Lt General William Joseph “Joe” Hartman is a University of Southern Alabama graduate (class of ’89). Hartman had served as the deputy commander of U.S. Cyber Command, and previously served as commander of the Cyber National Mission Force. Before that, he served in various infantry, intelligence and cyber operations military roles in the U.S., Germany, South Korea, Iraq, Afghanistan and other locations.
WASHINGTON – President Donald Trump is expected to nominate Lt. Gen. William Hartman, the acting leader of both the National Security Agency and U.S. Cyber Command, to formally lead both agencies, two people with knowledge of the situation told POLITICO on Thursday.
Hartman has the support of top officials at the White House, the Office of the Director of National Intelligence and the Defense Department, according to one of the people. Both individuals were granted anonymity as they were not authorized to speak publicly.

Hartman’s nomination follows Joe Francescon being picked to serve as deputy director of the NSA.
This is a critical nomination. It is a very interesting dynamic. The Senate Select Committee on Intelligence (SSCI) can block a nomination that is against their control efforts and that ultimately this becomes how the SSCI controls the power dynamic within the intelligence apparatus.
Deputy NSA Director Joe Francescon did not require SSCI nomination, and Joe Francescon was fully supported by DNI Tulsi Gabbard. To become Director of the NSA William Joseph Hartman appears acceptable to Gabbard, acceptable to the White House and acceptable to the SSCI.

Here we go again. No SSCI members tanking his nomination, after the top ranking member wanted to eliminate Tulsi’s position. What a tangled web we weave.
Agreed. I don’t want to read too much into what Sundance posted, but I take what he said the same as I think you have… I am wary now of the SSCI’s zero-resistance to this nominee.
In the best-case scenario, Hartman is internally ready to do the job the correct/intended/lawful way and has managed to present himself as palatable to the corrupt actors in the SSCI. I hope that’s how this goes down.
Some people’s bonafides make them very, very difficult to oppose without giving the game away.

I’m gonna go out on a limb here and guess his views are like Tulsi Gabbards.
They take their jobs very seriously and they try to keep their politics out.
I know a lot of guys in the military that were like that.
Unfortunately, we also have other examples like Powell, Mattis, Rogers, etc.

Certainly has a great set of credentials and career path that reflects successes, not staffing positions to avoid challenging assignments. That he is not a “ring-knocker” (Academy grad) is a plus, meaningful when pushing above 06 selection boards. On balance, encouraging from what little I can see.
Biggest question: how does he vote in elections? If he or anyone in his family has ties to the Democrat party then no.
The SSCI needs to be brought to it’s knees.
I think we learned from the example of Admiral Rogers just how little actual power a figurehead has.
The most important question I have for General Hartman is his stance on FISA-702 and its weaponization against Americans.

I’m not sure how much longer we will have you available to ask these questions, as your potential world-saving project may soon take you away from us.
But I have been suspicious of the SSCI due to potential ‘personal pressure points’ on the committee personnel that aren’t public.
I wonder if the recent expulsions of various characters that might use protected information to apply that pressure on the SSCI have, in essence, liberated the members from potential coercion.
Hopium-infused JoeS hopes that Tulsi may have cleared away some of the behind-the-scenes issues that have been stymying the President’s choices.
