The federal dept of Health and Human Services has announced the suspension of all childcare service payments to the state of Minnesota, pending investigative review and compliance audits.
The announcement follows several grassroots reports showing extensive fraud and corruption stemming mostly from the Somali immigrant community. Several taxpayer-funded assistance programs have been exploited. From daycares to nonprofits, immigrant communities in Minnesota now face multiple accusations of fraud, where they allegedly used state policies to take what some estimate to be about $9 billion in taxpayer dollars.
There are numerous indications the Minnesota fraud is only the tip of the iceberg. Several states with large migrant population are also suspected of similar activity. The Dept of Homeland Security, Federal Bureau of Investigation and HHS are now doing compliance audits to determine the scale and scope of the overall theft.
(VIA FOX NEWS) – The U.S. Department of Health and Human Services will freeze all child care payments to Minnesota, the agency said Tuesday, amid the scrutiny surrounding alleged fraud involving child daycare centers across the state.
“You have probably read the serious allegations that the state of Minnesota has funneled millions of taxpayer dollars to fraudulent daycares across Minnesota over the past decade,” HHS Deputy Secretary Jim O’Neill wrote on X.
In a video message, O’Neill cited the viral video released last week by independent journalist Nick Shirley that highlighted alleged fraud involving Minnesota childcare and learning centers.
[…] In an effort to combat fraud, O’Neill said he ordered that all Administration for Children and Families payments made across the country require justification and receipt or photo evidence before money is sent to a particular state.
Secondly, the agency is demanding that Minnesota Gov. Tim Walz hand over a comprehensive audit of the centers featured in Shirley’s video, including attendance records, licenses, complaints, investigations and inspections. (read more)

Wasn’t this the case where the Judge overturned the jury’s guilty conviction? And then two other judges dismissed two additional cases as a result. No one went to jail, even after a jury convicted, because the judge overruled. All three judges, appointed by Walz and then unopposed in their elections.

I have been trying to follow on X which states all have fraud as closely as I can.
So far, WA, certainly MN, Maine, California and Ohio, all have people digging into state records or actually going to locations and reporting the exact same fraud occurring in whatever Somali communities they have, and they are in each of those states.
Child care, feeding, housing, all have been reported in those states.
I just saw today that Virginia might also have issues, but I have not seen enough hard evidence to say the state should be looked at for fraud.
I also saw reports of Silicon Valley tech execs planning on a program of funding anyone like Nick Shirley looking at fraud in any state. Not positive that will actually come to fruition.
As for feds, so far I’ve seen the HHS acting as mentioned here. Labor, Education, HUD…all are either surging people in to dig into the fraud or have acted to cut off funding.
DHS-OIS are supposedly conducting raids specific for fraud, and ICE is still picking up illegals.
Of course, the DOJ and FBI seem to be floating in and out when needed.

Lot of retirees read (and post on) this site. How about we make a joint New Year’s resolution to start doing some Nick Shirley-type investigation? Google the daycare centers in a five-mile radius of our homes and become really familiar with our cell phone camera capabilities.

Manpower ! The problem with the federal agencies is that when you find fraud and bring it to the attention of the Office in Charge — usually the OIG Office – there is not enough manpower to pursue it all. On the other hand, there are federal US attys who can pursue Qui Tam charges and various investigators who can bring matters to their attention. Pursue and prosecute as many as possible but most will escape because there is simply not enough manpower to prosecute them.
Any person with actual proof can file a Qui Tam case and get a percentage of the money the government gets back. Suggest this to your friends and relatives.
BUT
If you really want to fix the problem, everyone write and pester your legislators and favorite lobbyists and someone draft a bill which will create a private cause of action for some individuals harmed by individual cases of fraud. If you are going to clog up the federal courts — which are currently drowning in prisoner civil rights cases — why not clog them up with something which will get money back into the government ?
Might even recoup enough to hire more staff and reduce the backlog.

Do not underestimate the humble little FOIA request. I have been doing battle with one corrupt govt agency for about 6-7 years. My FOIA requests got me nowhere. The govt official actually threatened m. Being a good lawyer I advised him that he would have to put his threat in writing — which he promptly did ! The govt atty for his agency promptly fixed the situation and my client’s rights were restored.
Meanwhile some citizen-journalists formed a group, started a website, sent out lots of FOIAs and they managed to get important info – a govt contract – which I had not. They posted it, and I was able to use it to bring a corrupt actor into court on RICO — because that FOIA obtained contract showed the relationship.
FOIA warriors onward ! Quite often citizens get things which we lawyers do not — partly due to spending so much effort and time – and good for them ! It can help – a lot !

I am only one person, but I am researching my local government. A local county official has been convicted and sentenced to quite a long period of prison time for embezzling a very large sum of money. It is happening locally, but it just doesn’t get into the national news.

I’ve seen this too, but haven’t saved the references. Act Blue is under scrutiny for accepting fraudulent donations from Somali businesses that are being proven to be fraudulent business.

I’m not familiar with the exact details on that sort of scam but, it has something to do with attaching fake names to the donations.

What gets me scratching my head is that many of convicted had big dollar ‘restitution’ as part of the sentencing. Somehow, I don’t see any of these people ‘paying back’ a dime (unless the government finds and seizes money/assets).
Restitution of stolen money is a customary part of a plea agreement. Hardly any ever gets paid back. But it is some protection against a crook squirreling money away and then living large after getting a plea deal.
This type of scam is well known to DC. They have mastered it in DC. Have a friend, colleague, or family member start an NGO or charity or consulting firm or other nonprofit and funnel billions of our tax dollars to those fake storefronts. The players all get a piece of the pie and become millionaires overnight . The money moves in a circle right back to the politicians in one form or another. This goes on in perpetuity. As Sundance says “there are trillions at stake”.

States running the fraudulent programs need to repay the federal funds while legal and criminal remedies are pursued separately.
