The promises of an America-First agenda in combination with clearing out the bureaucracy is underway as the first five days of the administration culminate.
Secretary of State Marco Rubio has put a pause on most foreign aid with the exception of Egypt and Israel as the State Dept begins reevaluating spending priorities. Coinciding with this announcement, President Trump removed over a dozen Inspectors General from various DC agencies.
WASHINGTON DC – Secretary of State Marco Rubio halted spending Friday on most existing foreign aid grants for 90 days. The order, which shocked State Department officials, appears to apply to funding for military assistance to Ukraine.
Rubio’s guidance, issued to all diplomatic and consular posts, requires department staffers to issue “stop-work orders” on nearly all “existing foreign assistance awards,” according to the document, which was obtained by POLITICO. It is effective immediately.
It appears to go further than President Donald Trump’s recent executive order, which instructed the department to pause foreign aid grants for 90 days pending review by the secretary. It had not been clear from the president’s order if it would affect already appropriated funds or Ukraine aid.
The new guidance means no further actions will be taken to disperse aid funding to programs already approved by the U.S. government, according to three current and two former officials familiar with the new guidance. (read more)

For those pondering why Congress appears to be sidelined in the IG removal decision, look up the word “plenary.”
As I recall, Trump did follow the “rules” back in May of 2020, but Democrats (and Chuck Grassley, who took on the IG’s like a pet project of his) complained that his letters of notice were insufficient and crass. There was all kinds of noise from the usual suspects about how the “law” had to be massaged to require a more detailed explanation of “cause” and penalties for those who failed to do so (which was never done). Keep in mind that Obama did basically the same thing, and no one made a peep.
It would appear that Trump just decided to forgo the entire charade this time around and move onto the purpose (since the rule states that he has absolute authority to remove the IG’s at his discretion). It removes the self-importance of Congress altogether and gives them a wet willie in the process. Which I think was the message. In short, “I don’t care if this rubs you the wrong way. Immediacy is of the essence, and I refuse to participate in the malaise of bureaucracy just so you can feel part of the process.”
Grassley IMO is one of the many GOP Senators who need to be primaried next time his seat comes up. Lots of MAGA folk seem to like him cos of his corn posts, but you look closely at his voting record last four years on critical legislation that shafted 45’s agenda and 45 in person, and his approvals on personnel selection as a member of the Judiciary committee, and it’s hard to come to any conclusion other than he’s a snake in the grass. That’s my IMO, anyway.

Instead, we fund their wars, insulating their economy and citizens from the economic effects. So, while we shovel billions of American dollars to fund their wars (while Americans suffer soaring costs for our own healthcare, education and other) , Israel has a socialist society that provides free health care, free education, and many other benefits–all paid for with money that should be spent on their wars, but isn’t because chump Americans pay their defense costs.
Though there are American companies in Israel, so are there American companies throughout the world. If an American company builds a facility in a warzone, that’s not our problem. That’s a really ridiculous justification for sending billions to a hostile foreign country to spend on its defense.
With that logic, we should be sending hundreds of billions of dollars to China! The number of American companies doing business in, that have facilities in, that are owned by, or are otherwise attached to China dwarfs American business in Israel.

Technically, if VP Vance was informed of the IG firings then the Senate was informed. He is the President of the Senate. I have not yet read any article on the IG terminations which reference the recent SCOTUS case on presidential immunity. Justice Roberts stated the President enjoys absolute immunity for official acts relating to his core powers. Hiring and firing officials within the executive branch are actions within a President’s a core power which therefore Congress cannot criminalize. The separation of powers doctrine would likewise prevent Congress from preventing or impeding the President’s exercise of his core powers, which the notification statute does. Clearly, the Trump team recognized the unconstitutionality of the notification statute and took action to sideline Congress and invite a court challenge to the statute. I believe this is a slam dunk case.

When they are returned, each nation needs an incentive to take them back. So, about that pause, are you taking your citizens back? If not, no money for you. Pretty simple. Stepping back from the particulars, let’s look at this from a strategy standpoint.
The strategic reason for firing these 17 (signal signal) IG’s is to establish the President’s power to fire Executive Branch employees without constraints placed by Congress.
Trump v. US laid out the principals. Now, to put it into action and to the test.
I think the administration is counting on the fired IG and/or the IG Counsel organization to sue. That gets the issue into a court in a very clean way. The issue presented will be, simply, is the 30 notice requirement constitutional post US v. Trump?
Assuming an expedited process that gets it up to SCOTUS for resolution, then a favorable ruling will crystallize the basic principal that the President’s power to fire is absolute and cannot be constrained.
A favorable ruling then tees up executive branch firing of lower level employees, and that will raise the question of the constitutionality of the Civil Service Act.
He is starting with the IG’s precisely because they are Senate confirmed, because the whole “we need an independent agency/body/position” Narrative will be directly put into question , and because there will be little mass uproar because no one else really cares because it isn’t their ox being gored.
Congress’s sole powers when it comes to Executive Branch employees is only two fold:
– Senate Confirmation of Officers
– funding.
The Congress can choose which agencies or positions to fund or not to fund. It just has no power to say WHO holds those jobs, except for the confirmation of Officers.
