Cautious optimism is warranted, however it looks like Senate Majority Leader John Thune is pushing hard to hit the deadlines set by President Trump for passage of the Big Beautiful Bill (BBB) reconciliation package.
Speaking today right before a meeting with House Speaker Mike Johnson, Senator Thune noted he is optimistic the Senate can finalize their negotiations on the BBB over the next two days, setting up the Senate to hold their first cloture votes on Friday and a vote-a-rama through the weekend.
President Trump is still assisting Leader Thune with phone calls to Senate republicans between foreign policy engagements. Trump is only staying in the Netherlands for 24 hours so he can quickly get back to DC to assist in any arm-twisting needed by Thune or Johnson.
According to Politico, House Speaker Mike Johnson has cautioned House representatives to stay in town this weekend and be prepared to reconcile both bills and vote on the package as soon as it exits the Senate. As many of you are aware, this is a critical legislative package containing a large amount of President Trump’s America First policy priorities.
As things stand right now, it looks like Thune is going to try and get the package into voting position on Friday, with immediate votes to take place. We are critical of Thune when warranted, but should also appreciate the work of the Majority Leader when he is structurally supportive of the MAGA agenda.
(Via Axios) – Senate Majority Leader John Thune expects to start voting Friday on President Trump’s “one big, beautiful bill,” he told Axios in an exclusive interview on Tuesday.
Why it matters: This would have them voting into the weekend, and it would upend the House’s recess next week. But Thune (R-S.D.) is confident Congress will meet its self-imposed July 4 deadline to get a bill on Trump’s desk.
Thune said Friday was looking more likely for an initial vote than Thursday, setting up the potential for a weekend slog.
“I think we get on it, and then we will plow through, and we’ll get into vote-a-rama and grind it out until — until whenever,” the leader said. “It’s just the nature of the beast at the end.”
Johnson told House Republicans “not to leave town” this weekend in case the Senate gets a bill passed, Politico reported Tuesday. (read more)
We anticipate that once the BBB is completed, obviously there will be a celebration – a news cycle for the White House and legislative leadership to promote & celebrate, and then President Trump will likely shift straight into the details of the trade agreements being constructed in the background by Secretary Lutnick, Secretary Bessent and USTR Jamieson Greer.
As the trade aspect is underway from the oval office, expect Secretary Rubio and Steve Witkoff to be reengaged with Ukraine-Russia. By mid July we should see multiple announcements of trade agreements, while simultaneously the foreign policy focus of Rubio and Witkoff should start to materialize into substantive change.

The cynic in me was wondering if that is why Thune is rushing it, not to be helpful but to avoid the fact he has the power to replace the parliamentarian installed by a previous democrat majority leader and thereby prevent the bill from being gutted of PDJT MAGA agenda items.
By not replacing the parliamentarian, Thune gets a “victory” for PDJT by passing the BBB but preserves the swampier things in the system by having the parliamentarian nix the MAGA fixes from the bill.

The reconciliation rules are beyond arcane, complex, and confusing. Reconciliation is HARD precisely because the process is so Byzantine!
For example: too many are STILL upset that it doesn’t cut spending enough — even though the rules PREVENT this bill from addressing ANYTHING subject to annual appropriation actions.
This complexity is exactly why I was adamantly opposed to what many GOP senators wanted to do —break it up into 2 or 3 bills. That would literally be like going from juggling one knife to several — prescription for failure.

I get that there are rules associated with reconciliation packages and I don’t have a problem with that but I would like to see them consistently applied.
The scale sometimes seems tilted. Somethings get cut due to the rules while others which are also appear to be in violation of the rules stay. The ones that stay usually benefit the uniparty and business as usual while the ones that seem to get cut would benefit the country.
I’ll take what we can get but i think Thune and the Uniparty are still in protect the system mode and we will get a very watered down bill and there’s nothing they can do because, “rules”.
You can only do reconciliation on one bill per year. Breaking it up would mean bills 2+ would need 60 votes, which means they would all fail.

We better see those announcements before mid-July. The 90 day extension of the higher tariffs is up on July 8, so we better see deals by then. I’m betting there will be no further delays, and those recalcitrant countries that think the courts are going to stop the Trump tariffs and trade barriers will FAFO on July 9 when the higher rates go back into effect. This time they will stay until a deal is signed, sealed, and delivered.
Let’s not forget that the court case that has been stayed on the tariffs is due for a hearing at the end of July, so it would be ridiculous for a court at that time to undue any tariff agreements that had been made by then.

While I’m not nearly as “relaxed” about Thune as I’ve come to be about Rubio, for example, he HAS been mostly working to get President Trump’s nominees approved, and this reconciliation bill passed.
Frankly, I think that Speaker Johnson is going to have the bigger problem getting the bill that the upcoming House Senate conference process settles on passed in the House than Thune will in the Senate.
Hopefully the GOP will understand that getting this done is paramount — and that many will have to swallow some things they otherwise would not want to make it happen.

During the first term of DJT, there was enough animosity in the country towards him that McConnell could get away with his behind the scenes machinations, knowing that he would never get called out in the media.
Thune does NOT have that same luxury and he knows it, so I expect that he is going to do his best to push through this legislation, although I still expect the ugly stepsisters (Murkowski and Collins) to vote No, which means that it should pass 51-49. Not sure what will happen during the reconciliation process as several House members are making a lot of threats to vote No if certain Senate provisions are still in the bill…

Even if Trump has a plan to reduce the deficit, remember, the Gipper once had a plan like this, too. He authorized legalization of illegal immigrants, and increased spending, for future cuts to be delivered later.

The Senate Parliamentarian allowed the Democrats to pass the entire Green New Deal through reconciliation. But won’t allow any Republican attempt to take any of it out or to put any oil and gas energy policy in via reconciliation. A clear double standard. Yet GOP doesn’t complain much.
