Everyone is a Taker at some period of their life. For me it comes down to “with the measure you use, it will be measured to you”.
From a federal perspective most of these social welfare programs are just a way to get money into the economy in a fairly broad way. Unlike, say, defense spending which tends to go to a select group of people. So fraud isn’t really a federal issue.
It’s locally where there is competition for resources where fraud causes resentment.
BTW, the 17th will never be repealed at least without a convention of the states with convention ratification, so it’s immaterial if one is “for” or “against”.

Now, regarding your first paragraph: My general impression of how the Fed GOVT, in all instances, gets money into the economy is via collaboration between the Congress and the Treasury and the Fed Reserve … where all such “necessary” funds are merely created out of thin air by printing.
Regarding your 2nd paragraph: is it not that pro-USA free and fair open competition is what is desired and needed? This is why our Declaration of Independence was written, with its specific conclusions, as it was. Usurping States’ Authority and focusing same inside the BeltWay is entirely contrary to what our Founders intended and designed.

Going after the fraudsters is fine, but nothing on this scale could have happened without politicians crafting laws in a way that guaranteed there would be fraud and govt administrators who made sure to look the other way as the fraud was happening. It was all planned from the top and all of those politicians and administrators got their cut in some way. There will be no end to this and no justice will be served unless as many of those politicians and administrators as possible go to prison along with the fraudsters they deliberately enabled.

The indictments announced in Ohio are about fraud perpetrated against programs mostly run by state government and involving mostly federal money. There certainly has been plenty of other fraudulent or improper activity involving NGOs though. Whatever George W did, the use of federally funded NGOs took off in the 1990s, though they got started a lot farther back. To the extent they lost their way, as you put it, is a scandal all in itself. Personally, I don’t think a cent of taxpayer money should go to any NGO for any purpose, or to any charity either for that matter. Let them raise their own funds, and if people want to give their own money to them, then that’s their choice. Maybe those groups would be better stewards of the money in their hands and be more honest if they had to raise it all privately themselves. Maybe.

Retired Magistrate here: This has been going on for a long time in Ohio. Back in the mid to late 1980’s when I headed up the Insurance Fraud Department for the Ohio Department of Insurance we investigated health insurance fraud, arson, mortgage and other forms of white collar crime involving insurance.
There was a complicated mortgage fraud scheme in the Cleveland Ohio area, Abstract and Title Insurance, which involved numerous homeowners who were about to lose their houses due to this scheme. Investigation led to money laundering, drugs, illegal weapons and other illegal activities. Federal agencies became involved, Postal Service, ATF, FBI along with other state agencies and we were able to get a conviction on the perpetrators and they went to prison.
Unfortunately, our Governor at the time, Richard Celeste, a Democrat, thought that white collar crime was no big deal so he pardoned them on his last day in office. Talk about a let down after all that effort and they walked.
So for quite some time numerous agencies in Ohio were not aggressive about going after fraud because the powers that be at the time thought that it was a victimless crime. Of course the people who lost their homes over this scheme didn’t quite see it that way!

Was attending Wright State at the time, and gate crashed a black tie event at the Creative Arts Building,
which was having it’s grand opening. Wearing my rattiest jeans, with a buddy dressed likewise, we went
through tons of well dressed people, eating shrimp cocktails and other high end munchies. The champaign
flowed freely, and not a soul thought of carding us. Because we could not legally drink it for another 2 years.
We got utterly shit faced, and sat down and talked for quite awhile to a well dressed older ( then us) guy.
The guy looked lonely, NOBODY was paying attention to him.

bottle under his long pea coat he was wearing. Said buddy also planted pot plants in various planters in

Anyway, didn’t hang around Ohio long enough to experience Celeste. But he was ok to be around when
you’re 19 and very drunk.
