The same head-in-the-sand approach progressive DA’s use with crime. They quit prosecuting offenses, police quit arresting the criminals, and then they crow that crime is down because of their progressive policies even as the city descends into mayhem.
Cooking the books by not counting crimes committed isn’t the same thing as reducing crime.
The government can “change the nomenclature” any time they want, just like they cook the books with changed economic calculations. By 1980 calculations the inflation rate is about 16% and the pre-1994 calculated unemployment rate is 24%.
