This is Negotiation 101. Ask for something outrageous, then settle for something less that you really wanted. Trump is a master negotiator.

Stalin backed out at the 11th hour and decided not to give up the Ukraine.
We know the rest of the story of how the State of Israel was formed and how it came to be located where it is today.
