Los Angeles area officials are not permitting residents to clear their own lots after the fire. Under the auspices of “hazardous material concern” the LA officials are telling residents they must wait for local officials to clear the area. This ridiculous impediment resulted in President Donald Trump confronting Los Angeles Mayor Karen Bass over the timing of when displaced residents can legally return to their properties to clear out debris after the recent fires.

The Russian River has snow melt dumped into it every year and it flows into the Pacific. Two months later, water officials will start complaining that we do not have enough water.

In the long form video of trump’s visit and subsequent meeting, he talked about how important the spirit of the fire survivors is. If the permitting process takes many months, he says they will lose that spirit, and reiterated that is why it is so important to do things quickly.

Trump spoke in specifics. Bass spoke in generalities – especially when discussing who, how and WHEN these home owners will be allowed back to clear their lots. On one hand TPTB will be responsible for clearing the debris. When Trump shined the light on this, just like a cockroach in the kitchen when the lights some on, she scurried to say “they will be allowed to clear their lots…” never once suggesting a start date when they could begin.

Maybe, but it isn’t clear exactly how you would “clear your lot”? Hire someone to remove it? Where do they take it? In Lahaina EPA contractors went in to remove the hazmat like burned up lithium batteries. Then USACE contractors cleared remaining debris to county landfill, though property owners had opt-out option.
And of course, Bass has nothing to do with Altadena and other burnt out areas.
Perhaps if I stated it this way. “Owners can assume responsibility for clearing their lots.” Which is what is meant when discussion turns to owners clearing their own lots.
I also heard the clean-up process includes removal of debris AND removal of 1-2 feet of soil beneath the debris. If that is indeed the requirement/plan then… whoo-boy!

I wonder what Prop 13 will trigger in this situation. Passed by voters 2-1 around 1977-1978, think it’s now in the state constitution. It froze home assessed value at 1976 prices, capped property tax at 1% or 2%. But when a home was sold or rebuilt it’s reassessed at current market value for tax purposes. If a lot of people who lost their homes sell the property, that plus the new construction would mean reassessment at sky high home prices, a huge increase in money going to government.
I know there was a mechanism built into it so that if there was a market slump as there was in 2008, reassessment would lower property taxes. Also, there are provisions for different circumstances such as grandparents or parents transferring home ownership to grandkids or kids. It also allows a tax break for homeowners over 55 if they sell and move within the county and a lower tax break if they sell and move outside the county but still in state. There’s also a loophole that commercial property owners take advantage of.
It’s complicated. I don’t live in CA and the only reason I know a bit about it is that here in CO we have TABOR, the taxpayer bill of rights, and there was a lot of talk about Prop 13 when TABOR was on our ballot. TABOR means the state of CO can’t spend more than a set amount no matter how much revenue is taken in by taxes. Excess money must be returned to taxpayers.

No insurance company wants to insure a home when there is no way to fight a fire, should it occur. That’s just common sense. California should be forced to correct their negligence in forest management, and bring water where it’s needed, before the US taxpayers fork out billions of dollars to restore the homes destroyed. Otherwise it will be throwing money away. FIX THE PROBLEMS that exacerbated the disaster before we are asked to pay for your mistakes, California!! It will be interesting to see how President Trump handles California’s determination to hold on to their disastrous policies.
What I can say is that come property tax time on all of those homes that burned, there will be a riot if the local assessments don’t come down to ‘vacant lot’ status. Actually, folks should be taking pictures and filing for tax adjustments immediately. Going to hurt the local cities badly. The interesting part will be when the houses are rebuilt, what will be the tax status. I bet a lot of those houses were not paying property taxes based on their current assessed value, but instead had Prop 13 restrictions on what they could be assessed at.

In CA the county is responsible for assessments. LA County has already put in place a process to get your assessment lowered if your improvements were substantially destroyed. If your rebuild to similar extent (not sure how you prove that for unique properties like in Palisades) you an keep your Prop 13 assessment.
I watched a live townhall that Bass, city officials and fire officials hosted in Pasadena the first weekend after the fires destroyed a large part of Altadena. During the Townhall Bass stated that after homeowners rebuild their properties they will be assessed property tax rates for the “new market value” of the property. She went on to say that the city officials would “look into this” to see if anything can be done. She is either ignorant of the laws, knowledgable about the laws but hoping to make herself look good when she claims to cut a break for residents, or she is already scheming about how to violate the laws so the city can profit off the disaster. If they plan to violate the law, we all know it would not be the first time the Democrats do this. They don’t operate as though they have a care in the world about what voters think, since the elections in CA are rigged in their favor regardless of what they do.
IMHO Newsom has probably realized his dream of ever becoming POTUS has gone up in smoke over the national exposure he has gotten over the mismanagement of CA as a result of these wildfires, so he probably no longer really cares about what voters think on a national level. IMHO he has probably shifted gears to care about what Trump thinks though. (why he met him on the tarmac?) Newsom surely realizes that Trump could hamstring his ability to bilk billions of dollars from the US Treasury to get laundered in CA for purposes of “disaster relief”and “what needs to get fixed.” CA is broke. It is estimated Democrats are 40 billion over budget, some say it is 60 billion. Newsom went to visit Biden just before he left office, no doubt to pan-handle. It would be interesting to know how much money he might have been given and for what purpose. The IRS/FBI should be auditing federal money given to CA.
Newsom is going to have to negotiate with Trump as well as a GOP controlled Congress to get the bail-out money he needs. IMO, the concept of “the 15 minute city” is all a hair-brained hoax that has no basis in practical reality. Ask AI what the plan will be to handle emergency response medical care in these cities and it’s not hard to imagine that people will die before emergency vehicles can get to citizens or get them to timely healthcare due to the traffic congestion. The architect’s plan to get emergency vehicles in and out on the roads is to design smaller ambulances. (Think of the old station wagons mom used to drive in the 5o’s?) Sure, how are they going to fit a gurney, emergency personnel, plus necessary life-saving medical equipment in those? As usual the Democrats have a plan that has no common sense. It is a living Hell.
