A huge contributor to that stat is the GS pay schedule, which includes a locality adjustment for the Baltimore-DC area. BTW….the area also includes large parts of West Virginia, VA and PA. Many headquarters employees on the GS schedule are likely at GS-11/12 or higher.

A GS 11/12 in DC would be a 5/7 anyplace else. But in DC they call it a “program manager” instead of a file clerk. The only difference duty wise is the program manager gets two hour lunches, a metro card for transportation, free gym membership and occasional travel and per diem to govy boondoggles.
