In the British parliamentary System, the voters do NOT choose their Prime Minister. They only ever elect their local reps who then go on TO ELECT THE PRIME MINISTER.
Which means, the leader of the majority party is always “elected” as the PM.
Now, you may criticize the system, as I do (I prefer the American system) but you can’t really say he was not elected.
Think of it like your Electoral College system. Does it matter if the majority of voters want candidate A for president (hello Hillary, you vile witch), if candidate B (hello Mr Trump) gets elected by a majority of college electors?
You can also get a coalition government when no party has the majority but two parties band together to gain power. Usually the party with more votes gets the prime minister. It’s not common but not unheard of either. Screwy system to me.
Electors are appointed by legislatures, so no direct election unless a legislature agrees to it. As it is, legislatures have required electors to actually vote for the candidate they are pledged to.
