Will U.S. taxpayers ever see a dime repaid? Probably not, because the proceeds will likely end up in the pockets of the professional political class; however, the concept is a good idea in principle. It is more than likely Zelenskyy has sold his “minerals” to several countries in his perpetual tin cup tour. The previously called “minerals deal” is now essentially a fund created between the USA and Ukraine where proceeds from exploiting Ukraine natural resources will be used to rebuild the country and repay the USA for prior financial support. Very interestingly, a legitimate domestic source of “rare earths” is: tailings piles. Particularly from the 19th and early 20th century, when the minerals in question were either unknown, or not of any interest. These minerals don’t appear in veins of their own, hence “rare,” but they can actually be plentiful in connection with other deposits. In this case, somebody else has already dug them up, then discarded them.

yes, they are not rare in the definition of scarce. but like oil and gas, which are also not rare, nor scarce, it really depends on the economics of extraction, purity, and an infrastructure and ready work force and transmodal system IN PLACE to take advantage and be competitive.
In this sense, a good analog is helpful: sa has one of the largest oil fields in the world. but even if it was not ginormous it would still be one of the least energy “expensive” to extract and to refine and to transport on a global scale. It’s geography, oil type, and ease of extraction AND that SA has been doing this for well over 100 years.
similarly, Ukraine has deposits of “rare” minerals that are relatively cheap to extract…at least two deep water sea ports, a well established refinery technology base and skilled labor and has also been doing this for quite a long time.
in that sense, Ukraine has some advantages to make it really difficult for other countries to compete against. And that’s what matters. not what you have, but your ability to deliver faster with a better product that anyone else.
that’s my take on it.
Russia is likewise situated but also with rich oil and gas as the other two legs of the chair. If we have access to the rare earth minerals in Ukraine it takes away longterm leverage from China. In the short term we are still dependent China’s supply. I believe President Trump originally wanted this signed before he hit China with the tariffs but Zalensky backout of signing on his visit. My timeline might be off. It’s hard to keep track of announcements.
So after signing a deal with one of the most corrupt rulers/countries in the world, we might get some rare earth minerals? But since we can’t refine them, we then send them to China to be refined? Neither Zelenskys presence nor his signature was requested. Instead only Ukrainians with the legal authority to do so signed the final agreement.

Two caveats:
Allegedly the minister of economy of Ukraine published that she signed it.
The problem there is she has not really been a player of any significance up until this point.
Also any minister would have the same problem as Zelensky: term expired.
The other interesting thing is the agreement needs to still make it to the Ukraine parliament (Rada) where according to [at least one interpretation of] the constitution the only legal power remains.
But there is no mention of timeframe.
Further in the info that this economy minister shared, there is a clause that states the first 10 years there woud not be any payments out of this fund to the US, and this term is To Be Discussed further later.
So it could be that no payments will ever be received in our lifetime, that is even if the agreement ever makes it past the Ukraine Rada, and has no legal challenges whatsoever about legitimacy of its drafting or signing..

No payments is the most morally acceptable in my book though [I admit fully that morals are up for interpretation] The way I see it any dollar that flows INTO the US from Ukraine from selling Ukraine resources is a dollar taken away from [hopefully by then honest and working for the] Ukrainian people. Looking at different sources, there seems to be a difference of opinion on Ukraine’s rare earth minerals even being cost effective to mine.
If they were cost effective to mine, it would seem like it would have been done years ago.

Also, no specific mention of “rare earth minerals” is contained in the agreement.

I just have to say that there must be more to this “minerals deal” talk than meets the eye. First of all, “rare earths” are actually not that rare: they simply occur in conjunction with other minerals (such as iron ore …) instead of distinct deposits by themselves. Second, the known reserves of Ukraine are, at best, “typical.” Third, no one’s very likely to be interested in taking on the risk of extracting them. (Wanna get shot at? Me neither.)
So – this “deal talk” is the prominent “bubbly,” but what’s actually going on underneath the surface?
Now – having just said that – I don’t expect to know the answer until the full “Deal” is finally negotiated and published, whatever that turns out to be. In mine tailings, the byproduct of regular mining. “Tailings” are waste piles dumped on the ground.
Why does China have the “rare earths”? Because of huge iron mine operations in Mongolia, thus, large piles of mine tailings, which they process.
Who else has a ton of well developed mining resources? Canada.
Who also has a ton of rare earth extraction facilities? Canada…and California!

This is a throw away deal to get out of the war. Any valuable resources are probably in the Donetsk. It’s majority Russian, and probably going to be Russian territory. The Germans went after Stalino (what Donetsk was called in WWII) for natural resources. Ukraine will be left with wheat and sunflower fields, and those have now been fertilized again with blood, bombs, and mines.

My take – Russia’s issue is with foreign military members in Ukraine, not businesses.
I also think the press release was poorly worded in regards to the phrase you picked out – my impression is that the statement would be more accurate if it said that they wouldn’t be able to access the reconstruction fund.
That said, ultimately it’s the right of any country to determine what foreign businesses may or may not be involved in their nation. Don’t think on principle Putin has an issue with that – and they have more than enough for their companies to do in the areas they’ve taken control of during this.
Also don’t think that PDJT would put poison pills into the deal that would be deal breakers for Russia and discussions regarding it were likely discussed by his envoy with Putin.
He should get his own mountain next to Mount Rushmore.

Trump got impatient like usual and they came anyway and only signed the 1 document. Which is a big win for Ukraine.
1) the US cannot remove any money from the fund for the first 10 years. All the money has to stay in Ukraine the most corrupt country in the world.
2) the US can pay into the fund in military hardware.
3) this fund probably will only operate while Zelensky is in power. Anybody else coming in may consider it illegal and cancel it. So this fund serves to keep US involved in supplying military equipment and keeping Z in power.
4) they will not be able to due reconstruction and development until the war is over.
5) The fund says nothing about rare earth mining. Just development of natural resources.
6) 70% of rare earth minerals, iron ore, coal, oil and natural gas are in the 5 oblasts that are officially part of Russia.
7) By the time the war ends Russia will likely control 90% of the natural resources.
8) Russia offered the US a much better deal. Russia was willing to setup a mining partnership with the US for rare earths in Russian territory including territories that were Ukraine. This deal would have worked. The Oblasts in Ukraine area that are Russian have reliable electricity and transportation and housing now as Russia has been busy restoring things plus adding new train routes. Plus US could get their profits to take home right away. Trump turned this deal down.
9) it will be years before Ukraine is restored enough to provide the massive amount of electricity and transportation needed for mining and processing operations.

Trump got played so he could get to say some fake headlines. I do not think Trump even knows what was signed and the status of minerals in Ukraine. After all Trump is proving he is not a detail person. And he is very impatient so people can take advantage of him if he does not have wins coming out in his favor.
