The Kursk Tweet appears to be for public consumption. It certainly appears to be a strategic message, likely coordinated by both the U.S. team and Russia.
That might be tough to achieve unless those troops exit the war. The US honored truce flags in Afghanistan and Iraq only for those troops to regroup and start fighting again.

I think a case can be made that Russia is in a better position going along with not butchering those that it perceives (understandably) as war crime nazis.

And if that scenario manifests, (The Ukraine and the EU are revealed as the true aggressors rejecting peace) I think President Trump will NOT support Ukraine.
This would give Trump room to say, I warned them that the Ukraine may well be Russian again. Which he said only a couple of weeks ago.

During WW II the battle of Kursk resulted from a massive effort for the Germans, including elements from Ukraine, to cut off a Salient in the Russian lines. It was the largest tank battle in history. The Soviets repelled the German efforts to attack the base of the salient and then counter attacked into the flank and rear of the Germans attacking the northern base of the salient.
That battle ended the ability of the Germans to launch any more large scale offensives on the Eastern front so they were on the defensive for the rest of the war.

Russia is going to take all warfighters who lay down their arms into custody, hold them until the investigators complete their investigations into the war crimes those warfighters have committed, prosecute those warfighters who are (a) mercs, (b) criminals who’ve committed war crimes, sentence them all accordingly, up to and including life imprisonment. In the Russian prison system. There’s going to be a lot of Western families all over Europe and the US who won’t be seeing their sons again for a long, long time.
They will not be in jails- Mercs are considered terrorists in Russia, and terrorists get the death sentence. They won’t be in jail.
There are no executions in Russia. The death penalty has been on moratorium since 1996 in Russia and has been upheld by their highest court, affirmed again in 2009. So, in effect, there is no death penalty in Russia.

I suspect this “news” is manufactured bull manure from the west made to narrate (again) that Russia is a back water lawless nation . That is how this “news” reads to me. It doesn’t seem credible given that Russia and Ukraine both have used “mercenaries”..contractors..however you want to define them.
