The Dept of Homeland Security has revoked the Student and Exchange Visitor Program certification for Harvard University, thereby essentially cancelling their ability to enroll foreign students into the school. Harvard was notified of the status and the letter shared by DHS Secretary Kristi Noem.
The notification comes the day after Yaron Lischinsky, an Israeli citizen, and Sarah Milgrim, an American woman (a young couple about to be engaged), were gunned down at the Capital Jewish Museum around 9:15 p.m. Wednesday. The suspect Elias Rodriguez, 31 of Chicago, repeatedly yelled, “Free Palestine” when he was arrested.
WASHINGTON (AP) — The Trump administration revoked Harvard University’s ability to enroll international students in its escalating battle with the Ivy League school, saying thousands of current students must transfer to other schools or leave the country.
The Department of Homeland Security announced the action Thursday, saying Harvard has created an unsafe campus environment by allowing “anti-American, pro-terrorist agitators” to assault Jewish students on campus. It also accused Harvard of coordinating with the Chinese communist party, saying it hosted and trained members of a Chinese paramilitary group as recently as 2024.
“This means Harvard can no longer enroll foreign students and existing foreign students must transfer or lose their legal status,” the agency said in a statement.
Harvard enrolls almost 6,800 foreign students at its campus in Cambridge, Massachusetts, accounting for more than a quarter of its student body. Most are graduate students, coming from more than 100 countries.
Harvard called the action unlawful and said it’s quickly working to provide guidance to students.
“This retaliatory action threatens serious harm to the Harvard community and our country, and undermines Harvard’s academic and research mission,” the university said in a statement. (read more)

It’s not really that easy. As mentioned above, most of the foreign students at Harvard are graduate students. After meeting basic course requirements, a PhD student works on his dissertation under direct supervision of a faculty member. This research is usually very specialized and directly related to the work of his thesis advisor. If you have to leave at this point in your academic career, it may be difficult to transfer to another school.

About 20 years ago, the liberal arts college that my nephew was attending changed to a university. I asked him if his school wanted to bring in some extra revenue with a master’s program in psychology or education.
He said yes, the new university would offer those, but the main reason was that in many foreign countries, high schools are called “colleges.”
So to make it clear that his school was not a high school, it was changing to a university, to attract more foreign [cash-paying, no doubt] students.
The corollary to that is that since the foreign students pay full price that it in essence subsidizes our country’s students and enable them to pay a much lower tuition. I am just not sure that in a free country a private enterprise can be told what to do if they are not breaking the law.

If the new school year in the fall requires a new visa for that school year, Trump could just refuse to issue new visas, which would not be a termination of existing visas. This is what he’s doing to Harvard – no new visas for the fall.

Harvard and others have a choice — they can provide the information requested by DHS or not be allowed to bring foreign students onto campus. Foreign students need a visa, and those are granted by the current administration.
There are a number of smaller colleges that have half their student body from other countries because those typically pay full tuition (meaning that they pay for three people). If the colleges lost that revenue they might have to cut worthless victims studies departments or layers of useless administrators that never set foot in a classroom.
