What is not stated is which countries would be providing the security guarantees under an Article 5 like proviso.
What we know is that Trump will not let USA be one of the countries. We know that Russia will not allow any NATO country be one of the countries due to root causes. Nor would Europe want to do it without USA there to hold their hand.
This means that first, Russia, is likely to be one of the countries, and likely other BRICS nations or non-affiliated Mideast nations with good relationships with Russia.
China, India, Sauds, UAE are the type of pool of candidates that they will be looking at. Russia will put forward NK and maybe even Iran but no one’s going to accept those two simply on optics.
The Russians will want the security guarantees to be tripwire proof. Ukes and EU will want the guarantees to be tripwire susceptible. This is where Trump needs to use the hammer.

Sec Rubio was interviewed today, and he sort of downplayed the Ukraine conflict as not that important to the US, but repeated that we are only involved to try to stop the killing (and that PDJT is the only person who can get a meeting with Putin, so if he doesn’t get involved, the war will continue).
Rubio did mention (when pressured by the interviewer) that the US could impose strong financial sanctions on Russia. But, he said that would be a last resort because they would only do that if peace by agreement was not possible.
He needs a peace agreement to stop the killing and stop bleeding our money to Ukraine. It’s what he promised and what millions of Americans expect!
