I thought Putin was reacting to the bad publicity of adopted Russian babies born with fetal alcohol syndrome that was not revealed prior to coming to the U.S.
There were several issues raised regarding the adoptions going back to around 2010.
The Russian children were reportedly being abused, some had died while in the custody of adopted parents, some went missing, and for some reason there were a bunch of children living up in Montana on a farm/ranch.
There was one peculiar incident reported in a news article where an adoptive mother sent the child back to Russia alone on a plane with a note stating she couldn’t deal with the child’s problems.
Supposedly, a Russian judge later ruled that she had to pay child support for the child to whomever was later granted custody.
