The promises of an America-First agenda in combination with clearing out the bureaucracy is underway as the first five days of the administration culminate.
Secretary of State Marco Rubio has put a pause on most foreign aid with the exception of Egypt and Israel as the State Dept begins reevaluating spending priorities. Coinciding with this announcement, President Trump removed over a dozen Inspectors General from various DC agencies.
WASHINGTON DC – Secretary of State Marco Rubio halted spending Friday on most existing foreign aid grants for 90 days. The order, which shocked State Department officials, appears to apply to funding for military assistance to Ukraine.
Rubio’s guidance, issued to all diplomatic and consular posts, requires department staffers to issue “stop-work orders” on nearly all “existing foreign assistance awards,” according to the document, which was obtained by POLITICO. It is effective immediately.
It appears to go further than President Donald Trump’s recent executive order, which instructed the department to pause foreign aid grants for 90 days pending review by the secretary. It had not been clear from the president’s order if it would affect already appropriated funds or Ukraine aid.
The new guidance means no further actions will be taken to disperse aid funding to programs already approved by the U.S. government, according to three current and two former officials familiar with the new guidance. (read more)

Not surprisingly there actually is a law requiring notice to Congress. It’s the Inspector General Reform Act of 2008. However it’s likely unconstitutional and would probably be adjudicated as such upon a challenge.

U.S. foreign aid, prior to Rubio’s pause, was about 60 BILLION dollars per year, or nearly 200 dollars for every man, woman and child in America. The U.S. national debt is over 36 TRILLION dollars, or about 100 THOUSAND dollars of debt saddled on every man, woman and child in America. No other country has a debt even close to ours and no other country would continue to give away money it doesn’t have to nations that hate us.

This is Trump throwing back the behavior of Agencies back in their faces. They consistently have individuals in these agencies violating the “agency policy.” An example is FBI agents accepting sporting events tickets from journalists. The IG’s have overlooked this behavior and always fall back in the violation being a “violation of the rules”, and no repercussions materialize. Well, Trump just played the same card. The notification to Congress is a “Rule”, and since the precedent has been set….deal with it. Also, who in Congress is going to go head to head and fight on this hill. Trump was elected to clean this crap out, and by making the argument that he didn’t follow a rule in correcting it, is not a strong position of leverage.
I wonder what his plan is with Horowitz. Perhaps it is simply a “scared straight” strategy.
