There are, as best I can fathom, three possible options for what you are about to read from Texas Senator John Cornyn.
The outgoing senator sent this public statement via his X Account:
[SOURCE]
It is the official position of the United States government that Ukraine has never had access to the “Starshield” global satellite system used by the United States military for communication and global guidance targeting. Giving Ukraine access to Starshield would be akin to the United States operating missile and drone targeting of nuclear armed Russia.
For obvious reasons the U.S. government would not want to escalate to direct military conflict with a nuclear-armed power.
Senator John Cornyn is a member of the Senate Foreign Relations Committee; Senate Select Committee on Intelligence and Cornyn has been a long-time tenured member of the Republican Senatorial Leadership Team. There are three options behind this X message:
Option #1 – Senator John Cornyn genuinely doesn’t know that Ukraine has never had access to “Starshield.” The implications within this possibility are alarming, especially when you consider his senate office staff wouldn’t stop him from making a public fool of himself.
Option #2 – Assuming he’s not made a mistake. Senator John Cornyn has just publicly exposed a deep state, highly classified secret, outlining to Russian Federation President Vladimir Putin that the United States has indeed been operating the Ukraine targeting system against Russia all along. This has major implications.
Option #3 – Again, assuming he’s not made a mistake. Senator John Cornyn has just exposed that elements within the United States government are controlling military operations and operating without the knowledge of President Donald Trump and Secretary of state Marco Rubio.
You choose.
One thing is very clear, someone from Vladimir Putin’s office is very likely calling someone in the White House chain of command to gain clarity. Maybe that ‘friction’ and/or ‘deconfliction’ problem is the reason Cornyn wants to kick sand?

The timing suggests the fourth option you just mentioned casually. To thwart any progress on peace by hoping to piss off Putin. Won’t work because i’m sure Putin already knew or suspected.
I lean towards #3. My first career interest from late high on (I know this sounds like precocious BS, but it’s true) was strategic political intelligence. I recall my first formal sit-down class in national security policy, the text book had a chapter on the National Security Act of 1948 which established the legal basis for the institutional structures through which the Cold War would be waged. The CIA was formed under it and given the strategic political intelligence function. I remember thinking at the time “What were we doing before? Were we just going without it?” It didn’t seem so important to find an answer to that question so I didn’t, because the Cold War had just ended and we were entering (or so I thought with the silly naivete of youth) an era of peace and cooperation.
Several years ago I came across Bendersky’s “The ‘Jewish Threat’: Anti-Semitic Politics of the U.S. Army” and learned that we DID have pre-WW2 strategic intelligence function but it was carried out by U.S. Army ‘Military Intelligence Division’. The MID was staffed with and led by patriotic career officers committed to the defense of the American people, not civilians whose employment can terminated almost by fiat (retention of security clearance is a contractual job requirement) and hence know career insecurity if they oppose policies of appointed political leadership.
The MID was dissolved one day after Pearl Harbor. Nothing moves quickly in Washington DC. Plans for the abolition of the MID, a bastion of American patriots, had obviously long since been prepared and were ready for when the war inevitably started. Roosevelt and his band of progressives and communists were traitors all along. It was their people who designed and implemented post-war institutional architecture, not American patriots, and they deliberately did so in ways both to serve their internationalists objectives and to proof those institutions from being reined in by any later Presidential or Congressional ‘interference’.
So option #3 is perfectly plausible. Pres. Trump and Sec. Rubio may or may not have known, but for damn sure it didn’t matter. It was going to happen whether they knew or approved or not. There is no accountability. Full collapse is the cure.
Dissolving on day one after PH is no coincidence and what some have said about leadership knowing of the PH attack sounds more likely as time goes by.
Just like 80+ years of being told Hitler committed suicide in a bunker only to find out them crazy conspiracy people were actually correct that Hitler bore children and lived in Argentina until the mid 60s
Another
optionpossibility is that John Cornyn is trying to sound relevant and important as the sand runs out of his tenure of office.Zelensky ‘pleads with US Senate for help on battlefield’ after Trump calls to replace Ukrainian leader

Before choosing any option, the validity of the underlying premise must be examined:
”RECENT REPORTS ON STARSHIELD SATELLITE COMMUNICATION DISRUPTION”: whose, source, evidence, true or false or just rumors
If this premise can be verified, then the entire statement is based on quicksand – IF Rs retain the House.
If Ds win the House, option options 1, 2 or 3 can/will be used for impeachment #3.
Cornyn is just the messenger.
I’m probably making this too simple.
OTOH, Occam’s Razor.
Cornyn, Tillis, and Shaheen are all national disgraces.
Don’t let the door hit you in the @ss, you disgusting anti-American turncoats. Party is of little consequence when the individual is a deep state operative (which very many of them are).
Good riddance to all three of these repulsive dunces.
