Whereas both they and the government are incorporated entities there is a far simpler and stronger solution: remove the corporate veil. Make the corporate officers 100% commercially and personally responsible for what they create.

The AI developers should not be giving it human characteristics such as describing it as “super intelligent” or even just “intelligent”. AI consists of applications developed and programmed by humans and it will never be sentient. It is what they are programming it to be, no more and no less.
Ascribing AI with human characteristics like that seems to me to be an effort by those AI CEOs to distance themselves from potential liability for its misuse, as if it can commit misuse all on its own and they have nothing to do with it. AI is what they are making it to be and they must remain responsible for the potential misuses they are knowingly making it capable of inflicting. If they do not like that, then they should have already been developing and implementing the kinds of safeguards, controls and audits that PT outlined today.
I still remember what I was taught in early computer science courses, (yes, I was still using punch cards). A programmer must tell a computer what to do and what not to do. Nothing more and nothing less. That is what is contained in this Joint Commitment on Frontier Responsibilities.
If you strip the hype away, AI is the rapid retrieval of data and use of statistical analysis to make predictions based upon patterns in data. When we hear stories of software from AI labs hacking into databases, what we are seeing is software performing actions that reflect the values of the programmers and lack of forethought.
As for Biosecurity, since the 1960s, the central tenets of Biosafety have been an honor system, the theory of self-preservation, and institutional accountability. Ideally, a researcher will honor an institutional system designed to provide oversight over risky research and researchers will limit the risk of their research to protect themselves. What we have learned is Biosafety was built upon Western values (Christianity) and not everyone shares these our values. Once the honor system, self-preservation, and institutional accountability are removed from the system then a strong Biosecurity approach is required to counter those without honor and/or those who do not care if they create a biological threat and die from it.
From the perspective of a computer program, it is not difficult to program in safeguards. That is why the Biosecurity commitment is based upon building safeguards and internal processes to ensure compliance.
A common example of safeguards written into software is Google images. Try pasting a picture of someone who is not a public figure into Google images. It will not identify the individual and provides a statement that responses for people are limited. Google placed safeguards in that tool to keep from being sued.

I suspect there are issues either with the order and logic of the underlying algorithms or someone ignored (or hid) how tasks were completed during the refinement of the decision making process, aka, A.I. training. Every person involved in this process introduces their bias and morals into the software. Many consider the entire AI training process to be unethical due to the questionable use of copyrighted material and IP. The $1.5 billion that Anthropic paid to settle a case will be nothing more than a rounding error when the company goes public.

very fast but doesn’t have a stateful memory. I can ask it exactly the same question just one hour apart and I’ll get a different set of answer. Sometimes, it is the same answer, but often it is not.
it becomes clear it cannot actually search for real time data, or read accurately things that we human can easily read and understand with accuracy. Example: I ask it for the open, high, low and close for a particular asset in a given range of dates, and it makes significant mistakes. When pressed, it explains that it “synthesizes” answers. So from the perspective of being accurate, I give it a score of F. It really does matter to get numbers correct.
when I press it about incorrect responses, such as the actual shifting sequences for a manual 4×4 shifter common in nearly every GMC since 2014, it responds “thank you for the correction and then proceeds to go back do its work again and usually the answer is correct”…but this raises a important point: what if I did not know to press it knowing what the sequence really is?
right now, I would score it as pretty good, but I have to constantly feed it and nudge it and challenge it about 60 percent of the time on what seems to me while technical in context, is actually well known, documented and understood.

The White House Accord on Super Intelligence is anything but intelligent. It is not only ambiguous, it is a worthless piece of paper legally and otherwise. It does nothing, not even, at least in my mind, does it provide a ‘warm and fuzzy’ regarding the loosely fitted players in the sandbox. Oh come on! Whoever drafted this wasteful document could have at least introduced it as a Memorandum of Understanding (MOU). That, at least, may have provided a real ground basis for which to build upon as the letter suggests that it wanted.
