We can originate that process in the states.
State legislatures could not recall federal Senators prior to the 17th Amdt. I don’t know where this idea got started, but it is incorrect. Repealing the 17th will do nothing to improve the quality of the US Senate.
No where is it written that State Legislatures could not recall a Senator they elected. it was never tried and there is nothing that would stop a legislature from trying. The 10th amendment would come into play since there would be no remedies stated in the constitution for this State Government function.
Same with elected Representatives in the House … just because nobody has attempted to recall a Representative does not mean the attempt cannot be made.
A grass roots recall challenge would be interesting to see played out in the courts.
To date the only removal “rules” are those written into the Governing “PROCEDURAL” Rules for the Senate and House allowed by Article I Section 5, which do not have the force of law.

If Thune wanted it passed it would be passed. There are many tools available to leadership in both houses and Thune learned how to use all those tools from his master and mentor, McConnell. Such things as, ‘if you don’t vote for (or against) this, then you will not get the project you want funded back home’, or ‘you can forget that committee assignment you have wanting me to give you’, and many other ways. And if he decided to enforce discipline by using such tools just once or twice, all of them would fall in line and vote the way he tells them to. The Democrats do that routinely, but not the Republicans. But it can be done and he knows it can be done. It doesn’t happen because he opposes President Trump and doesn’t want the Act passed. He could easily make it happen if he wanted to.
Watching Thune and Barrasso in that video standing next to PT was fun, if exasperating. But Senator Joe Manchin voted “no” and killed the bill in the Senate – along with his political career. Manchin was being touted as a replacement for the aging Biden in the 2012 election, as well as, potential presidential candidate in 2016. Instead he was taken to the woodshed and removed from any important committees. Finished his career as a back-bench senator.
In the Democrat party, there are sever consequences for opposing the agenda.
Actually Manchin killed his Democrat career in January, 2022 when he, along with Kirsten Sinema, voted against the Democrats trying to change the filibuster rule. They were both gone soon after that.
