Many articles are being written and much typeset is being exhausted by people talking about the recent revelations that the FBI has a designated information silo called “prohibited access” within its record keeping system. Allow me to jump this readership well into the future and give you a cliff notes summary of the logical conclusion(s).
The FBI needs a filing system for information designated “Prohibited Access” because the FBI handles extremely sensitive covert operations, including spies both foreign and domestic, within its agency. The storage of extremely sensitive national security information is not the issue.
Prior to 2007, in the olden days, the files and information were under lock and key in secure rooms, with access only available to the FBI director.
The issue is that since around 2007, the “Prohibited Access” definitions have expanded as FBI leadership began using the designation to hide information that was detrimental to their interests. The issue is the type of information hidden within the now electronic system, is evidence of activity the FBI conducts that they don’t want the American people to know about.
Jumping you ahead of the curve, there’s even a level of FBI information assembled that exceeds the “Prohibited Access” qualification. That information is transferred to CIA vaults that are available due to the same legislative authority that empowers the CIA to operate without any oversight [other than the Senate Select Committee on Intelligence (SSCI)]. The CIA is the “sister agency” to the FBI.
I finally understood what my research was indicating, after I was informed of these processes while in Washington DC. The justification for an information black hole, what I call silos, stems from a DC worldview around “the continuity of government.”
In order to protect you, me and the American people from something that might harm our “life, liberty and pursuit of happiness – ie., our democracy,” various systems were constructed to control information that would be detrimental to the continuity of government. Ultimately all of the mis-dis-malinformation controls from DHS are justified under the same type of mindset and practices.
EXAMPLE: If Hitler were running for President, those who carry responsibility to protect the American form of government from Hitler, could engage an intelligence community operation to protect us from Hitler. If a foreign power was helping Hitler, the same intelligence community operation would conduct a counterintelligence operation against the threat that Hitler represented.
All of these “continuity of government” concepts and practices were generally exercises and academic theories with DC systems behind them, until: (#1) our government passed the Patriot Act; and (#2) the Intelligence Community (CIA, FBI, DOJ-NSD et al) replaced the theoretical “Hitler” with the very real person, Donald Trump.
Donald Trump was defined as the existential threat to the continuity of government, therefore all operations against Trump to preserve the continuity of government were warranted.
One of the operations was Special Counsel Robert Mueller, who was given the task of covering up all of the activity that came before him. The elements of Mueller’s investigation, the actual information that could expose govt elements of the targeted decision making, was then filed in this FBI invisible place designated “Prohibited Access.”
Margot Cleveland is subsequently asking if John Durham had access to these “prohibited files” during his investigation? However, that is a moot point, a dead end because: (#1) John Durham was never authorized to look at the inside government activity behind RussiaGate; and (#2) only the government activity behind RussiaGate is within the ‘prohibited files.’
Former CIA Director, President George Herbert Walker Bush, is the modern founding father who constructed the ‘continuity of government’ system (see funeral envelopes). Former President Barack H Obama is the person who weaponized it, “by the book“.
The last note on this “Continuity of Government” aspect to consider is what comes next?
Well, if you carry out the objective to its logical conclusion, at some point Artificial Intelligence will be needed to protect the American public from the defined threats. AI becomes the insurance policy.

My experience working at one of the 3 letter intel agencies for over 30 years is that an awful lot of closely held stuff was NEVER available on line, simply because it was much easier to secure something that few people should have access to in a hard copy safe in a secure location.
What I do not know, because I’ve been gone from that environment for over 20 years, is whether or not more and more stuff that is very “closely held” was getting put online in any form. I suspect it has been.
That all said: it should be the case that the President and anyone he specifically delegates SHOULD have access to EVERYTHING. As should, for example, every Agency director. There should be NOTHING so “secret” that the top of the food chain should not have access to.
Unless, of course, the stuff is illegal activity being hidden from authorities — which I suspect is EXACTLY what the very corrupt FBI was doing.
I’d like to think that Patel and Bongino, for example, are doing their level best to find out what the previous couple FBI Directors were doing. No, you can’t “take it to the Supreme Court”. At the end of the day, someone (or ones if there is two-person control) can grant access to material. You have to 1) identify the person(s), 2) get or force them to add you to access. The Supreme Court, even if it would issue such an order, has no way to enforce.

One time we pulled a rental during a house hunt/purchase/renovation. The house was good but the tv had a streaming service that had malfunctioned and would only get a couple of channels on it. It was a vacation home, so the owners I do not think expected a renter to spend much time there.

Seems to me the real problem is this whole notion of “continuity of government”, meaning that unelected long-term insiders get to feel that it is they who are the government and that they have a responsibility to protect it from the duly elected President and his appointees, and that ultimately it is their responsibility to protect the government from the people of the United States. Fundamentally it is a wholesale rejection of democracy. It is wrong and needs correcting, even if it means laying off most of the executive branch to get rid of that notion. And this is without there even being any illegal activity going on for these people to want to cover up, which you and I and many here suspect is also the case.
PS. It doesn’t surprise me in the slightest to hear that Bush the Elder may have been behind the “continuity of government” notion. He may be gone, but his side of the Republican party is fighting Trump and MAGA almost as strenuously as the Democrats and their lawfare allies.

The idea being in such a scenario you would need a way to ensure a counter-strike could be executed, and possibly follow-on measure over time. So for example underground bunkers under Greenbrier Resort for Congress (and dedicated train from DC to WV).
Of course, once you create such a system it opens up the possibility of those inside seeing themselves as vital to continuity and elected officials as contingent.
The origin you describe makes perfect sense, along with the possibility of how those on the inside would come to see themselves. But the Patriot Act and all that has been perverted in the years since have taken it out of the realm of protecting the country in the worst of disasters and turned it into protecting the insiders from the people during normal times. It has to be undone.
Just an aside, but that Rice memo up above with Obama stressing doing everything “by the book” meant anything but. It was Rice on Trump’s first inauguration day (1/20/2017) writing a protection policy for herself and Obama and the rest of them. With all due respect, except for the fact that we now have the internet and access to input and information other than MSM, how is this any different than government operatives involvement in the JFK assassination? But this has always been there.

Then, in the presence of that department Secretary and Director Gabbard, those files are discussed. One by one, the Secretaries meet with Director Gabbard and President Trump. The secretaries are then told that if anything is added to these secret files, they are to immediately notify Director Gabbard and President Trump.
One month after said meetings, Director Gabbard goes to those departments and says, “Was there anything added to these secret files?” The answer had better be “No.”
It can then be ferreted out what is in there; is it of National Security import; is it subject to FOIA; who, besides the Secretary, is privy to this information and why.

Do we need legislation specifically defining who has and does not have access to various very classified files, along with very severe penalties for misuse? Currently, “technically”, the President does, and the FBI Director reports as well to the AttyGen. Where is the DNI in this, if he or she doesn’t even know files exist in order to ask for them. Ditto whether things actually are shared with Congressers. Who else actually has/controls access…
Would legislation about this counterproductively encroach upon, effectively diminish the informal executive branch system (again, technically under the control of the President) such that it would cause access problems (both ways)?
Do computer techies (and contractors?) by virtue of running the computer systems also practicably have access to these files. Who controls the password and access system inasmuch as this is so much more complex than a locked file room. Who works out and controls the procedures for this. Where are the backup systems (in the network underground DC/Langley? West Point? Mammoth Cave? Colorado? elsewhere?)
What about AI or Palantir would make this significantly different from what we currently have?

I used to have all the respect in the world (my world, anyway) for the man; for one “Poppy Bush”. I mean, he and I … both former Naval Aviators, both “seen the elephant”, met him up-close-and-personal in Dallas — and while we’re from different generations — still — we were USN “Brothers-in-Arms”.
And then over the following decades came my “awakening” on so many fronts re: George H.W. Bush … beginning w/ his CIA tenure (?), his later post as US Chief Liaison Officer for Communist China, and continuing his impressive resume of federal service into the present century.
Sadly (for me) I now detest the man and his “legacy”. I can probably include in that observasion much of the entire family, even though I was a reliable “Bush voter” over the political journey of that family’s dynasty.
I now consider “George Herbert Walker Bush” (that’s a USN “fly-boy head nod” to his blue-blood upbringing and actually his WW2 USN nickname) … to basically be one evil S.O.B.

If I recall correctly from some years ago regarding Continuity of Government exercises, I believe there was also a Continuity of Operations component to it. Continuity of Operations was that if something happened to a specific office or location, the operation could continue at an alternate location.
Same with people involved in the operation. If something happened to them, another was designated to step into that role to continue operations.
So, if you install a potato as President, not to worry. Someone has been designated to continue his role, and did so regardless of legality.
