During the 2 weeks between rounds is when the manufacturing of the number of ballots needed to win happens. It doesn’t matter how fast the votes are counted on election night, the fraudulent votes are already in the system. It’s really not different from Arizona “counting” votes for two weeks after polls close.

Many countries demand a 50% +1 vote for a candidate to take office. If no one gets that, then the top 2 run-off again.
All that Rank Choice does, is have that 2nd round of the vote during the 1st round by signalling who you’d vote for if your preferred candidate doesn’t finish first.
Ranked choice eliminates the need for a 2nd (and costly) election.
The problem, if it is a problem, is the requirement of 50% +1.
Ranked choice voting is a legal way to stack the deck! It has not worked well for Alaska. Outside money pours in when it comes up on the ballot (and it has several times) and it squeaks by. Next time might be different.
I don’t understand ranked choice voting. Can people simply vote for only one person, with no votes for their second place? That’s what I do when faced with ‘select 2 of your choices’ in a larger field. I only vote for the one I prefer.
Ranked choice also has a built in opportunity for stuffing the ballots for lower ranking candidates because it’s very difficult to accurately poll for who a voter’s preferences are after the first choice. So it eliminates the expense of perpetuating fraud.

Just listened to a Romanian blogger. He compared the election to Biden’s win in 2020. A person getting 20% of the vote vs his opponent that received 40%, all of a sudden wins 43% to 40%. To be fair: disappointing result, but not really that shocking. In the first round three more or less estabslisment candidates got 54 percent of the votes. Those voters were very unlikely to move to Simion in the runoff and very likely to back Dan.
Simion got 41 in first round, plus 54 makes 95, so only 5 percent left to graze off in the runoff and too little to move anything.
It does not work like that.
