, test, and evaluation) money is appropriated as “two year” money . That means money appropriated in FY25 is available until 30 Sep 2026. In DoD those top level categories (military pay is another) are referred to as “color of money”.
Reprogramming (moving money between programs) normally requires approval of Congress and is enforced by the Comptroller General who works for Congress, not the executive.

Sanctions on oil purchases trying to influence Russia to not… and efforts to get EU to either cooperate with Russia or purchase from us or our ally (possibly an Iran deal to aid them away from nuke efforts even though thats squashed by the bomb)
Getting the military back on track and paying them = all leads to the idea of a direct confrontation between US and China coming.

Pay the most junior troops first, if it comes to that. Most officers have somewhat of a financial buffer (enough, at least, to float themselves until the next paycheck). A lot of the younger folks live paycheck to paycheck. Plus it would be a huge boost to morale for the rank and file to see that they’re being prioritized.
